Given the recent momentum in these talks, I would now like to detail the concessions we have prepared for the Saridani delegation to review. They are intended to be of tangible benefit to Saridan, as well as conciliatory expressions of goodwill.


Turning to the Saridani delegation

Minister van Locklean...these discussion have been heated. I can only imagine that my stalwart defense of New Reaction's policies has been frustrating, and it has also lead me to incite the other delegations against yours to the best of my ability. Nevertheless, you are a foreign minister deserving of respect, and I intend to honor that obligation right now by attempting to reimburse you for lost time.

As the transcontinental slave trade begins to materialize, especially with its respective treaty's second ratification, my nation has been preparing for this opening up of commerce. Yet, we uncovered a disturbing reality in connection to this. To discuss this point, I would like to bring in the Lourennais Minister of Trade and Industry, Comrade Quetra


The two aids sitting in the corner of the room stand up and exit the chamber. They return some minutes later escorting Comrade Quetra. A woman of stunning attractiveness, she sits down next to Comrade Geuua. The aids once again exit, and return wheeling two dollies. Each dolly is laden with boxes stuffed with files.

My sincerest greetings to all of the foreign delegations present. I have never meet with foreign dignitaries or traveled abroad in my coarse of work before, but I have been hearing much about this conference. I hope that I can make a meaningful impact here.


Turning to address the Saridanis

With the upcoming ratification of the International Slave Trade Agreement by Vanuku, we had anticipated that slavers from that nation would be arriving months beforehand to become informed about the slave markets within our nation, meet with Lourennais slavers, research the quality, variations and prices on our stock, and so on. However, the staff we had sent out into the field, to assist with networking between the foreign slavers and our domestic counterparts, quickly began sending back reports expressing surprise over the sheer numbers and diversity of the newcomers. Many acted atypically of Vanukan custom, spoke with different accents and dialects, and some even came from racial backgrounds which would be slaveable were they Lourennais.

I arranged for an investigative task force to embed within the ranks of the new arrivals, acting as the normal networking liasons I described before. Their sleuthing yielded allegations that a good number of the new arrivals were criminal human traffickers from across Terra. Many had already been operating entirely in transcontinental black markets for decades, but were attracted to the possibility of incorporating a zone of freedom and legality as a node in their logistics. Preemptively, I repurposed, reorganized and expanded the task force into an entire department within the Subministry of Chattel Commerce. This task force is delegated the authority to infiltrate all foreign trafficking rings, posing initially as Lourennais slavers ambitious to make it into Terran-wide black markets in humans.

They will be forwarding any and all evidence they receive to my ministry. They abide by no regulations regarding matters such as wiretapping, breaking into personal property without warrants, or even torturing suspects for intelligence. Everything the department collects will be shared with the national authorities deemed most relevant and capable to act on given evidence. I understand that some may argue that this wouldn't be a problem if Lourenne abolished slavery, but I argue the opposite. Though our slave trade has boosted their activity, it has also opened up a point of comparatively easy subversive entry. Such undercover work would have to be carried out by law enforcement agencies in other nations which would have to work diligently to locate illicit and underground trafficking activity in the first place. Said police would also have powers and standards of evidence collection far more restrictive than the blank check my new department has.

There is one more item to discuss, on a more positive note. We consider the Duntrekkers and Euphitriens of Saridan to be kinfolk of the One Great Race. But we accept that at this point in history, Saridan considers itself to be a "rainbow nation". Very well. What I can offer to you is the following. I can pass along directives to Comrade Chozma, Minister of Education and Culture, to establish a scholarship paying for the expenses of select Duntrekker and Euphitrean college students not covered by the state. Shall we say, 5,000 new students a year, for the entire duration of their higher education? The number is negotiable. Beyond assisting the education of a subset of your constituents, we would hope that the scholarship would foster intra-racial goodwill and fraternity across borders. We wouldn't even promote negative views against other races towards the recipients , which you consider to be so ethically foul. Just an innocent celebration of identity.

Your Lordship, I apologize to you and the others on behalf of Indrala for any remarks that have been seen as inflamatory. I and others simply want to lay down there facts.

1. Lourenne has a history of racial inequality.
2. The Lourennais appear to support this cultural feature by supporting legislation enshrining it.
3. Saridan is upset that another nation has differing views on racial inequality.
4. Many nations in Dovani have laws similar to Lourenne, including Indrala, where religion plays a huge role in the regulation of individual morality.
5. Saridan, to avoid hypocrisy, should also call for action against Indrala, as its laws can be rhetorically construed to being just as bad as Lourenne's.
6. Saridan will not do this because Indrala is a far more powerful nation with more powerful allies on a continent united against foreign aggression.
7. Saridan is only taking action against Lourenne because Lourenne is a third world nation and vulnerable to these types of actions. Just look at Lourenne's GDP and unemployment rate. It has been sky high for years! The fact that the current government is trying to improve these factors shows their devotion to Lourenne's prosperity.

In sum, Saridan's actions are pointless and devoid of reason, as many nations throughout Terra act in the same vein as Lourenne. Ladies and Gentlemen, let us simply respect our nations' respective sovereignty, go home, and focus on building each other up, despite differences of opinion and culture. That is far more productive than any potential conflict.

Some time later, after new translators who understand Hulstro-Mikun are called for, the speech is translated as follows.

Saridan attempts to interfere in the affairs of the Dovani continent are totally uncalled for and ineffective. Clearly, the only way that the regime in Lourenne can properly dealt with, especially baring in mind its policy of autarky, would be coordinated action by the Dovani powers. However, the willpower for such action appears nonexistent, as our continental partners appear more interested in denouncing the uncalled for and ineffective actions of Saridan. We will be withdrawing from the sanctions against the regime in Lourenne, but this does not indicate our approval of the racist, democratic communist elements of the regime. We do admit that some degree of similarity exists between Imperial Socialism and the New Reaction, however our regime was always built on the unity of peoples under the rule of heaven - not on racial superority. We believe that should New Reaction reform itself so as to embrace the indigious heritage of Dovani and abandons the concept of a "One True Master Race", a direct insult to most of its neighbours (indeed most of them including oursleves are far more powerful than they are), it can be a valued continental partner.

We, the Imperial Government of the greatest empire on the continent, we contiune to observe this suitation with interest. We do not approve either of outside interference nor of the racist regime in Lourenne. We question the value of this conference, for surely it will have no objective effect on whether or not sanctions are placed aganist Lourenne - for that is a choice each nation will take unilaterally. As there is no major transnational organisation in Dovani this conference is toothless.

The only way to properly bring order to the continent in such a way that will both punish anti-indigious regimes such as that of New Reaction and shut out interfence in our regional affairs by Western powers is a Mikokuzin Union.

Delegates of the Ishinawa-Lourenne Conference,

The Kingdom of Dankuk has been invited to join this conference and we have gladly chosen to take up the offer for the sake of staying true to our long held view that Dovani must be protected from foreign domination. Like Lourenne, Dankuk has historically been one of the most hard hit nations by Western colonialism and imperialism. Unlike Lourenne, we have pushed out the foreign domination and managed to foster significant economic and social development. Even as other Dovanian nations re-embraced their native cultures, such as in Sekowo or Gao-Soto, Lourenne has struggled due to frequent meddling by Western powers.

I do not condone the current laws of Lourenne; the laws which have brought the attempts of intervention from Saridan. Foreign meddling has had a hugely negative impact on Lourenne's progress. The incidents of intervention aside, the current laws of Lourenne certainly do not help create an environment for progress. That said, it does not give the right for a foreign nation, especially one from outside Dovani, to come and make complaints about Lourenne's internal issues. It is worrying to me how Saridan has been working this matter in a very rushed way, too. Proper diplomacy would be to encourage Lourenne to make changes and to try to find a way to provide incentive for change. Now, that said, it doesn't legitimize attempts to impose foreign values on another culture. If anything, Saridan should leave the issue of Lourenne to the nations of Dovani; we understand the people of our continent, our histories and our struggles.

Saridan has adopted a very aggressive approach in their so-called diplomacy. Sanctions have been quickly slapped on Lourenne and criticized a laundry list of bad laws and policies enacted by the current government. There is a major hypocrisy however. As pointed out by the Indralan delegation, Saridan seems to have taken advantage of Lourenne's weak third world status. Throughout Terra there are nations with radical, deplorable policies, yet these nations seem to not be pursued by Saridan's international justice crusade.

Before any serious intervention is to be made in Lourenne, I ask Saridan to apply their approach to all nations of Terra and to directly challenge every nation like Lourenne. Are you truly committed to your cause?

I can now see that this conference will achieve nothing. I feel this way because the only true resolution offered was by the New Reaction. We find the terms of this resolution unacceptable, but at least they have proposed some sort of way to end the conflict. The rest of the statements have been arguments, and are a waste of Saridani time. I would like to thank the Sekowan government for holding this conference. I am now leaving. I am going to attend meetings with my allies and discuss a way to handle this.

However, before I leave I would like to answer the Dankuk delegation's question. Saridan is committed to the cause of freedom throughout Terra. However, one thing at a time. We can not take on the world all at once. The liberation that will occur in Lourenne will lead to an international campaign for freedom. We are not imperialists, we do not wish to occupy, colonize, or exploit Lourenne or it's people. We simply want to see a better Lourenne, we do not want to impose our culture on Lourenne, we just want to free the victims of it's persecution.

Geuua: Well this does not bode well. I submit to this conference the truth that, in fact, New Reaction had abolished its military some time ago. This was to be both a gesture and a promise of our goodwill to the rest of Terra; proof that it bore no danger to any other nations. Though I am not Minister of Defense and do not have the requisite expertise in this matter, I find it hard to imagine that effective armed forces can be mustered in the time available to us, and with the sanctions on our backs. Then again, perhaps we must show Saridan that not even its aggression can force us to violate our philosophies.

New Reaction has recently obtained Action Lourennais' promise in a power sharing agreement. We will be lifting the low ceiling on proposal quotas that we previously installed, and they have promised to leave Lourenne's racial legislation alone in return for discretion over almost all other issues. Thus, we can finally say that a unity government exists which will represent all the people.

It seems to me that although Lourenne may not be able to fight Saridan and its allies with force, it can still refuse to comply with whatever dictates come our way. I believe that we represent the folk, the One Great Race and all its members. I will discuss with my party ways to mobilize our latent popular support into methods of open and committed disobedience to incoming integration measures in a civil manner. Though I estimate that Minister of Defense Comrade Ezec will want to explore ways of asymmetrically opposing the invaders should they arrive.

Promises have been made by other nations here today, but I will not hold anyone to them if they deem war with our opponents to be ruinous to their own nations. All that we can offer, right now, in contribution to the effort offensively would be our intelligence agency and its covert operations branch in particular. It is a miserable state of affairs.

Foreign and Dovani Affairs Minister Hideo Hirano addresses the Conference as it becomes dissolved.

At this point, it is quite clear that we are going nowhere. None of the parties appear interested in more than posturing. Sekowo therefore proclaims this Conference to be at an end. We are proud to have facilitated contact and having delayed further conflict for a time. We thank all those who attended and offered their wisdom. We pray that a permanent peaceful solution to this may be found.

Though she made no more speeches before leaving, Princess Wu Yuno was heard to loudly exclaim, "They abolished their army?! Are they STUPID?!"
