Members of the Council Good Morning. I would like to draw your attention to the relations between the Kingdom of Hutori and the United State of Telamon. Now, Telamon and Hutori have been in a diplomatic treaty for the past for more than fifty-tow to fifty-three years ago. Currently they are arguing over a Hutorian Squatting issue. You see gentlemen the treaty was ratified in 3857, which makes it somewhat old. Now the Hutorian Government is fighting/blasting the Telamonian Government for they do not want to "Let go" of the Benson Military Base. The Hutorian - Telamonian Treaty of Diplomatic Engagement states in article 2 that, "The Hutorian government will retain full sovereignty over this base for twenty-five years (provided Telamon and Hutori do not go to war), at which point negotiations regarding its extension will begin." Now I know that more than twenty-five years have past. After the twenty-five years had past, further negotiations of whether the Hutorians could keep the Base were done. It was a joint Initiative to construct the base, if you don't have both contracting parties in accordance to the treaty my question is how can the Hutorian Claim the base over the Telamonians? The Base is on their land, and they are leasing it, And I do not know if these men know business but when you lease something you don't have full ownership over it, the original owners of the land which the base stands on are the owners, which means that the Telamonian Government can take back the base whenever they want too.And It is expected that the Hutorians comply. The acts performed by the Hutorians is selfish,they are squatting on Telamonians soil, and it is illegal. Thank you, for allowing me to speak, I relinquish my remaining time.

The Trigunian ambassador brings up a very important topic for this council to discuss. Such diplomatic tensions, bordering upon military action, has not been seen for quite some time, specifically in that part of Terra. It is always a terrible thing for relations between nations to reach the level of unfriendliness, but, alas, that is how this world works.

Indralan legal scholars have analyzed the treaty and have concluded that, Hutori is violating the terms of the treaty by maintaining their military base in Telemon. Obviously, Telemon withdrew from the treaty, nullifying its contents. Secondly, the full terms of the treaty were upheld and are, in effect, still being upheld. The diplomatic tit-for-tat between Hutori and Telemon conforms to Article 2 of the treaty, specifically regarding the negotiation of extending the lease of the military base. Both nations, through their diplomatic actions, especially regarding action concerning the military base, is a form of negotiation. Throughout this negotiation, Telemon has shown an explicit desire to end the lease, which was legally terminated in 3879. By all accounts, Hutori is violating the treaty and must give up their base in Telemon.

Honoured delegates,

This is a dire situation and a severe infringement of the sovereignty of Telamon by the Hutori nation. The government of Vanuku completely sides with the statements of our esteemed colleague, the honourable Fan Guiren. On behalf of my government I would also like to propose a resolution to officially condemn the actions of Hutori in hopes that they will be pressured enough to relinquish their illegally hold base in Telamon.

Hutori-Telamon Base Crisis Resolution

1. The CSCO officially condemns the fact that Hutori illegally holds a base in Telamon and,
2. requests the nation of Hutori to relinquish this base and return it to Telamonese hands.
