Letter from the Speaker of the SP and outgoing Premier of Kalistan.

I read in the national record of your Nation's Assembly that you deny that Baltusia is escalating tensions between our two nations.

Let me be clear: Your Government's disappointment that we don't accept your limitation to our sovereignty in the form of the DMZ, and you're blaming our refusal to follow the laws you declare without any sort of input from Kalistan, that is the thing which is inflaming relations. Our actions are in response to your presumption that you can make laws for our nation and require us to withdraw troops from our border as a precondition to peace.

Let's make a deal. We return to Status Quo ex ante. No preconditions, no nothing. Kalistan is free to move troops over our entire national territory, Baltusia is free to move troops over its entire national territory, and then we discuss peace.

But complaining about how Kalistan does not accept your DMZ proposal is not getting us anywhere.

Kalistan is not interested in a war, but you better believe we will not bow to another nation's laws. Not in any case. This was true for the extradition issue and this is true for the DMZ case. It is not out of refusal to cooperate that we say this. Instead, it is our of a demand for the respect and equality as a sovereign nation. We demand that Baltusia respect the sovereignty of Kalistan, to do as it pleases within the borders of Kalistan. Your proposal for a DMZ is insulting. We will stand down when Baltusia is ready to treat us as an equal. And until then, we carry out military drills and exercises in our National territory because we can, and there is nothing Baltusia will do to stop us.

Thank you, Mr Al-Khali, for making your position quite clear. We do not think a temporary DMZ on both sides of the border is insulting or threatening to anyone's sovereignty given the circumstances. We will raise the issue immediately with the new president of your country and, when appointed, the new head of government.

Once again, we thank you for your efforts at the talks.

Dear Cde. Grey,

By all means, please do raise the issue. Our President is unable to form a new government at this time, because her only allies happen to be the fascists, who are even too diststeful for the Conservatives to support in many instances, and all Major Parties, including the President's Party, are now officially on record as opposing any DMZ proposed by your government as a precondition for any future negotiations.

Kalistan will not be agreeing to the limitations of sovereignty your Government has so arrogantly insisted were to be imposed upon us. It is not up to Baltusia or any other government to decide where Kalistan may station or move its troops within our National territory. We control every inch of our country, and we do not yield to foreign governments who decide that us relinquishing the ability to defend every square inch of our nation is the only precondition to peace. And we will move troops across every single inch of our National territory, as we deem necessary and as is in our National Interest, and Baltusia may not set a limit. Within Kalistan, the Government of Kalistan is sovereign, and the Government of Baltusia does not exist. The only limit to our sovereignty that we recognize is the actual border, the single point of space where our two nations meet. If we cross that spot, then our troop movements are your concern and only then would you be justified in protesting. Within our national territory, your law is not worth the paper it is printed upon, except as reading materials fit for the funny pages. We do not acknowledge your right to make any laws governing Kalistani affairs within Kalistan.

Since you insist upon continuing to attempt to dictate terms to Kalistan, we have nothing further to say to you. The People's Army has issued an additional call up, but the Defense Ministry has not issued a similar call for the Regular Military, nor has the RSMoK issued an additional call up. But we will continue to drill, in full view of your forces, so they know that, should your government decide to do something stupid, we will be prepared for them.

Until Baltusia decides to invade Kalistan, we have no intention of heeding your Government, nor your preconditions. I will be moving a bill within our National Assembly to withdraw diplomatic recognition of Baltusia until such time as Baltusia learns its proper place in the world, as an equal to its sovereign neighbors. Until such a time as your government drop all pretenses of determining domestic policy for Kalistan, Baltusia is a non-entity to Kalistan.

I call for the Grand Counselor to adjourn these utterly fruitless discussions. When Kalistan withdraws recognition of Baltusia, we will be treating with someone we do not agree has the status required to discuss matters at this level. We will happily talk with any intermediary they choose, so long as we recognize them, but as for Baltusia, once recognition is withdrawn, they will not be entitled to treat with us.
