The Northern Council Treaty Organisation has launched its inaugural exercise featuring an international coalition training against a "Crimson Moon". The exercise coined Exercise Crimson Moon includes units from Kazulia, Lourenne, Luthori, Dorvik, Hutori, Telamon, Hulstria, Kundrati, Likatonia, Keymon, Rutania, New Endralon, Dolgava and Egelion and contingents from Non-NC partners such as Deltaria, Kalopia, Mordusia and Alduria. Participating units launched from IAF Everton in Luthori, and trained over the airspace accorded by Luthori, Rutania, Dorvik and Kundrati. According to Combined Air Forces Artania, roughly 120 aircraft were involved including Kazulian HF-16's, AV-13's, Z-3 Centurions and AV-177s, Luthorian and Dorvish Unionfighters, Egelian Brennus Jump Jets, Hutorian HF-35's, HB-22 Emancipators and other aircraft from other participating nations. The wide variety of aircraft, according to General Lennard von Achenbach, Commander of Combined Air Forces Artania, aims at simulating a coalition force, similar to that of the Northern Council in a scenario that it was thrust into combat. Redfor units consisted mainly of Hutorian, Dorvish and Kazulian aircraft, with the two nations fielding the most modern and combat effective aerospace forces in the alliance.

General Achenbach stated that participation from nations such as Deltaria, Kalopia, Mordusia and Alduria came as it was the intention of the Joint Headquarters to not have the exercise closed to external partners. It had been encouraged for other nations outside of the Northern Council to participate in the exercise as it offered an extreme training environment for pilots of any air force. "Red Force" units mirrored that of an advanced and integrated air force, fielding extremely advanced air and surface threats, thus creating an extremely hard adversary for "Blue Force" units to hopefully "destroy". According to Major Vic Harris, a Hutorian AEW controller on-board a Kazulian AEW aircraft, stated that the Hutorian, Dorvish and Kazulian Red Force had created a surprise challenge for Blue Force. According to Major Harris, instead of Blue Force attacking Red Force's airbases, Red Force will attack Blue Force's base to test the readiness of the participants for such a scenario. Mission sets flown by Blue Force include Close Air Support (CAS), Air to Ground (A2G), Air to Air (A2A), Suppression of Enemy Air Defence (SEAD), Dynamic Targeting, Personnel recovery and more.

According to commentary gathered from the Department of Defence, participation had not only been extended to the direct allies of the Northern Council, but nations whom remain within friendly relations with the organisation. Nations such as Istalia, Hawu Mumenhes and Vanuku are expected to participate in the exercise in a capacity alongside Blue Force formations. Some of the aircraft expected from these nations include the S-10 Tanhri, the X-43 and potentially a Hawu Mumenhes variant of the Z-35. General von Achenbach stated that he was excited for the inclusion of the air-forces of Istalia, Hawu Mumenhes and Vanuku as he is eager to see how the Hutorian, Dorvish and Kazulian Air Forces go against the two great powers of the South and the ever-so growing Esinsundu Empire. Von Achenbach stated that the best air-forces of the Northern Council; Hutori, Kazulia and Dorvik have a lot of competition as the various participants are eager to be crowned the winner of the first-ever, Exercise Crimson Moon.

Command and Control functions were given jointly to Luthorian and New Endralonian personnel. On the side of Blue Force, the Kazulian, Dorvish and Hutorian Air Force were represented by Eastfield Sea Trotter and AV-50 "Himmel" for search and rescue operations and HB-22 Emancipators for bombings respectively. General von Achenbach stated that the exercise was the perfect opportunity for young pilots to garner experience from other nations within and outside of the Northern Council alliance.

- Deputy Secretary General announces possible joint-intervention in Jelbania with Majatran Council

With conflict in Jelbania becoming more and more large, Deputy Secretary General Jean Charles LaGarde explained that Northern Council Intervention in the situation in Jelbania is possible. Intervention in the conflict would mostly be in cooperation with the Majatran Alliance, who will hold an alliance summit. The conflict in Jelbania has quickly become expanded and now multiple nations have become involved.

Deputy Secretary General Jean Charles LaGarde explained that Northern Council members would be
called in to fight if in case it is decided that the Northern Council will intervene. The Northern Council's priority is to maintain peace. If the situation in Jelbania reaches unprecedented levels of danger and high conflict, it will increase the already high likelihood of Northern Council Intervention.


If the Northern Council intervenes, never countries will quickly gather troops in one of the member countries and will deploy troops to Jelbania. It is unknown how long the conflict will last or if the conflict will be quickly restrained. An announcement from Secretary General Kurt Eskildsen will soon be released.

Secretary-General of the Northern Council, Kurt Eskildsen will meet with officials from the Majatran Alliance amid significant developments in the situation developing in Jelbania that has pitted Vanuku and Deltaria against each other. Secretary-General Eskildsen arrived in Romula to speak at the Romula conference for the Majatran Alliance, which had been launched on the accord of the Istalian government. Eskildsen's presence in the conference comes amid NOCTO headquarters in Bekenial urged for a peaceful resolution of the situation which would be aimed at championing peace and security within the sensitive region. Although Kazulia maintains a mutual defence agreement with the Deltarian Government, Statsminister Harald Christiansen has come out stating that dialogue between Deltaria and Vanuku was extremely important as peace within the region had to be restored. Eskildsen championed the sentiment that the situation developing was not simply a Majatran issue which had to be dealt with by Majatran nations, this statement comes as it is a custom move for parties within the region to champion the "Majatra Alone" sentiment. He stressed that the effects of the situation is causing ripples throughout the international community and thus needed that necessary inclusion.

Recently, within the chambers of the Security Council saw the Vanukean Government veto two resolutions which were aimed at forming the foundation for a peace process. Posterior to expressing its disappointment in the opaque reasoning of the Vanukean government for vetoing the resolutions, Kazulian Ambassador to the World Congress Marie-Sofie Nordlund expressed the sentiment that the nation was committed to a peace process. The aforementioned resolutions 61 and 62 aimed at establishing a World Congress monitored no-fly zone over Jelbanian aerospace and the introduction of an arms embargo on the Northern Khaganate and the Katonid Khanate. The explanation garnered from the Vanukean delegation had been that the Vanukean government had been concerned that the Northern Khaganate's sovereignty would be threatened if both measures were to be implemented, as it was the view of the government in Wiel that the Katonid Khanate would take advantage of the situation. In a post-WCSC briefing, Ambassador Marie-Sofie Nordlund stated that the very sentiment of combat aircraft operating within Jelbanian airspace, the very sentiment of the Deltarian Government and the Vanukean Government arming and training the Katonid Khanate and the Northern Khaganate respectively dramatically increases the possibility of military miscalculations, which Nordlund stated would be detrimental to stability within the region.
It is obvious that the Northern Council condemns hostilities on both sides and if international diplomatic and political pressure can facilitate a peaceful solution to the problems in Jelbania, the Northern Council will wholly support the move. We do intend on working with the Majatran Alliance as it is clear that is a "Majatran Issue" however, that does not mean that it is not an international issue. We are prepared to work with all entities, the Majatran Alliance and the World Congress.


Eskildsen refused to comment on the decisions-made by the Vanukean and Deltarian governments, however Kazulian Permanent Representative to the Northern Council, Bengt Prestegard stated that Skalm voiced great disappointment in the Vanukean and Deltarian government's decision, with Skalm pressing the sentiment that the chances of military miscalculations is heightened through the direct involvement of Vanuku and Deltaria. As Secretary-General Eskildsen is in Romula for the Romula conference, it has been reported that the KNS-Oliver Fiske signals intelligence vessels had been deployed to the Majatran Sea as a means on monitoring the situation and also one of the two GAMS (Global Aerospace Monitoring System) satellites, GAMS-2 was currently being positioned over the Majatran Sea to monitor aerospace in the majatran region and to gather intelligence on troop movements from the involved parties.

The Northern Council has released satellite images of the Vanukean and Deltarian military buildup on the border of the Northern Khaganate and the Khatonid Khanate as the respective nations position main battle tanks, helicopters, infantry and special forces which are within a 12 hour striking distance of the respective territorial keeps. The images confirm the sentiment by the Northern Council that the presence of the Vanukean military and the Deltarian military is flaming the situation and that their reckless behaviours is not resolving the issue but is forcing it into an uncontrollable downward spiral. The images show Cheetah MK IV main battle tanks of the Vanukean Armed Forces in Gezg​ék​stan apparently awaiting orders in woodland regions and other regions within striking distance to the front and other images show a Deltarian-made outpost in Köşpend​ék​stan within a similar strike distance to the front-line. Images provided to the World Congress by the Northern Council showed around more than 50 staging areas by the Vanukean and Deltarian Armed Forces. The Lister NBG-596 satellite which had been positioned over Majatra alongside the GAMS-2 satellite since tensions in Jelbania flared, had provided the Northern Council with images on Vanukean and Deltarian positions throughout Jelbania as the alliance intends on keeping the World Congress informed on the movement of troops and equipment in-order to highlight the reckless actions of both sides of the situation.
Émilien Gauthier, Head of the Northern Council Crisis Management Operations Centre wrote:The images show that both sides possess capable forces with heightened degrees of readiness. They have the abilities to move quickly into the respective hot-zones and the equipment and numbers fielded by the respective forces showed that if ordered these forces could cause extreme damage.


Gauthier stated that the Lister NBG-596 satellite had disclosed that around 30,000 troops aligned with the Northern Khaganate were massing on the border with the Khatonid Khanate, and 20,000 troops aligned with the Khatonid Khanate were massing on the border with the Northern Khaganate. Vanukean and Deltarian forces remained at a heightened state of readiness. With the respective troops being positioned in extremely different places, Gauthier estimated that forces were within a two hours drive to the respective borders. According to the NC, signals intelligence sweeps from the KNS-Oliver Fiske revealed that the Northern Khaganate and the Khatonid Khanate were preparing for an unknown event. Gauthier speculated that said unknown event could be the spark-point needed for open, armed conflict between the respective sides to kick off. Chief of Staff of the Northern Council Joint Headquarters, Lt. General Heiner von Schillinger warned that the GAMS-2 satellite had been tracking aircraft movement throughout Jelbanian aerospace and had revealed that the "patrols" being carried out by the Deltarian and Vanukean intervention forces were increasing in frequency. He warned that with the increased number of troops and hardware moving into the respective regions, the chances of a military miscalculation on the part of the Deltarian and Vanukean intervention forces was coming more likely.

Vanukean officials have accused Kazulia and the Northern Council of fuelling tension in the region, citing that the mounting instability in the region was in part due to the presence of the Northern Council, with the Vanukean Ambassador calling on the Northern Council to remove itself from the situation under the banner of "Majatra for Majatrans". Senior Northern Council officials have warned that the buildup had psychological and destabilising implications. Lt. General Schillinger stated that the situation would not have intensified if two divisions of 18,000 troops and associated equipment and combat aircraft belonging to the Vanukean Armed Forces, and two divisions of 20,0000 troops and associated equipment were not just across the border ready to trust into the respective regions of the Northern Khaganate and the Khatonid Khanate. Secretary-General of the Northern Council, Kurt Eskildsen is expected to speak at the Romula Conference. At the same time, the alliance has been coordinating with the World Congress on positioning technical and intelligence assets to continue monitoring the situation and provide analytical data to the World Congress Security Council and the wider General Assembly.

The Northern Council has launched the Maritime Security Assistance Force (MARSAF) to coordinate and manage maritime activity in the Northern Hemisphere, a step towards formalising NOCTO's role within the Northern Hemisphere. Commanders from Kazulia, Hutori, Dorvik, New Endralon and Luthori met in Fort William to discuss the formation of a maritime task force which will serve as the Northern Alliance's means of monitoring, coordinating and managing maritime activity in the Northern Hemisphere. According to Commander of Combined Forces Artania, Lt. General Bertolt Von Búhlingen (DA), the decision to create MARSAF had come after the Commanders highlighted the issue of the Northern Council's monitoring of maritime traffic throughout the Northern Hemisphere. The notion had been pressed that a significant emphasis had been placed on monitoring aerospace traffic however little to no attention had been placed on the maritime side. "The objective is to be able to enhance security in the Northern Hemisphere through coordination and management of the security efforts being made to ensure that maritime activities in the Northern Hemisphere move smoothly without interruption from external or internal forces.

For months, Kazulia has been pushing for a formal Northern Council Treaty Organisation organ solely aimed at enhancing the alliance's efforts for maritime security in the Northern Hemisphere. Whilst the very issue was supposed to be discussed at the 2nd meeting of the Defence Council it was cut short due to outlandish implications. In the meeting, Commanders from Kazulia, Hutori, Dorvik, New Endralon, Luthori and Lourenne had indicated their interest in contributing to the maritime force, with Kazulia and Hutori vowing to do the heavy lifting through the use of their advanced navies and technological capabilities. Years prior the Northern Council had launched a major modernisation and expansion of its surveillance systems with radar stations being placed in almost each NOCTO nation. According to an analyst from the Unified Services Institute of Luthori, the Northern Council was actively making move to transform the Northern Hemisphere into the most secure portion of the World, thus prompting increased stability in the Hemisphere in contrast to the increasingly unstable Majatran region.

Maritime surveillance aircraft from various NOCTO nations are expected to be involved in patrols throughout the Hemisphere. According to Admiral Jesper Daviau (RHN), Commander of the Maritime Security Assistance Force stated that activities of MARSAF could range from Document inspection and search from direct action against a combatant maritime force. With Valruzia set to join the alliance it is expected that they will join the maritime force in a limited or expanded capacity.

Telamon Update to NoCTO

I thank you for allowing me the opportunity to address this body on the latest military developments in Telamon. As we will all agree Telamon has to date been a minor member of NoCTO. Although we have committed to support the development of NoCTO Air and Missile Defence in hosting bases in Telamon, we have rarely contributed to other activity.

Now gentlemen, we in Telamon recognise that this should no longer be the case. We have initiated a series of reforms designed to improve funding for the Telamese Armed Forces, steering us in the direction of favouring quality over quantity by committing our armed forces to better training and upgrading equipment.

Future Telamese Intent

It is our intent to better support NoCTO through better integration into training programmes, adhering to common doctrine and through engagement with the NoCTO exercise cycle. From this point onwards if there are not Telamese units active in multinational exercises in your nations I want to know why because I have failed in my capacity as defence minister.

Telamon is about to invest in re-equipping our fleet. Telamon is a leading ship builder for civilian shipping, I have demanded that our defence industries provide us with warships ready to serve in the 45th century.

Perhaps most importantly I want Telamese manpower to be available to the NoCTO Rapid Reaction Forces. We have earmarked a brigade formation for exactly this role, to be on short notice standby to support NoCTU operations. If requested we will deploy them to Bianjie in support of NoCTO.

Telamon Strategic Advantages

Telamon is uniquely placed straddling the Mad Dog Ocean. We have a number of major surface and sub-surface warships that patrol this Ocean. We have Maritime Patrol Aircraft based on the island of xxx and on the mainland. Both of these assets can support the Maritime Security Assistance Force while supporting defence of the Telamese homeland and territorial waters. From now on let Telamon take on the burden of providing security in this vital region.

Requirements

To achieve all of this we need the assistance of the other nations. Engage with us. Invite our soldiers, sailors and airman to participate in training at your defence academies. Ensure that Telamon is included in major exercises. Military aid is a must, Telamon can provide manpower and strategic naval and air assets, but we need help. We have no strategic air lift capability to move soldiers to other continents. We need to upgrade our front line air squadrons that are not ready for the 45th century challenges that might emerge. We are willing to engage in joint efforts to build equipment and the government will increasingly make resources available to match our aim to better support NoCTO.

Conflict in Utembo

Esteemed colleagues, having seen reporting of the invasion of Utembo by aggressor states, Telamon will stand by Kazulia and in line with our military commitment to the North Council Treaty Organisation is preparing the Rapid Reaction Brigade and Special Forces elements to deploy in support, should NoCTO or Kazulia request this support.


Discussion on the Situation in Vanakalam

Esteemed colleagues, I wish to bring to your attention the current situation in Vanakalam. It is possible that NoCTO should look to consider what is possible in supporting a ceasefire and potentially providing peacekeeping forces to. Should NoCTO be concerned, do we have a dog in this fight, or is this outside our area of interest?

NOCTO Performs “Ready Winter” Exercise

Today the Northern Council Treaty Organization took part in exercise “Ready Winter”. The exercise was intended to prepare Northern Council members for the possibility of global escalation and nuclear attack. The exercise itself was led by Hutori as the Northern Council’s only officially recognized nuclear capable nation.

Military units across Northern Council nations mobilized for the exercise, which culminated in a simulated nuclear attack. This exercise was one of the largest and most intricate exercises undertaken by the NOCTO. Though most of the exercise and response is highly classified NCOTO Chief of Staff Said:

General Anthony Bishop wrote:The operation went incredibly smoothly, our troops performed admirably, and I am confident that our forces would respond well in such circumstance. Our men and women were able to minimized simulated casualties and maintain an operational counter-strike force.

Secretary-General of the Northern Council, Kurt Eskildsen called an emergency meeting in Northern Council Headquarters in Bekenial to discuss the situation developing in Dovani amid Xsampa and Hanzen's capitulation of Utembo. Statements from the Secretariat said that the Heads of Government of the various Northern Council nations will meet in Bekenial, Hutori to hold talks on the alliance's response to the situation developing in Dovani which has been a united Xsampa and Hanzen, backed up by a rogue Medina carve up territory in southern Dovani under the banner of "purging secularism". After being fairly inactive for around 4 years, the Kazulian Government has returned to the international stage and has vowed to usher peace and prosperity in the region of Dovani amid tensions and instability. With New Endralon returning to the international stage and immediately announcing its concern for the situation in diplomatic talks with the Lourennais government, the Secretariat has stated that the alliance should converge in Bekenial and discuss a united approach to the situation.

The Terran Global News Wire which monitors and reports news from the "third world" has reported that Utembo, a known ally of Kazulia had surrendered having fought a gruesome conflict with a united Xsampa-Hanzen-Medina alliance. According to state media in Xsampa, " A conference was reportedly held yesterday surrounding the division of lands and punishment of Utembo officials". Officials from NOCTO headquarters in Bekenial condemned the sentiment stating that prisoners of war had to be treated in accordance with international standards. Rumours had apparently risen that the Prime Minister Baphimooh of Xsampa had been contemplating on the sentiment of brutally murdering the captured Utemban officials and the transfer of former Utemban soldiers to Labour camps.

According to statements from the Kazulian Department of Defence, the Kazulian contingent which had been positioned in Utembo had been captured in a similar manner and are supposedly in the custody of the Xsampan military. Kazulian representative to the Northern Council, Rear Admiral Svenn Berthelsen (RKN) stated that the Kazulian government maintains its sentiment that negotiations with oppressive regimes will not be attempted and that Xsampa's decision to engage the contingent will be viewed as an act of war by the government in Skalm. Rear Admiral Berthelsen stated that regardless of the decision of the Northern Council, whether to intervene or not, Kazulia will intervene with or without the alliance as retribution for Xsampa-Hanzen and Medina's crusade throughout Dovani. Secretary-General Eskildsen stated that the situation developing in Dovani needed the attention of other nations. He stressed the sentiment of peace and stability to reign over the situation and called for all members of the Northern Council to take the sentiment of peace and stability into consideration when the alliance meets in Bekenial.

Official Communique from the Government of the Republic of Telamon regarding the situation in Dovani

The Defence Ministry and Telamese Armed Forces have officially announced that Telamese units are ready to deploy at short notice in support of NoCTO operations in Dovani. The Rapid Reaction Brigade (4,500 personnel) would form the immediate spearhead unit. A Squadron of Telamese Special Forces (~100 personnel) is also on standby ready to deploy should NoCTO initiate the request. Telamon is ready, with the caveat that any long distance move would require strategic air or sea lift from an allied nation.
