Laws and governments can and do change, thus we cannot enumerate specific regulations to which Hutori businesses will be subject without risking confusion if for example the NEPP regains power and undoes a lot of what we've done. It's simply an assurance that your businesses will be good corporate citizens and follow the laws then in place.

For now, Hutori businesses will be subject to direct supervision by the Economic Planning Council, which was established with nationalization. Such supervision will be toward the goal of integrating Hutori products into New Endralon's economic plan in an efficient and productive manner. This is a special deal that avoids full nationalization, but gives New Endralon's workers some control over how your nation's products affect our economy.

Quotas of products made and sold in New Endralon, mainly. This is a tariffs free deal, not a quota free deal.

In a planned economy, the unregulated importation of foreign goods is an unacceptable complication.

I see and how would that affect New Endralon's imports into Hutori and vice versa? We rely upon your country for a good number of industrial goods and your country relies upon ours for capital, technology and certain foodstuffs. Restricting trade at least in certain areas could damage both of our economies. Furthermore how does this affect Hutorian financial institutions operating in your country?

How it affects our exports to Hutori is up to you in negotiations. We'll continue to supply your country with industrial goods based on our negotiations here. The only thing we really want to do is to put some controls on how foreign companies operate in New Endralon.

Hutorian financial institutions in New Endralon may continue to operate as private entities, but will be monitored by the EPC to ensure compliance with New Endralonian laws. We haven't nationalized everything - a portion of the banking sector is still privately owned.

ooc: Man, I really don't want to get into granular detail about imports of particular things - that sounds as tedious as a game of Settlers of Catan - I'll trade you sheep for wheat! Let's just play it this way:

The Economic Planning Council will review current levels of imports from Hutori and advise as to the particulars. For now, the Council has voted to preliminarily allow Hutori imports to remain at current levels assuming our economic negotiations bear fruit in the form of an enforceable treaty, but the EPC reserves the right to impose quotas and restrictions as the economic needs of New Endralon dictate.

The only thing I would add is perhaps an assurance that New Endralon will not nationalize Hutori companies instead if such a point is reached they will be allowed to leave the country and compensated for anything they cannot take with them. And we will promise the same that we will not nationalize New Endralonian companies.
