Every state is welcome to become a member of the Permanent Council, we encourage it and we hope that the world realizes the potential of this organization."

Note: The Secretary-General of the CSCO is the overall head of the CSCO and head of the Secretariat, the Secretary-General of the CSCO is similar to the Secretary-General of the United Nations, he/she is not the dictator of the CSCO but is responsible for the overall direction of the CSCO and the organizations goals. The Secretary-General should be played as an apolitical character who has a greater focus on international relations than a party line. The Secretary-General is rotated every four years from member states.

The government of Alduria, although not a member of the CSCO, has sent the organisation's leadership a message encouraging them to consider "taking a lead" in coordinating Terra's response to the Sebola outbreak". The message added that "in the interconnected world we live in, the control of contagious disease is every bit as important as dealing with armed conflicts".

Press release from the Foreign Ministry of the Democratic Republic of Tukarali:

Today, I am pleased to see my country inside the Permanent Council of the Collective Security and Cooperation Organization. I would like to thank all the member states for their acceptance and support towards our country's integration to the organization. They have all been very helpful. Also I would like to give special thanks to the Secretary General Ling Zhu whose contribution to our integration was decisive.
Furthermore I would like to turn the Council's attention towards the political situation in both Deltaria and Aldegar where increased religious fervor has indeed turned the two states into Theocracies. I believe that we should monitor the situation closely to see if other religious minorities inside the mentioned states are harassed by their governments.

Statement from the Permanent Mission of Zardugal to the CSCO:
We welcome the enlargement of the CSCO and hope that a renewed interest in international affairs will lead to a more peaceful Terra were matters of dispute and progress are solved in a peaceful manner which does not affect the stability of the world. We are beset by many challenges throughout Terra, whether it is the development of free, and stable states, transnational violence from terrorism, religious extremism and other forms of transnational crime or simple resource development, we must form a united response to bring stability, peace and freedom to Terra.
To that end we must elect a new leadership. While Dorvik and Indrala have given us much stability and guidance in the last few years, a new crop of leaders and players is emerging. With Dorvik, Indrala and now Vanuku holding permanent seats on the Security Council, we ask for new nations to be given the chance to lead. Elections to fill the positions of Secretary-General and Chair of the Permanent Council must be held along with the choosing of rotating members of the Security Council.
Finally we also call for the CSCO to open up work with regional organization blocs such as the Majatran Union and the Seleyan Union which are fast becoming real players in the international system. Cooperation in these areas is essiential to creating a stable and free Terra.

"We would like to welcome Tukarali to the CSCO and we would like to state that the CSCO is accepting of all forms of government. The governments in Deltaria and Aldegar are elected with legitimacy. It is not in our interest to undermine governments who do not adhere to what might be acceptable in our countries but it does not mean that we cannot work with them. We agree however in principle that we should be watching the development of religious minorities in these nations."

Members of the CSCO, we wish to discuss two very urgent developments in Terra.
The return of the Great National Republican Guard to power in Lodamun is a cause for much concern for us here in Zardugal. We have long been a supporter of human rights worldwide and the GNRG has a long history of abusing the human rights of persons of religious faiths that do not subscribe to their radical version of Lodamese Nationalism. Though Lodamun is not an official member of the CSCO, as we seek to be the voice of people Terrawide we must respond to such worrying developments. A statement concerning the development of human rights in Lodamun is paramount. To ignore such threats, and the history of the GNRG, especially under its current leadership would be highly irresponsible of us and damage our credibility to do say we are willing to work with and represent the various people of Terra. No threat to Lodamun should be made. Rather this statement should express concern over future human rights development and outstretch a hand for peace and support to our Lodamese brothers and sisters. We offer the following as a rough draft and are welcome to input from our fellow nations:
"The Collective Security and Cooperation Organization is worried about the development of human rights in Lodamun, particularly concerning religious freedoms. We urge the Lodamese Government and its leadership to respect the right to a free conscience and to work with the international community to allay fears of possible human rights violations in this area. The CSCO and its member states are willing and ready to work with Lodamun in a productive manner to further development of relations and human rights.

On the second issue, we ask the CSCO to train its focus also on Badara. After decades of instability and at times, near anarchy we see a movement attempting to restore control of the country to the people. While we here in Zardugal have pledged our full support to this new effort, alas our own actions are not enough. Even as we work with regional partners in the MU and MSCO we feel the CSCO can also play a productive role in affairs here. A CSCO organizing stability assistance mission focusing on development of the economy, rule of law, and basic infrastructure can go a long way in furthering the image of the CSCO as one of an organization that seeks to respond to the issues facing the world in a positive and responsible fashion. The MU, MSCO, our foreign ministry, the Zardic Organization for Development Assistance and the various NGO groups stand ready to partner with the CSCO and her member states to resolve the matter.

Esteemed members of the CSCO I come before you with a soon to become crisis, The Danukak Crisis. Gentlemen we need to act quickly for even as we speak Indrala is planning a Coup in this country. Also The Jeblic nations are meeting to decide whether or not to be involved. Members of all countries we must make a move now before it's too late, our recommendation is for all members of this council to impose an embargo on Indrala, hopefully then this crisis well resolve its self.

Representative Furman,

We would be opposed to what you say, the Indralan's are not planning a coup in Dankuk, it is the neo-colonist who have been showing major human rights offenses as well as Zardugal who has been showing their Imperialist beliefs and trying to get involved by sending "human rights observers". We have reports from NGOs in Dankuk that those same "human rights observers" are military advisors who have been promulgating potential genocide-type tactics. The CSCO does not have the ability to confirm these reports, therefore I ask this body that we pass a resolution to send our own human rights monitors to the country.

1. The Permanent Council dispatches a group of 50 human rights monitors to Dankuk to monitor the situation and provide accurate and reliable reports on the situation;
2. The detachment will be known as "Permanent Council Human Rights Mission to Dankuk" (PCHRMD)

The Principality of Vanuku sees the good sense of the proposal but the Principality must vote nay. Our nation has condemned Zardugal for sending "human rights monitors" and approving our beloved CSCO to do the exact thing would not feel right with the government nor with our monarch. The Principality urges the CSCO to enter talks with the Khaganate and perhaps join the Conference on the Dankuk Crisis currently being hosted in Wiel, the capital city of both Vanuku and the Khaganate. Together it will be much easier to find a coherent and effective solution. The situation in Dankuk is a tragedy, gentlemen, let us act swiftly.

Members of the Permanent Council of the CSCO,

I come before you today to reveal the dire situation currently unfolding in Dovani. While many leaders throughout Terra are fixated on the conflict within Dankuk, another issue continues to grow in the background. That issue is the worsening of relations between the Republic of Vorona and the nation of Sekowo. Under the administration of Chuck Meghan Furmen, an international disgrace and currently an inmate at a federal prison, a shady agreement was signed with President Li Rio Jin Chika to turn our sovereign nation into a puppet state. President Newbury terminated the vassal state status of Lourenne to Vorona because she strongly believed that all nations have a right to self-governance. However, President Chika of Sekowo does not think this way. While President Newbury responded to President Chika's increasingly alarming levels of aggression through economic measures, President Chika has declared that Sekowan military personnel would be illegally sent to our nation. This is terrorism, and the nation of Sekowo is a state sponsor of such. I call upon the esteemed members of the Permanent Council of the CSCO to take decisive action against the nation of Sekowo for attempting to incite violence and to provoke an international military conflict, especially during a time when there already exist many crises that require the attention of many world leaders.
