The Climate Change Council is a Council within the world of Tierra dealing with greenhouse gases emissions mitigation, adaptation and finance starting in the year 4225.

Article 1: "Aims"

a) Holding the increase in the global average temperature to well below 2 °C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 °C above pre-industrial levels, recognizing that this would significantly reduce the risks and impacts of climate change;
(b) Increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development, in a manner that does not threaten food production;
(c) Making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development.

Article 2: "Structure"

(a) Each nation that ratifies this agreement, shall contribute to a fair percentage of the Climate Change Agreement's funding.
(b) Each nation shall get no more than one representation in this council, with the speaker of the council being elected every 25 years.
(c) The speaker of the house holds the same powers of a basic representative, to vote on new amendments and create new amendments. However, the speaker of the house shall be the presiding officer, leading every vote, debate, and being the speaker on behalf of the entire council.

To all those who ratify this treaty, the first international conference will be held January of 4225 at the International Climate Change Center right next to the executive mansion in capital city of Kaisārichu Kuronrendā Mikuni-Hārusutōraikusu (Imperial Crownlands of Mikuni-Hulstria). The minister of environment and tourism, the head of government, and the head of state of each nation are welcome to join.

The first Climate Change Council Shall be held on January of 4225, which will mark the initiation of this council. This meeting will take place at the Climate Change Center in capital city of Kaisārichu Kuronrendā Mikuni-Hārusutōraikusu (Imperial Crownlands of Mikuni-Hulstria). The goals to be accomplished in this meeting are listed:

- Create an effective plan to reduce global temperature by at least 2 Degrees Celsius.
- Appoint a new speaker of the council, who is to preside over all debates and votes for 25 years.
- Introduce a funding, which will be an accumulation of contributions by nations, and effectively distribute the funding to better the environment we live in today.

The head of state, head of government, and the Minister of environment and tourism are invited to attend.
