Preamble:
The Contracting parties, in recognition of the common threat both countries face and the past cooperation to strengthen and aid each other security and liberty sign the following treaty and pledge to uphold it:

Article 1. The Contracting Parties
The contracting parties of this treaty, the Confederation of New Endralon, Kizenia & Kuzaki and its successor states and the Federal Republic of Hutori and its successor states pledge to uphold this treaty and abide by its rules and regulations;

Article 2. Naming
For convenience purposes the names of the nations is shortened. This treaty means the Confederation of New Endralon, Kizenia & Kuzaki when it speaks of New Endralon / Kizenia and this treaty means the Federal Republic of Hutori when it speaks of Hutori. When this treaty speaks of the contracting parties this treaty means the Confederation of New Endralon, Kizenia & Kuzaki and the Federal Republic of Hutori;

Article 3. Common Security
The contracting parties pledge to share intelligence gathered that is deemed crucial for the survival of the other nation and shall aid in the maintenance of public order, security of borders and the sovereignty of each nation and its territories if one of the contracting parties requests it;

Article 4. Military Research and Development
The contracting parties accept and pledge to aid each other in the development of military equipment and manufacturing of military materials, equipment and vehicles to increase the common strength of the alliance and share military technology with each other;

Article 5. Military Alliance
The contracting parties pledge and agree to regularly participate in joint training sessions so to get familiar with each other's tactics and practises. The contracting parties also pledge that an attack on one contracting party is an attack on both nations and shall defend each other when attacked **with each party given the option to opt out of this clause at its sole option**;

Article 6. War
If Hutori or New Endralon / Kizenia wish to declare war on another nation, the contracting parties should discuss the move and commonly agree for it to pass **in the event that one country wishes the other's aid**. Should one of the contracting parties neglect to negotiate the move or disagree on the attack / war declaration then the other party is not obligated to assist, if they do then the nation who declares the war shall assume the role as war leader and lead the alliance's war efforts. In a defensive war the war leader will be the defending army or if occupied or too weak to do so then the other contracting party shall assume the role of war leader;

Article 7: Mutual Friendship & Diplomatic Alliance
The contracting parties express their mutual friendship openly and shall establish embassies in each other's nations as well as to recognise each other's sovereignty and claims. Hutori and New Endralon / Kizenia agree to both aid and protect each other as allies not only on the battlefield but also in the diplomatic sphere such as international institutions, organisations and contact and relations with other nations;

Article 8: Free travel of Citizens
Citizens of the contracting parties only require a visa to work in the other contracting party's nation unless the contracting party decides this is not necessary and shall be left up to the contracting parties to decide. Visiting, vacations and other movement that does not involve working in the specific nation with the exception of work related visits shall be allowed without a visa;

The contracting parties shall cooperate with eachother to increase the economic output and economic development of both nations. The goal is to strengthen the alliances economy to increase its overal strength and purchasing and producing power;]]

Article 11: Education
The contracting parties shall allow students to study in each other's countries as well as to go for a internship without the need of a visa or a passport of the nation they are going to study in or work at the internship in. The contracting parties pledge to treat the students the same and give them all the subsidies and aid them to access scholarships and treat them as if their own students. The contracting parties agree to pay at least 10% of the costs of education for students from their own nation that are studying in the other nation;

Article 12: Healthcare and Science research
Both nations agree to cooperate on the fields of healthcare innovation as well as research for cures and the increase of healthcare treatments and productivity. The contracting parties agree to cooperate on the fields of scientific research which could benefit both societies;

Article 13: Culture
Hutori will respect the cultural differences between the three major ethnicities in New Endralon / Kizenia. New Endralon / Kizenia shall respect the cutlures and ethnicities that reside in Hutori;

Article 14 (Secret)
Both contracting parties agree to set it as their goal to eliminate the common threat that is Trigunia by any means possible and to usurp and divide its sphere of influence amongst themselves;

Article 15 (Secret)
Both contracting parties shall diplomatically assist one another on the international stage and shall work to isolate and to antagonise Trigunia by any means possible;

We look forward to fruitful discussion and the reaffirmation of our two nations' friendship. Please designate one party with authority to negotiate on your nation's behalf. New Endralon will be represented by Foreign Minister Ishimoto Aomi.

Our initial position is as follows: We urge passage of the treaty as written, with economic issues to be decided quickly thereafter. Swift passage of this treaty will make it easier for our nation to find alternatives to nationalizing Hutori assets within New Endralon - assets that currently sit in an untenable legal limbo since we nationalized the bulk of our economy.

In the spirit of cooperation and mutual aid, we hereby open negotiations.

Shall we begin with discussing Article 9 of the current agreement and what is to be done with Hutorian companies within New Endralon?

Our preference is to eliminate Sections 9 and 10 entirely and negotiate economic matters separately. Be assured that no action will be taken regarding Hutori property within New Endralon until our negotiations are concluded.

Could we perhaps renegotiate those articles now and then include the renegotiated versions in the treaty?

It is our understanding that diplomatic and military matters remain urgent due to regional tensions. Thus, it seems to us that passing a robust diplomatic/military treaty remains of paramount importance. Do you have any further objections to the treaty as written aside from the economic questions? If not, then I suggest we agree to this draft and then commence economic negotiations. Note that we have reached tentative agreement with our opposition party, the NEPP, whose votes we will require to pass this treaty, to negotiate economic terms separately.

You are correct, let us proceed with the current treaty minus the economic portions and then discuss the economic issues.

Shall we move on to the economic issues?

We will now open economic and trade negotiations.

We propose the following terms:

1. Hutori businesses that wish to operate in or trade with New Endralon must certify the following to the government of New Endralon:
1.1 Hutori businesses that wish to open locations in New Endralon and hire New Endralonian citizens as employees will comply with all laws, including labor and environmental laws, that domestic companies are subject to in New Endralon; and
1.2 Any Hutori company that wishes to do business in New Endralon or trade with New Endralon must certify that it does not deny the right of all non-supervisory workers, including those in Hutori, to organize free and independent unions.

In exchange for such certification, to be monitored and enforced by the government of New Endralon, Hutori businesses will be granted access to operate in and trade with New Endralon with no tariffs levied. No Hutori businesses will be allowed to operate in or trade with New Endralon absent such certification. Such certification may be revoked at New Endralon's sole option.

2. New Endralonian businesses that wish to operate in Hutori agree to comply with all Hutori laws and regulations. In exchange for such compliance, New Endralonian businesses will be granted access to operate in and trade with Hutori with no tariffs levied.

Of course, this is merely a starting point.

In article 1 we believe that the laws that Hutorian business are subject to should be clearly defined. As you have already nationalized several industries would our companies fall under that? What if the law changes to be prohibitive of operation? What are your employment laws? Should not there have to be grounds for the revocation of certification?
