It became clear to the kingdom that it could not simply ensure its security through its defence force. Although it had pushed the notion that nuclear weapons had no place in a modern kingdom as Kazulia, to the Nordhagen government, it was made clear that the possibility of regional members and external actors threatening to destroy the kingdom as the prerequisite to the development of their dominance, nuclear weapons as a "bomb in the basement" doctrine would more than benefit the nation's security.

The room had been engulfed in the silence which were the thoughts of those present. Statsminister Nordhagen, Foreign Minister Folden and Klaus Mikkelsen (Chairman of the Select Committee on Foreign and Domestic Intelligence, the overseeing body of the Intelligence community), thought deep of the possible results of the meeting which was about to unfold. Questions ranging from the whether they would approach this similar to how they handled the XF-43 Programme streamed through their thoughts, making the occasion more nerve wrecking, for everyone though if the meeting were to result as such, time would have waste, information would have been unnecessarily disclosed. "When are they expected to arrive?" Nordhagen questioned. Folden searched through the documents which his aides had arranged prior to their own arrival. "It say 10:30 here, it is now 10:14. So not until another 15-16 minutes." he explained, resting his head in hands out of minor frustration. Klaus on the other hands had patience. Being in the service [Military Intelligence Service] had taught him patience and the ability to maintain silence over a prolonged period. The three sat at the table, awaiting for the Hutorian contingent to walk through the door at any moment.

Hutorian politicians, especially those of the executive were under constant media scrutiny. Every move they made was documented, every meeting watched by analysts, pundits and "experts". Their staff and members of the military were under no such constraints or watch. It was for that reason that when Hutorian Foreign Affairs Minister Mitchell Court had been requested to dispatch a delegation to Lamond for "high level talks" he had quietly informed the Prime Minister who had taken the steps to send a small but powerful delegation to meet.

Into the room came four Hutorians, three wearing business attire, two men and a woman, and the fourth a high ranking military official. The military official had a single gold star one each shoulder strap and wore the dark blue uniform of a member of the Hutorian Air Force. He was an average looking man in most cases aside from the obvious General rank. He was Brigadier General Nathan Belmont, commander of the 13th Wing, the Hutorian military's "strategic weapons" Division. Nominally kept at Global Strike Command in Dalry, Lagard he was one of the most powerful military officers in Hutori directly controlling Hutori's remaining nuclear weapons.

One of the men was a tall handsome man, his features untouched by age, barely entering his forties. He was the Hutorian Ambassador to Kazullia, Christopher Jackson. Like most important diplomatic posts career foreign service officers held the most powerful posts to Hutori's allies. Jackson was an expert on Dovani and Kazullia in particular and has been an extremely potent conduit between Skalm and the ever changing political climate in Bekenial.

The other man was like Brigadier General Belmont, a non descript man, though slightly older. That was HSIS Director Matthew Oran, head of Hutori's foreign intelligence service and said to he a strong student of the Briar Intelligence Doctrine, named for mythic Hutorian intelligence czar Rose Briar who had spent almost 60 years in the Hutorian intelligence community and had ultimately shaped the direction Hutorian intelligence took to this day.

The woman was a fairly young woman, in her mid to late twenties. She was exceedingly attractive, but she had sharp eyes and anyone who was aware of Hutorian politics knew that she was Rosalie Steuart, a daughter of the influential Steuart family and more importantly, Chief of Staff directly to Prime Minister Amelia Woodbury.

Greetings and salutations were irrelevant at the moment, they were seen as a liability, holding back the discussions from being initiated. Statsminister Nordhagen had taken it upon himself to address the Hutorians in the situation which plagues his government and moreso, the national security of the kingdom. "A changing geopolitical climate has highlighted the need for a reformed approach to the Kingdom's security. Although the Kongeforsvar can eliminate a threat, in the event of a conflict which brings nations such as Kazulia and the MRSF and/or (multiple nations hostile towards Kazulia) against each other, the Kongeforsvar can only do some much to ensure the security of the Kingdom." Finn paused to look around the table to determine whether he had the attention of Hutorians. "In a response to this, a secret military doctrine was crafted, coined the Selvmord Option. It outline2d that in the event that the Kingdom of Kazulia and/or its successor states were to possess weapons of mass destruction and the nation had no option but surrendering to an enemy invasion, a portion of said weapons of mass destruction were to self-destruct whilst still in their silos in Kazulia (this is only done if an invasion involves conventional troops) and the remainder be launched in the direction of the attacking nation(s)." Finn would paused seeing that the Hutorian were taken aback by the doctrine's provisions, which ordered for the virtual suicide of the state in the even that an enemy invasion had overwhelmed the kingdom's defencive posture.

"It is natural for you all to be shocked at this option. It an option which no head of government nor leader would like to choose for his/her nation, but it is one which would ensure both vengeance and pride to this nation in its final hours. It is a doctrine which scares our military and political leaders, but it is one which ensures our pride, for we do not wish to surrender to an overwhelming enemy invasion. This is not an option." He continued, looking towards the dumbfounded Hutorians. "This nation is in need of a retalitation apparatus, for nations already possessing nuclear weapons, it is easy for said nations to advance into Kazulia whilst guarded by their nuclear option." he concluded, as he sat and awaited the response of the Hutorians.

While Steuart and Jackson showed visible signs of horror and surprise, Belmont and Oran's features were far better controlled. The first to speak to break the ice was the General Commanding 13th Wing. "Fascinating... a combination between the Trigunian and Hutorian nuclear doctrine." Quizzical looks like Steuart forced the General to respond.

"The Empire of Trigunia had a similar policy during the Cold War that in the case of imminent defeat it would launch every nuclear arsenal at the offending nation as do we; any Sentinel class Submarine are under orders to destroy the capital city of am offending nation should nuclear weapons ever be used against Hutori... The detonation of remaining nuclear weapons however was something invented after their humiliating initial defeats during the Great War and to avoid a similar situation when we stole a full fifth of the entire Trigunian nuclear inventory."

Nodding the Prime Minister's Chief of Staff looked back to the Statminister. "You said obtaining such a device is your nation's primary goal... I can only assume that's where we come in."

Klaus decided to take the stand, his eyes immediately falling on both Director Oran and Chief of Staff Steuart. "It is our belief that programmes such as these should never be disclosed to the general public. We see internationally that various nations such as Vanuku, Zardugal and Beiteynu has made it known to the general public that they are constructing weapons of mass destruction as a means of accentuate their "power" and to send a message to opponents." He gave off a slight chuckle at this fact. "Our policies with respect to nuclear ambiguity are different, where as your government has spoken publicly about possessing nuclear weapons, our government (might they be communist or fascist) will not confirm nor deny whether this nation possess nuclear weapons. This is our quasi-deterrence." He paused to face Director Oran. "We are both men within the intelligence community, and we both known that nuclear ambiguity is our best option in maintaining the professionalism and quality of the development of these weapons. I have confirmation from the Director of the Foreign Intelligence Service (who could not be here today) that he intends to use all resources necessary to ensure that this programme remains a secret from external eyes and ears. It is imperative that it is kept a complete secret." Klaus insisted.

"Mr. Oran and Ms. Steuart, i would like to speak with respect to a matter, but that should be done once these proceedings have completed." Klaus concluded. Thereafter Folden leaned in to address, "Our nations have been allies for a very long time. As it has been stated internationally, Hutori is our closest ally in the northern hemisphere, and more-so in the world. I do not wish that this proposal were to end up like the XF-43 Programme spat which occurred some years ago. We are aware that cooperation is better than advancing a cause on one's own, as the Statsminister would have said, anything you need within our reach we will deliver." he concluded leaning back into the chair, an emotionless face aimed at the Hutorians on the other side.
