Amphibious infantry formations from Hutori, Dorvik, Luthori, Lourenne, Keymon, Valruzia, Kazulia, New Endralon and Hawu Mumenhes are honing their amphibious warfare tactics in Keymon and on the Valruzian coast. The sub-exercise coined, Exercise Caiman is apart of the much larger Exercise Leviathan Wedge, which consists of units and equipment from 24-nations (NOCTO member states and partners). According to Lt. General Alan Terry (RHMC), Multinational Forces Commander, the exercise is aimed at preparing NOCTO nations and partners to respond to incidents within the coastal regions where the presence of conventional territorial formations would be otherwise non-existent. With NOCTO to participate in peacekeeping operations soon, Lt. General Terry insists that the exercise would allow for the alliance, specifically the Rapid Reaction Corps to improve its capabilities seeing that the bulk of its forces consists of marines from Hutori, Dorvik, Luthori and Kazulia. "It is important to recognise the fact that amidst the alliance's extraordinary development as it pertains to doctrinal warfare, there is no such thing as perfection thus there is always room for improvement, and that is something we intend on sticking to." Lt. General Terry told reporters, noting the alliance's intention to enhance its rapid reaction force.

Exercises such as Leviathan Wedge and Caiman allow for nations to prepare for and participate in large scale amphibious operations. Amphibious troops stand at the helm of the rapid reaction capabilities of various nations including Hutori, pre-communist Zardugal and pre-federalist Trigunia. The Hutorian Armed Forces fields an extremely capable amphibious force, having participated in all major operations undertaken by the Hutorian Armed Forces and the wider Northern Council Treaty Organisation. With the inclusion of advanced technological systems aimed at aiding the drive of these "shock" formations, Commander of the Kazulian Amphibious Corps, Major General Rolf Kroon-Ekbom, stressed on the importance of military competence stating that competence should be found in all level of the military from the high-echelons of command to the lowest fire-team formations. Formations from the 6th Marine Regiment of the Hutorian Armed Forces will led a multinational task force which will conduct amphibious and landing force training around Keymon.
Training missions include amphibious assaults and combined operations manoeuvres. This type of training at Exercise Leviathan Wedge will integrate joint and combined capabilities to conduct amphibious, offensive, defensive, and stability operations.


According to statement from the Joint Headquarters similar to Exercise Crimson Moon, Exercise Caiman would see Dorvish and Kazulian Marine Commandos go up against a Hutorian-led multinational task force. Leviathan Wedge in its entirety stresses on the sentiment of interoperability and practical bilateral cooperation. The Alliance has maintained the perception that through interoperability, cooperation and extreme skill, the Northern Council Treaty Organisation remains prepared to respond to any and all threats laid against the alliance and its member states. According to the Joint Headquarters, Exercise Caiman demonstrates the cooperation between the NC nations and its partners.

Engineers and Developers from Hutorian and Kazulian defence industries have begun work on what would eventually be an anti-ballistic missile system tailored specifically for the needs of the Northern Council Treaty Organisation. Prior to now, Hutorian and Kazulian Commanders met in Bekenial to discuss the future development of a missile defence network for the Northern Hemisphere. Various Kazulian and Hutorian companies including Viserby Systems and Carmicheal Industries have begun work to evaluate technologies needed to enable the Northern Council to yield a missile defence system capable of responding to multiple missile launches. In interviews, defence and industry sources assess the spectre of massive salvo strikes, sub-munition warheads and multiple reentry vehicles, or MRV, as the next major technological challenges that Israel’s integrated, multitiered national defence network may have to contend with a decade down the road. Viserby Systems was the principle company responsible for the development of the Skjǫldr-1,2 and 3 and its inclusion in the development of joint anti-ballistic missile system could mean that the company's expertise in radar systems development. The GIRAFFE radar system (which is attached to the Skjǫldr-3) could detect and intercept most modern stealth aircraft including the Z-35, the S-10 and the X-43 from long distances.

Transport helicopters and transport trucks of NC troops were airlifted to Statrica, New Alduria, Ntoto, Utembo and Xsampa as apart of the Northern Council Treaty Organisation's initiative to enforce the peace agreement between the NC and the DU. According to statements from the Joint Headquarters, the 150,000 contingent underneath the banner of Operation Resolute Peace would establish a base of operations in New Alduria's Wardell Moran International Airport, with the general operation being decentralised into separate micro-operations such as Operation Alpha (New Alduria), Operation Bravo (Statrica), Operation Charlie (Ntoto), Operation Delta (Utembo) and Operations Echo (Xsampa). Sappers of the NOCTO Military Engineer Academy de-mined various staging points for NC forces throughout the Resolute Peace Area of Operation (AO). Operation Resolute Peace or "SFOR - Stability Force" aims to enforce the provisions of the peace agreement signed between the Northern Council Treaty Organisation (NOCTO) and the Dovani Union (DU) at the end of the Great Dovanian War. Under the agreement, the Northern Council would ensure security and domestic stability to the nations affected by the conflict and those in the process of rebuilding either through their own means or the Bortnem-Pomerleau Initiative.

Commander of Operation Resolute Peace, Lt. General Jean-Baptiste Sabatier (LLC), stated that various NC nations including Keymon, Lourenne, Hutori, Dorvik, Kazulia, New Endralon and Luthori will be dispatched to various nations. He stated that Operation Alpha would be spearheaded by Hutorian peacekeepers, Operation Bravo would be jointly spearheaded by Lourennais and Keymonite peacekeepers, Operation Charlie to joint Luthorian and Esinsundu peacekeepers, Operation Delta to joint Dorvish and New Endralonian peacekeepers and Operation Echo to Kazulian peacekeepers.

We believe that the resurgence of certain factions during a period of reconstruction and development is a threat to the peace agreement.


It is unknown as to how long the operation would last however some speculate once the Joint Headquarters comes to conclusion that NOCTO peacekeepers are no longer needed to ensure the security of the aforementioned nations, the operation is to come to an immediate end.

The Northern Council Treaty Organisation has commenced its famed Arctic Lion exercise in Hutori amid major reorganisations within the alliance itself. Coined, Arctic Lion '66, the week long exercise will involve around 20,000 troops, more than 100 aircraft, and around 400 armoured vehicles from the various nations of the Northern Council alliance. Similar to previous exercise under the same name, the exercise will be aimed towards consolidate its interoperability in cold weather climates. Nations such as Baltusia, Kazulia, Keymon, Lourenne, Dorvik, Hutori, New Endralon, Kanjor, Likatona, Dolgava, Hulstria, Dankuk, Luthori and Rutania are expected to participate in the exercise. According to statements from the Joint Headquarters, the alliance will be faced against a powerful adversary in the form of the Hutorian and Dorvish armies (Redfor) and the Kazulian-led response force other the other NC nations (Blufor). Previous champions of the exercise Kazulia will be returning to uphold their title as champion of the exercise however their Lourennais and Dankukin counterparts have shown extreme eagerness in taking the throne from Kazulia. The exercise's paramount purpose, according to the Northern Council serves as a test of cooperation between troops and commanders from the various participating nations in responding to effectively on cold-weather environments and also to test their reaction in responding to various scenarios pertaining to the various regions each nation hails from orderings to shape other members into being able to adapt and operate effectively when the time comes for their intervention/involvement into various international concerns.

He cited that a nation as small as Keymon yielded better results as it pertained to the treatment of their nation's defencive capabilities than Baltusia. Arctic Lion '66 could allow for the Baltusians to become acquainted with the alliance's purpose, objectives and daily operations. Duke William Handson gives speech about National Determination, Future of Luthori
Duke William Handson, the leader of the new Hosian Imperial Union and Governor-General of Luthori that only months before replaced the Hosian Fascist Union, had recorded a broadcast for the Northern Council outside of his luxurious estate in Fort William. Outside of the estate, millions gathered to watch the great Duke on his balcony accompanied by members of his family. The Luthori anthem roared loudly, with 10,000 soldiers from the army marching down the roads to be met with a salute from the great Duke. From the eyes of a spectator, one might assume it was a festive, however for the informed viewer one understood that what would be next would shock the world, and that much of this was not at all for the crowd at home.

The Duke, cleared his throat, and spoke calmly in front of the broadcasters and the crowd:

All nations of Terra, have a right to determination. A right to set policy, A right to culture, peace, love, and family. How can Luthori have a right to self-determination if it is binded by a Personal Union to a monarch that bears two identities? Today, The Hosian Imperial Union has created a call for an independent monarch - a monarch that is our Head of State, not a Governor-General, and a monarch that speaks and only addresses us, the Luthori people. I call upon the nations of the world, including the nations of the Northern Council, to support our right to self-determination, and now extend our support to Baldwin I of House Hohenfels-Casimir to be our Emperor!


Millions in the crowd cheered, with a second force of 10,000 soldiers arriving next to the present forces, stopping, and saluting the Governor-General. The citizens of Luthori in the crowd were optimistic, after years of silence from the Emperor on most occasions. The neglected population now feel rejuvenated

Northern Council begins anti-submarine exercise in Mad Dog Ocean

The Northern Council Treaty Organisation (NOCTO) has launched the first major submarine warfare exercise in the Mad Dog Ocean near Keymon, inviting non-member nations such as Hawu Mumenhes amid the alliance's reoriented aim towards strengthening its outward capabilities. Around 40 submarines, 10 surface vessels and from 9 nations within the Northern Council are participating Exercise Stingray. Exercise Stingray's purpose, according to the Joint Headquarters, is to simulate protecting the vital shipping lanes through the Mad Dog Ocean into the Northern Hemisphere with rugged but shallow underwater canyons and rapid currents. Anti-submarine warfare (ASW) training has not had its own series of exercises until now. Submarines from Baltusia, Dankuk, Dorvik, Hulstria, Hutori, Kazulia, Lourenne and Luthori underneath the direct command of the Joint Operations Centre. Keymon, the host nation, alongside commanding units from Kazulia, Lourenne and Hutori will coordinate the exercise from the Turtle Bay Naval Facility and maritime patrol aircraft underneath the Maritime Security Assistance Force (M-SAF).

Surface vessels, mainly destroyers and frigates, will simulate anti-submarine warfare tactics against the complement of submarines to simulate a realistic combat scenario. According to the Joint Headquarters, the submarines are expected to rotate hunting and being hunted for the next 2 week to simulate sustained operations. Chief of Staff of the Joint Headquarters, Admiral Sivert Christoffersen stated that simulating high intensify sustained operations was needed to ensure that the exercise feels less like an organised exercise and more like an actual combat situation. Admiral Christoffersen stated that his aim was to increase the outgoing capabilities of the various members of the alliance. Seeing that he could not ask the member states to acquire specific equipment, he wanted to focus on a speciality yielded by the Kazulians; working with what they have and working with the highest degree of efficiency and effectiveness.
Admiral Sivert Christoffersen, Chief of Staff of the Joint Headquarters wrote:This exercise ensures that all nations who participate are prepared for the eventuality of having to respond to an incident/situation in the Mad Dog Ocean or in the case of the Mad Dog Ocean nations, defend the vital naval routes from outside incursion.

The exercise is to be commanded by the Hutorian Navy through Admiral Mallory Bourdette (RHN) with assistance from Vice-Admiral Jean-Marc Crozier (LNC). It is being stressed that commanders from nations with varying languages must cooperate as a means of increasing the alliance's interoperability in all echelons of command and control. To support the simulated multi-threat environment, 10 Maritime Patrol Aircraft and 8 Helicopters from Kazulia and Dorvik will operate from the Turtle Bay Naval Facility under the control of personnel from Maritime Air Command (MACOM).

Asvald Gruppen, Viserby Systems and the Horizon Technology Corporation will begin construction of the MIM-33 "Lockjaw" missile defence system, following up with the system's development. Construction will take place in Viserby System's Astrotech Facility in Hulstria, whereby integration, assembling and testing could potentially take place as the system moves closer towards completion. Under the banner of Project Whiskey, the Lockjaw design was crafted through joint cooperation by Asvald Gruppen, Viserby Systems and the Horizon Technology Corporation, with the principle intentions of working towards establishing a permanent defence against short-to-long range ballistic missiles which remain a threat to the Northern Hemisphere. Lockjaw comprises a command and control module, missiles, launchers and radar. The missiles employed by the system, known as the Kiskadee, is to be hit-to-kill, meaning the missile must hit the target in-order to ensure its destruction. The missile is apparently being built by the Horizon Technology Corporation. The Kiskadee will supposedly possess new technologies being rolled out by Viserby Systems.

Construction of the system base is expected to begin next year with cooperation from other partner companies. According to statements from officials at both the Horizon Technology Company and Viserby Systems, the first Kiskadee missile manufactured in Hulstria will be a test missile used for demonstrations and stress testing. The Horizon Technology Company and Viserby Systems had been roped into the programme mainly due to HTC's expertise in missile development and Viserby's expertise in radar technology. The Horizon Technology Company was instrumental in the systems required for many of Hutori's missiles, whilst Viserby Systems is responsible for the development of the Skjoldr family of missile systems and stealth technology in Kazulia. The Lockjaw will undergo an intense testing phase after construction of the first unit is complete in 4475. When the Lockjaw is complete it will be positioned in strategic positions across the Northern Hemisphere, with the intention of working towards a secure Northern Hemisphere against short, medium, intermediate and intercontinental ballistic missiles.
