Hutori Congressional Committee on Poverty and Social Mobility
The Congressional Committee on Poverty and Social Mobility is a bipartisan committee designed to discuss issues of poverty and draft legislation to solve those issues.
Rules:
- Each political party has three representatives, and thus three votes.
- When a representative from a party speaks their name and a picture of them must be included.
- A Speaker of the Committee will be of the Democratic Socialist Party by members of the committee.
- When speaking all members must direct the Speaker of the Committee as Mr./Madam Speaker.
- When referring to another member of the committee, a speaker must either refer to them by their name (i.e. Mr. Doe) or by the term "Gentleman/Gentlewoman"
- In order to end discussion on an issue, a member must enter a motion to close discussion. Example: "Mr. Speaker, I motion to end discussion."
- In order to enroll a new topic of discussion, a member must enter a motion to enroll new topic of discussion. Example: "Madam Speaker, I motion to enroll the following new topic of discussion. (Topic would come after post)"
- In order to enroll a new bill, a member must motion to enroll a bill/resolution. Example: "Mr. Speaker, I motion to enroll the bill (insert bill name) for debate.
- In order to attach an amendment to a bill, a member must make a motion to amend. If the motion is made, it must be seconded. Once seconded, a vote one the amendment will be held. If 2/3 of the committee is in favor of the amendment it will be attached to the bill. Example: "Madam Speaker, I motion to attach the following amendment to (insert bill name)."
- In order to close debate and hold a vote, a member must motion to move the question. The motion must be seconded. If this occurs, a vote will be held. 2/3 vote is required for the motion to pass. If the motion passes, the committee will vote on the bill. If a bill passes, the member who proposed the bill can then propose it in Congress. (OOC: the text of the bill and all attached reforms will be enrolled in the actual game of Particracy).
- The Speaker will be charged will keeping track of what order of business is next. (i.e. what bill or topic of discussion is next)
