Ladies and Gentlemen,

I would like to welcome you to this conference to peacfully resolve the dispute between the Holy Luthori Empire and the Imperial Dominion of Mordusia on the issue of the monarchy. I am honored to have the representatives of both Luthori and Mordusia present, and we also welcome representatives of the Vice-royauté Impérial d'Alduria, the Imperial Crownlands of Greater Hulstria, the Federation of Zardugal, and the Commonwealth of Yishelem and Beiteynu as observers. It is my hope, and the hope of my government and of governments around the world, that the issues that have caused this crisis can be settled peacefully and that both nations can resume a friendship that we will be beneficial to both powers.

I would now like to open up the floor to opening statements by the representatives of the Luthorian Government and of the Mordusian Government, followed by statements from the representatives of Hulstria, Alduria, Zardugal, and Yishelem and Beiteynu. Following that, the floor shall only be open to the appointed representatives of Mordusia, Luthori and Rutania, and we ask all observers to refrain from making any other statements.

At your invitation, the Commonwealth of Yishelem and Beiteynu is sending Minister of Foreign Affairs Mr. Omar B. Utivich to be our observer at the Luthori-Mordusia Conference. We hope that a peaceful agreement that is fair to both sides will be the end product of this conference.

Esteemed Minister Cosgrave, To our allies from Luthori, and to our fellow states and friends, thank you for supporting the cause of peace by attending here,

Let me begin by issuing an apology for some of the responses Mordusia has issued in this tense time. We understand the value of diplomacy and the need for this conference has arose, in part, due to our rigidity in dealing with the other nations on this issue. The Government and People of Mordusia value their long-standing relations with Luthori, Alduria, Hulstria, and Yishelem and Beiteynu - much has been accomplished over the years through these partnerships.

What Mordusia seeks from this conference is the opportunity to peacefully determine how its people shall be governed. The fact that we are in a Personal Union with other nations makes this process more complicated, and we acknowledge this delicate matter. We are here to see what can be done about this, and we have come without preconditions to discuss the future of Mordusia and her allies.

We are not a nation that wishes to rage and criticize constantly, nor do we seek any ill will towards our fellow man and nations. The rhetoric of threats and accusations has been high from multiple parties, including our own. This atmosphere of intimidation is not beneficial for international stability and peace. Furthermore, it poisons relations and threatens to undo centuries of work needlessly.

So, in closing, we wish to apologize to the Holy Luthori Empire and the Emperor for any falsehoods we may have submitted against them and for times when we have allowed our anger to eclipse the true goal of peace and unity with our friends and neighbors.

We look forward to a productive conference, and we formally submit a request that the Vice Royalty of Alduria be granted full speaking privileges at this conference, pending approval from the representatives from the Holy Luthori Empire, as they are also strongly tied in this matter through Personal Union.

Fellow Delegates,

The Imperial Crownlands of Greater Hulstria looks forward in seeing a fair compromise at the end of this conference. While only an observer, we are glad to take part, and see through a productive conclusion. The Hulstrian Foreign Ministry shall send Gustav Meinhardt, the Chief of Staff to Mr. Bauer-Chamberlain, Minister of Foreign Affairs, to act as the representative of Hulstria in this conference.

The Holy Luthori Empire does not wish confrontation or war with a nation that it has long considered its ally. Even before the days of the monarchy, Luthori and Mordusia had long been allies and even fought together and triumphed in the war against the terrorists who had held Alduria hostage many hundred years ago. Only thanks to the combined efforts of Mordusia and Luthori, assisted of course, by many others, was Alduria liberated and the rightfull government restaured. Our ties were made even greater and even stronger when the heiress of Mordus wed the heir of William of Orange. Our long cooperation is, we believe, too strong to be thrown aside in favour of war and we will do everything that we can to avert it and to make sure that peace and friendship reign.

We are very gratefull for the apology from Mordusia and accept it, believing that Mordusia's statements that were the cause for this apology were more the result of confusion and misunderstanding than malicious thought. Indeed we believe that in general there has been much confusion about the exact nature of a personal union. Mordusia's official sovereign is Emperor Henry, however, he has no more power than what Mordusia wishes to give him. In Luthori, because it is the wish of the Diet, the Emperor has considerable influence on the political process, however that influence does not expand to any other country. This has been the cause of much of the incomprehension that many Luthorians felt, as they simply did not understand the causes of Mordusia's griefs. However, we entirely recognize the fact that Mordusians may have legitimate grievances. If so, we wish to hear them and do everything within the realm of possibility to alleviate them.

In addition, we believe it is our duty to remind the honorable delegation from Mordusia that Emperor Henry is as much a Mordusian as he is a Luthorian and an Aldurian. Indeed, Emperor Henry is the direct descendant of Mordus, the first Emperor of Mordusia, the founder of your great nation and the man after whom your country is named. We believe it to be truly great that the ethnic cousins that the Luthorians and Mordusians are be united by a common monarch and a common symbol of everlasting unity and friendship.

We sincerely hope that we can come to a mutually beneficial agreement between our two countries that can satisfy the requests of Mordusia whilst preserving our ancient heritage."

The Imperial Viceroyalty of Alduria knows the struggle that Mordusia now faces. We have seen what such arguments, what such one-sided beliefs can do to a nation that is constantly trying to find its place in the world. However, we have survived and we have grown stronger because so. We speak from experience as a nation that has seen its ancestors fight one another for the name of the Emperor and for the name of a Republic.

Yet these wars and conflicts of the past while good intentions by their supports have not ever ended so. We are here not to tell Mordusia what to do, but to tell them of our history, our knowledge of the gates of hell they are releasing onto themselves by pushing for a full republic, instead of finding the middle ground on which to rule their nation. The Consul, who's position was created as a solution to the centuries long issues that faced us after the downfall of the Aldurian Republic Empire, has asked me to do the very best in my ability to avoid conflict, to avoid seeing our brothers and sisters in Morduisa suffer as we have suffered in the past.

Alduria and Mordusia are just as close as Luthori, and even more so in culture and history in their nations. Do not repeat our mistakes, find Enlightenment as we have and avoid the destructive force that, you do not intentional set in motion, but will befall you if such a bill as proposed ever passes. This is not a threat, but a warning from someone who knows what will happen, who knows how much the people will suffer by such an act.

Alduria is and always will be brothers to their northern neighbor, just as they are brothers to Luthori and every other member of the Commonwealth. We look forward to this meeting and hope a solution is found that will not only make us stronger, but will allow you to find the path you wish to take without opening the gates of Hell as we did.

Also as requested troops have been reduced at the boarder of Alduria and Mordusia, and the Consul along with the Viceroy himself have promised that no troops will pass onto Mordusian soil."

Honorable Representatives,

We wish to begin by making clear that Mordusia means no ill will to any other nation by proposing a transition to another form of government. Let me state that Mordusia has, as most nations of Terra have, gone through a series of stages from Empire to Republic and back. We understand the statements from our friends to the South, and we hold a deep respect for what they have accomplished.

We also are aware of the benefits of stability that the current system has brought us, and we realize that it has had its place and time in our history.

The Imperial Diet and the people of Mordusia would like to be clear on one point, for better or for worse. This is simple: we believe that any action we take internally that affects no other nation's domestic policies should be put under this amount of scrutiny.

But, we do accept that facets of this Personal Union have wider scope than simply a transition within our country. This marriage years ago has provided a Blood pact of sorts between our three countries - and connected us to yet other nations.

We value the alliances we have with Luthori and Alduria - they are our closest friends. Our friendship with Luthori has transcended even before we were a monarchy, and we see no reason for it to end should Mordusia transition to another form of government.

We are here to talk and negotiate, so we would like to note that we are not here to outright reject any solution presented to us. Mordusia believes that the key note of controversy is maintaining its friendship with Alduria and Luthori - regardless of its governmental system. We believe that the Commonwealth Treaty, which puts into law the alliance that the Personal Union represents, is applicable even should Mordusia become a Republic.

Therefore, we propose the following confidence building measures:

Firstly, Mordusia shall not leave the Commonwealth of Nations Treaty, unless it has given a minimum of five (5) years notice and this has been approved by the Head of Government and three-fourths of the representatives of Mordusia.

Secondly, Mordusia shall re-affirm its commitment to the nations of Luthori and Alduria by proposing to maintain at least current levels of trade, and the acceptance of non-aggression pacts between all the nations.

Thirdly, Mordusia shall continue honor His Majesty, the Emperor's Birthday as a national holiday within our nation, to give due deference to our cultural and historical heritage that is shared with Alduria and Luthori.

In exchange, all other nations of the Commonwealth will agree to not intervene militarily or economically should the elected representatives of Mordusia choose to become a full Republic.

The Luthorian delegation would like to resume peace talks with the new Mordusian delegation. We would like to hear the proposals from the new Mordusian delegation.
