For a nation surrounded by a collapsing political, social and economic infrastructure it was doing well. However, these achievements were of no assistance to the output of the intelligence services which were aimed at ensuring the protection of the interests of the state. It's intervention into the affairs of its neighbors (might they be immediate or distant) has created the impetus for its unforeseen demise. The real reason for the Defence Minister's visit for Hutori was not to advance the causes of "mutual cooperation" or "political stability", he was simply the diversion to remove attention from a meeting which no one would know about.

The media sized, grey haired Chairman sat patiently awaiting the arrival of the reason why he was in the northern federal republic. He sat with his legs across and a envelope gently pressed onto his legs. He was sent on a special order from the Statsminister himself. The Foreign Intelligence Service's operations in the nation of Xsampa was loosing its momentum, as its black operations group cannot cope with the sheer size of hostile forcing within the country. Put in the middle of a battlefield between ill-equipped and poorly trained rebels and technological and strategically superior mercenaries, the black operations contingent consisting of elements from across the Kazulian intelligence community was loosing its momentum, its drive to achieve its umbrella purpose, that being: the implementation of regime change in the country accompanied by other secondary purposes.

However in order to achieve these purposes/aims, it could not be done through the single resources of the Kazulian state, it need to come from an external force. A force known throughout the world for its extraordinary abilities and its formidable achievements in the various fields of the intelligence community. The Hutorian Security and Intelligence Service (HSIS), one of the most effective killing machines in the world, seemed to be the right choice. It was only a matter a time before he would meet the Director of this mystic intelligence service, to which the Kazulian Intelligence agencies and based on.

Maxwell's Pub was a little known dinner on Ross Avenue, literally blocks away from the National Senate. There was a very prominent Members Only Sign on the door and the threatening doormen outside made sure no one wanted to dare test that theory.

What made Maxwell's so important it was a de-facto "neutral ground" for intelligence operatives operating within, though never against, Hutori. Agents for various agencies had food and drinks, discussed matters and generally loosened their ties. It was here, that Chairman sat at a booth with a Hutorian beer in his hand.

Directly on schedule two folks joined him at the booth, pausing only for a moment to exchange pleasantries. The first was a tall well built man that looked out of place in a business suit. It was clear from the way he carried himself he had been in unformatted up until a year ago. Former Chief of the Defence Staff, retired General Isaac Grant had been chosen by Foreign Minster Brown, and Defence Minster DeCoste as their point man at HSIS specifically for his ability to get results. Also with him was a beautiful blonde woman that could lie 20 years off her age without batting an eyelash. Known in the intelligence community as a bit of a legend herself, Deputy Director of Operations Briar Rose was almost seen as a Co-Director of HSIS with Grant working the public forum while she did what she did best and worked on the shadows.

Grant spoke first after he and Briar ordered drinks for themselves. "I must say when I got to the Sarah Steuart Building this morning I was not expecting a call from Rose telling me to get to Maxwell's but I'm glad I made the trip. What brings you north?"

“Matters pertaining to the interests of the Kingdom of Kazulia.” The Chairman responded, rubbing his hands along the edges of the envelope. His Luthorian was understandable, however strains of the Kazulian accent was still able to sneak in nevertheless it was still understandable. “I have been sent by my superiors to virtually rescue the intelligence community within my country.” He said as he placed the envelope on the table in front of him, removing a series of documents to present. The first was a map of Xsampa. “I am sure you may have heard of the happenings in my region. We have three issues which need solving: piracy in Rapa Pile, inevitable war between Utembo and Bianjie and the rise of a totalitarian regime in Xsampa.” He began to illustrate his points using the map of Xsampa. “Our focus is on the happening in Xsampa. An individual by the name of Wu Puyang, Head of a private military company known as Wu Security Solutions, has risen to power following a coup against the legitimate monarchy.” He illustrated tapping a copied picture of Puyang. “The country has already been engulfed in internal conflict between two warring ethnicity and the situation turned for the worse when Puyang’s private organization toppled the monarch. He has assumed immense power in this country and is making moves to ensure that all of it is under his rule, and he intends to achieve this through any means necessary.” He joined his hands and leaned in, “he uses his private military (which consists of former Special Forces operators from countries across Dovani (even from Kazulia) as his means of protect and as secret police.” He moved to show Grant and Rose the emblem of the Path to the Dawn. “A rebel group, mainly Daenist, known as the ‘Path to the Dawn’, rose in defiance of Wu Puyang’s regime.”

“Upon being notified of this threat to regional stability, a special reconnaissance team was sent into the nation to report on the military situation within the northern regions (which have been confirmed as being littered with fighting).” He said as he removed images of those on the reconnaissance team to Grant and Rose. “Unfortunately they were captured under unknown circumstances. In response to this we have sent in a black operations contingent with a sole objective: return the special reconnaissance to Kazulia.” He turned to face Grant, head of the HSIS. “I have come to you for assistance in this drive. A contingent of special operators against an entire organization of Special Forces operators is an extremely challenger factor which is hindering our drive towards our aim. We request the HSIS’s assistance in helping up see the return of this reconnaissance team.” He continued as he turned to face Rose, “I am asking that HSIS black operators assist the Kazulian FIS black operators in achieving their set objective.” He said he pulled the documents which he had pulled out of the envelope, back into it.

Grant took a sip of his scotch after it was served hearing the Chairman out. He looked over the photos with military alertness and focus, Briar merely giving them a glance. One would say careless, but most knew she was merely good at looking without looking at all. When the Chairman finished Grant's brow furrowed in concentration. He downed the scotch flicking his wrist for another. "Well isn't that a cluster fuck."

He rubbed his hand over his face before speaking. "There are two minor political issues I need to mention first. First officially HSIS has no "direct action" capabilities at this time. While there is a Bill before the Senate to restore that... we aren't sure if it'll pass. What that means is that most of direct action capabilities were handed off to HSOC and our Direct Action Special Mission Units. Well in theory it means we still have direct action capability... it means this needs to cleared through military channels... which in lays the problem and our second issue.

While I know DeCoste would approve the deployment of a SPAD or SPECTRE, or any other top mission unit in a heartbeat ultimate approval needs to come from either the Prime Minister or President... and if you pay attention to Hutorian politics you'll notice that 24 Orange Avenue and Ross House (the official names for the Presidential and Prime Ministers Residences) are currently occupied by United Hutori politicians... both of whom are adamantly isolationist and will not approve a mission unless Xsampa was in some way a threat to Hutorian National security. As far as they would be concerned Xsampa is a Dovani backwater that Dovani nations should be handling... not us."

He shook his head almost ruefully. "I'm sorry, I want to help, I do, but I need more then "interests of an ally" if I'm going to go to bat at 24 Orange and convince the President to approve the deployment of our assets."

He looked down at the envelope with a face of disappointment. "I did not want to mention, however to the urgency of the issue i will." he said as he once again removed documents from the envelope, this time it was an image of a man. "Our assets within the Xsampian capital city conducted reconnaissance on movement in and out of the Royal Palace. Several individuals were spotted and their information received from our database. However, this individual gained out attention." He tapped the picture. "Patrick Crew, I believe on of your people. Military Intelligence has confirmed that he is a high-ranking military official within Wu Puyang's Royal Army, specifically, he is the Commander of the Royal Army contingent which is blitzing through the north-eastern regions of Xsampa against the Path to the Dawn."

"Now, i understand that he has a black notice on his head for either his return into your hands or his death. Recognizing the fact that he was a headhunter, is will be hard for the agents of the Foreign Intelligence Service to get their hands on him, although the black operations groups can assist, seeing that he is a formidable agent of the HSIS, it is something they have been extremely hesitant in doing." he said as he pushed the image towards Grant and Rose.

"With respect to your intervention being blockaded by an isolationist government, I can understand, I am a politician. However, i plead with you to push the notion." he concluded.

Grant looked confused by the mention of Crew, with him being obviously well before his time. Briar didn't respond with any particular passion but the cold venom in her voice said exactly where her emotions were at when it came to the rogue HSIS Agent. "You finally found that piece of shit..."

Grant looked surprised at the sheer venom in his Deputy Director's voice, cold calculus was something he was used to from her, but this was outright a death wish on the man. "I'll explain later sir, its a promise... but Crew being there changes a few things."

At this point Grant took a back seat, giving Briar the floor so to speak. "We're in.. if for no other reason to get even with that bastard. Alright this is what we can do for you from the onset; should the President we agree we can deploy assets from HSOC to assist your black ops team directly. However that failing there is a unit I can send to assist you. Its a small five man team from a unit that we don't keep on the books, specifically for these purposes. These five have total impunity in terms of their detachment from Hutori... however that means they are officially disavowed; Hutori will deny any and all involvement in this matter in any terminology. Understood?"

The Chairman shook his head in agreement. "My Government has advised me to inform you that the Hutorian Intelligence and Security Service can use the resources of the country, including RKAF Boovarsdalr." RKAF Boovarsdalr is without a doubt the most powerful Information interception station in the world. Coupled with Kazulia's long history in the field of electronic warfare and cybernetic intelligence, it could be a useful asset to the HSIS and more so HSEC.

"The team you send will be escorted into Xsampa from its northern borders from our station officers in that region, where they would be briefed by our chief military intelligence officer." the Chairman concluded before standing up to disembark from the meeting. "I hope that we could meet again Mr. Grant and Ms. Rose. You might be interested in a plan we are currently in the works of forming, however we will get back to you once these plans have been sought through." He said as he shook both Rose and Grant's hands, departing from the dinner.
