The Nordiske Republikken av Kazulia considers option 2 and 4 to be totally unacceptable.

We also require the inclusion of options that would allow New Englia to choose to become part of Sekowo or Kazulia.

OOC: Couldn't we determine the outcome of the referendum using a random number generator?

I think it would be best to pose the referendum as two groupings of questions, with question 1 requiring a double majority, at least 55% voting yes, and those voting yes representing at least 50% of the total voting population (so the fewer people vote, the higher the percentage necessary to clear the hurdle)

First question:
1) Do you support the establishment of New Englia as an independent and sovereign Dovani nation under the protection of the Quadruple Alliance? (Yes/No)

Then the second question grouping on the ballot, which only applies if Yes fails to achieve the requisite majority:
1) Do you support a continuation of Quadruple Alliance joint governance of New Englia with strong home rule? (status quo)
2) Do you support annexation of New Englia by a member of the Quadruple Alliance? (If majority vote yes, a second referendum is held within a month on which nation is to be allowed to annex)
3) Do you support the dissolution of New Englia? (If majority vote yes, a second referendum is held within a month to determine how to split, who gets individual regions)
4) Do you support the establishment of New Englia as a protectorate of a member of the Quadruple Alliance? (The current status quo as if applied to just a single nation. If majority vote yes, a second referendum is held within a month on which nation is to be the protecting power)

The Treaty of New Indrala specifically states that the referendum "shall include the options of Independence, a renewal of joint rule or rule by a single nation". With due respect to our Kazulian friends, the New Englians cannot be denied the ability to vote for independence nor the option of being placed under the rule of any Quadruple Alliance power of their own choosing. The Two Step-Five Question referendum process follows the treaty and allows for the people of New Englia to arrive at the conclusion that has broadest support amongst the populace.

Ignore the Archon. He doesn't know what he's talking about. The Kazulian Defence Minister, Aina Algudsen, has informed me that no military representatives have been sent to observe this conference.

It is not the position of Kazulia that we require the continuation of the status quo or that New Englia must become a Kazulian territory. Kazulia is willing to support the "Two Step-Five Question" proposed by the Hulstrian delegation.

While Sekowo will obviously follow the treaty, including all of its options to be voted on in a referendum we prefer options 2, 3 or 5.

A referendum will obviously have to take place. The "Two Step-Five Question" process is the same options proposed by the Kirlawan delegation explained and that is good. While we can argee with that process, the real question is what we're going to argee here (ooc: as I explained already).
