Greetings fellow colleagues, distinguished delegates, honorable Foreign Ministers, esteemed Heads of Government and noble Heads of State,

I am Foreign Affairs Minister Tokuro Tanemoto of Greater Hulstria and I welcome you to the New Englian Conference!

Today we gather in Kien to celebrate the 50 year anniversery of the signing of the Treaty of New Indrala, the document that officially ended the New Englian Crisis, a crisis that plaqued Dovani and Terra for more than 20 years. While it may have seemed in the first stages of the Crisis no end was in sight, Dovani and Kirlawa pulled together to reject a possiblyily of a war instead we decided that peace and diplomacy would be in the interests of not only that generation but future ones as well. Our former leaders came collectivly to solve that Crisis and they did; leaders from Kirlawa, Kazulia, Hulstria and Sekowo would become the Quadruple Alliance in cooperation sealed the Treaty of New Indrala without having to shed blood. They argeed that 50 years after the signing of the historic treaty that another conference would be held to discuss progress and eventually the fate of New Englia; they wanted future generations to decide on this, we need to pick off where they left off.

We gather too to also see through the fate of New Englia, we gather to see what kind of road that territory will take after 50 years of undisturbed, peaceful joint-rule government; we have delegation from New Englia and I welcome them to this conference. They played a big and helpful part in the first rounds of conferences during the 2710s and I expect them to play such a role again; their citizens have been patient and graceful these past 50 years. They welcomed us in open arms, such respect should not go un-noted, the citizens of New Englia have truly been crucial to the success of this joint-rule government.

We have delegations from Hulstria, Kazulia, New Englia, Kirlawa, and Sekowo here with us; please do make yourselfs known to the conference and we shall begin immediately after introductions are made. As you already know by the message my party has sent you, we will be discussing what progress has been made since 2723, what each country has been doing to help New Englia modernize, if we should continue Quadruple Alliance after this conference is over, and will be discussing the fate of the New Englian territory; I'd like for us to come up with more options or roads New Englia can take so the voters there can have a bit more flexiblity in choosing their future.

Greetings,

I am Foreign Affairs Minister Kwame Mubeki from the Republic of Kirlawa and I would like to personally thank the people who made this conference possible. It is better for problems to be solved through logic than violence. Our hope is that the overall goal will be too settle differences about New Englia and the future it will play in the region. I urge a good, clean and healthy debate between all nations involved.

Welcome to the conferences Kwame Mubeki and Kjerstin Sandelin, I'm very glad your countries have been able to make it; I'm honored to have the Kazulian Head of State with us, Mr. Ramos, our Head of State (the Hulstrian Monarchy) was not able to attend but gave blessing to the Hulstrian delegation anyway.

We await for the Sekowan and New Englian (ooc:RPed by Kirlawa) delegations; once they arrive we will begin discussing what each nation has been doing to modernize New Englia, what progess has been done by the joint-rule government, and we'll also be coming up with new ideas to the already established options for the New Englian referendum mandated by the Treaty of New Indrala (ooc: this referendum, as I had to explain to another party, will work like last time; whatever option Kirlawa and New Englia argee to, it will be the pick the "citizens" choose as their fate. As New Englia is not a country in the game sense, we need to take this course).

"I am here in my capacity as the elected representative of the His Most Illustrious and Lutheran Majesty and as the political leader of Greater Hulstria. We do have much to discuss about New Englia and the Quadruple Alliance's status, but our paramount concern must be the referendum.

While not an official delegate to his conference Anja Bendtsen, the Imperial Commissioner of the Eastern Territories, will be able to provide advice and information on Hulstrian security and development efforts in Eastern Dovani. She will be available to the conference as a whole, and for individual meetings with specific delegates if requested."

I am attending as a delegate representing the Christian Socialist Movement from the nation of Kirlawa. I very much hope this conference will help build a new international settlement that will eliminate any need for war or conflict between our respective countries in the future.

As the elected archon for the people of Kazulia I will first start off with greetings from the parliament and the different New Englian movements that have rised up in my beloved fatherland prior to this conference. I hope that we will have a constructive meeting with an outcome that all countries can accept.

Leaders of the Conference, I have been told that the Prime Minister and President will not be able to attend the conference. Prime Minister Perkins is dealing with a family emergency and President Crowell has come down with a serious case of the Flu. Therefore, they have made me and Simon Crossley the chief diplomats representing Kirlawa.

I'm sorry to hear about your Prime Minister's family; I'm also sorry to hear about your President, may have have a speedy recovory. Kirlawa has not disappointed in the past and I'm confident the replacements for your two government officials will represent your country very well.

I welcome the Head of State of Kazulia, welcome sir.

Everyone seems to be here except Sekowo; if Sekowo fails to arrive we may have to start the conference without them and they will have to join as during discussions. A deadline of a few more days sounds good enough (ooc: as in by tomorrow if they are not here, we will start. I'll contact them again to see what is up).

Once Sekowo is cleared up, should we start off talking about what each nation has done with concerns to New Englia? I'm curious to hear what kind of programs have been put in place by each nation to modernize New Englia's infrastructure and financial system. Hulstria's Imperial Comissioner can explain in detail the current programs when the time is right.

Sekowo has failed to show and we'll have to start without them; they have not been excluded but when they come, they'll come.

As for what each nation has done for New Englia, I can assure the delegates that Hulstria through programs established the Ministry of Finance, Infrastructure, and Internal Affairs has poured many projects into the territory and has put money into the pockets of New Englians. Most of our funding for Internal Affairs goes directly to security to the colony and over the past 50 years we have seen constant funding for the Ministry; the Ministry of Infrastructure & Transport has been working with other Infrastructure & Transport Ministries over these past years and we have helped build several ports in cooperation with other Quad Alliance nations. Its certain to say that Hulstria has done its part and has contributed to the modernization of the colony. I'm curious to see what programs other nations have established.

Our Imperial Comissioner of the Eastern Territories, Hulstria's colonial empire, is here to give some detail on what we have done in terms of security of not only our colonies but New Englia.
