The Conference for Intervention of Violations of Human Freedoms will be taking place in Libertina, Likatonia.

The IVHF Conference will highlight the following issues:

    What are the fundamental human freedoms?
    Which Nations in Terra are currently violating these freedoms?
    Should intervention be used?
    Creation of a Organization for the IVHF
    Current intervention plans

We, the Federal Republic of Likatonia, would like to make the following propositions on the fundamental human freedoms we have a duty to protect.

The fundamental human freedoms that are to be enjoyed by every human in Terra is

Freedom of peaceful assembly

We believe that any violations of these freedoms are international crimes, and our Nation and military will respond accordingly.

The Malivian delegate would like to notice that the liberties mentioned by the Federal Republic of Likatonia are all important, but fundamental freedoms, at least in the Malivian delegate's view, are such freedoms as the right to life, the right to physical integrity, the right of property, the freedom of movement.

Those rights mentionned by the Malivian delegate are no doubt important and are to be guaranteed by every Nation within Terra.

However, the Likatonian delegate wishes to point out that these mentionned rights are exactly that, rights. Whereas a freedom is the open process of selection; the selection of which religion to abhere to, the selection of whether to be in a peaceful assembly or not. The mentioned rights are more of what must be given to humans; the right to live your life, right to maintain physical integrity, right to have property and the right of movement.

We propose that the mentioned rights that the honorable Malivian delegate proposed be added to an additional list of rights which must be support by Nations in Terra. We do not mean to belittle these rights, they are as or more important than some freedoms we have mentioned. We simply propose that they are different.

The proposed list of rights:
    -Right to life
    -Right to physical integrity
    -Right of property
    -Right of movement

The proposed list of freedoms:
    -Freedom of speech and thought
    -Freedom of religion
    -Freedom of peaceful assembly
    -Freedom of association

All of these rights and freedoms should, and must, be upheld in Terra, and the Federal Republic of Likatonia will serve endlessly to hold such a moral stance.

It has come to the attention of the Federal Republic of Likatonia that the nation of Kalopia is in violation of some of the human rights and freedoms that the IVHF Conference have listed to date. We propose that the nations involved in the Confernce send a delegate to Kalopia to inform them of their violation and see through the amendments that are needed.

We have already sent our Foriegn Affairs minister to discuss with the ruling party of Kalopia, but we have been largely ignored and scolded. We are aksing the international community to speak with Kalopia about their violations.

The Federal Republic of Likatonia wishes to express the next objective of the IVHF Conference.

We now wish to discuss and select a court, an International Court, that would be in charge of charging in criminalizing the violators of the fundamental human freedoms and rights that this conference has so graciously supplied. We propose that such a court should be located in Libertina, Likatonia as this is where the entire fight for the fundamental freedoms of humanity began.

However, we are more than willing to listen to the proposals of other Nations who might wish that a court should be located inside of their own Nation. We look now like to open the floor to any such a nation who wishes to propose, or rather nominate, a Nation to hold such a proceeding.

We would like to motion an issue for consideration. We demand a full and proper answer into the illegal arrests of 120,000 Kalopian citizens seized by the government of Likatonia (viewtopic.php?f=17&t=4332#p31673). We deem this unacceptable. Whilst the Kalopian government may be acting innapropriatly towards the Likatonians, this massive infringement of liberty of Kalopian citizens who have every right to live in Likatonia is inexcusable. There are also illegal home raids by police and we believe the Likatonian government has acted illegally in its persuit of revenge against the Kalopians, however the Kalopian citizens in Likatonia are NOT those responsible for the actions of the Kalopian government and that is why we believe there needs to be a full investigation into this quite blatant violation of human freedoms. Thank you.

In response to the issue raised by the Hutori Conservative Party, we would like to bring forth the recently released press conference with President Fournes. (http://forum.particracy.net/viewtopic.php?f=17&t=4332&start=10) We think that President Fournes put it rather nicely, that all Kalopian citizens must be checked for ties to the Kalopian Imperial Army. It is a rather large and well connected paramilitary group that ordered a bombing on Likatonian soil.

As the press release states, the Government of Likatonia is only detaining the connected Kalopians. Kalopians not tied to the Kalopian Imperial Army are being released back to their Likatonian homes with no criminal record. However, the original act of detaining these citizens was in hind-sight a poorly judged response by Government officials. Myself, and several other Ministers and the President were against it, but the Minister of Defence and Internal Affairs put forward the plan with a majority of the Cabinet agreed. There is currently discussion among the Cabinet, and I wouldn`t be surprised to see a couple of resignations over the entire afffair.

However, to the defense of these Ministers, it was a time where our national Intelligence Agency, the LIA, had several threats of other bombs. We had no choice but to act as though Kalopia had declared war on us, and to detain the only source of threat, a Kalopian citizen.

While we may be involved in this current issue, this only magnifies our recent proposal that the IVHF opens an IVHF Court. Then, the IVHF community could vote as a jury on the violators of human freedoms, or in our case the suspected violators. One Nation would be the judge, and it would rotate the job of judge to another Nation each year. The IVHF Court could change the effects of violating human freedoms.

The Great Princedom & Tsardom of Trigunia would like to offer its assistance in apprehending the Kalopian terrorists who perpetuated these terrible crime. Likewise, Trigunia wishes to offer its support in the problems with Kalopia and it supports the arrest and internment of ethnic-Kalopians, who do not have the right to live in the country without the permission of the majority. With the permission of the Likatonian government, Trigunia is currently sending a contingent of the Western Squadron of its Great Northern Fleet, including the aircraft carrier VKP Pattergrad, to Likatonian territorial waters. This squadron carries a capacity of around 6,000 Naval Infantry which are rapid response units, who will be at the disposal of the Likatonian government, as long as they are not used as offensive soldiers. Likewise, Trigunia offers the aid of its national police to help investigate the awful attack and hunt down the terrorists responsible.

We, the Federal Republic of Likatonia, wishes to express our immense gratitude to the nation of Trigunia. We can only accept their support in this horrific issue, and hope that this is the beginning of a great and powerful friendship. Your naval fleet will be used only as a defense mechanism and stop the Kalopia militants from entering Likatonia territory. To this regard we fully give your naval fleets the authority and power to search any vessel entering Likatonia waters, and to arrest and detain any Kalopia citizens or militants.

We will not rest until all the militants of this terrorist organization are brought to justice by the Likatonia government. It would be wise for the new Wantuni government to heed to these requests and allow more than just our investigators, our armed forces, to free the enter and detain or execute any numbers of the Kalopia Imperial Army we should find. All the nations of Terra should be aware that we, the Federal Republic of Likatonia, will not rest until every single one of these militants is brought to justice by the Likatonia people.
