With our budget surplus, Kirlawa has been able to provide books to the nations' libraries and build hospitals in the rural areas. We are currently in the process of replacing 4 schools that have were built in the mid 2680s. We have several long range projects that include spending about 4 billion KDI to update the sewer and water pipes in the nation.

As for our contributions I speak not only as the representative of Sekowo overall but also, as my position as Empress of Shiratoku (autonomous Sekowan state), the regional development.

As a way to help further integrate New Englia with Dovani we have funded the building of several passenger and freight MagLev systems, stemming from Sekowo's own system, we hope to eventually connect the entire continent with this system.
Secondly we have been funding the construction of several high quality, free Universities for New Englians to study at.

These are only some of the various projects we have been funding in New Englia, projects we hope to continue for many years to come, to help New Englia and Dovani prosper.

Dear Gentlemen

The government of Kazulia have supported several private companies with advisors and we have even subsidied several companies in our maritime sector for cooperations with trade unions and bussiness conglomerates in New Englia, we have also provided several companies that do scientific researh in New Englia with help and support. Our major university in Skalm (our capital) have been funding and participated in a student exchange program with New Englia. The party organizations of H+Paradigm, Mittenpartiet and The Liberal Coalition of Kazulia have created a foreign policy commitee that work with extraordinary affairs regarding New Englia. Kazulian taxpayers have provided funding for universities and major hospitals in New Englia. (I have contacted the ministry for health and public services for exact numbers regarding this matter)

The leader of the Kazulian-New Englian Friendship association points out that New Englian tourists stand for almost 20% of the Kazulian tourism industry.

Our foreign affairs minister will present further information to this conference.

In terms of economic development, Kirlawa is actively exploring the feasability of constructing the Eastern Dovani Pipeline. It is an oil pipeline that would extend from the oil fields at Intrepid Cove in New Kirlawa Province to the Port of New Englia in Lucasia. The overall goal of this will be to provide oil to Artania and spur economic growth for New Englia.

We also hope to construct a seperate pipeline that would supply the colonies and nations of Dovani with natural gas. This pipeline would also extend from Intrepid Cove, but would split at Cut-Off and head for the border of New Englia and Hulstria's "Eastern Territories".

Through funds set aside for the Eastern Territories, Hulstria has spent nearly fifty billion crowns in New Englia. Most of the funds have been spent on integration rather than development. Road and rail links between the region as the Eastern Territories have been improved, new airports constructed, and power transmission systems linked together. The Imperial Police Service of the Eastern Territories has instituted training operations with New Englian security services, with special emphasis on coast guard units, to strengthen the fight against smuggling and customs evasion. The IPS is working with local law enforcement to build the capacity to give New Englia a twenty-ninth century police service today.

New Englia was also included in the program offered by the Hulstrian Ministry of Trade and Industry to provide zero- to low-interest loans to small businesses.

During our trip to New Englia we noticed signs of prosperity and advancment such as the up and coming education system in the nation. New Englia has an excellent education system that rivals Kirlawa's. The nation's only public university, Rusi University, was recently designated a Research I University. Despite the success, we still saw signs of economic decline in places it should not be seen, such as the industrial sector. Whatever the outcome of this meeting is, it should come as no suprise that New Englia's economy must be continue to grow as it has during the joint-ruling of the 4 nations. When included with the other 58 recongnised nations, they have the 55th largest economy despite the economic grow that has occured. This would make New Englia a third-world country.

President Crowell believes that if New Englia were involved in a trade agreement, then we could possibly see economic growth grow over the next 10 years at a pretty steady pace. However, several other factors play an important part in the countries success. One of the more important ones is the struggle to attract new companies to the mainland. Currently, only one high tech industry operates their; X-1 Aerospace and it is likely they will be relocating due to falling profits.

The Republic of Kirlawa requests that the following 5 options be considered:

1. New Englia becomes an independent nation with limited "intervention" (military and/or financial) from the Quadruple Alliance for a period of no more than 10 years.

2. New Englia shall become a province of Kirlawa.

3. New Englia is spilt up into 4 seperate regions; each region shall be "owned" by one of the 4 countries.

4. New Englia becomes a Dependency of Kirlawa.

5. New Englia is absorbed into the Eastern Territories.

The government of Kirlawa favors Option 2 the most seeing it would open up more economic possibilities due to New Englia natural resources. However, many in Kirlawa and in New Englia would like to have Option 1.

ooc: Like last time, whatever Kirlawa argees to with concerns on what to do with New Englia, that will be what New Englia will do. Since Kirlawa controls or controlled Kirlawa, it has control over its characters; I thought I mentioned to Lucca, one of your people in your country about this, about Kirlawa also taking the role of the New Englian delegation so a proper discussion could be made. Though discussion is still required on what is to be done.
