Council,

I would like to bring to the floor the necessity to set a quota for whaling.

The floor is open to suggestions for the next year. Hopefully, it can be resolved before then.

Council,

I suggest that until a quota is established, whaling remains illegal. If no objections to this movement are made by June 1st 3854 then it will pass.

Council,

I propose that we establish a quota of the total amount of whales that can be caught. Then we should allow commercial whaling companies one month to register, and we will divide the total quota by the amount of companies. This number will be the whaling quota given to each company.
