Posterior the Northern Council's "consumption" of the Keris Defence Alliance which saw nations such as New Endralon and Egelion join the ranks of the Northern Council, the Grand Princedom of Trigunia remained excluded from the alliance for it was the perception of Northern Council decision-makers in Bekenial that the Trigunian bear would have refused to reconcile with ancient enemies, the Stag and the Elg. However, as international peak, the bear inches ever closely to reconciliation and now champions its inclusion in the Northern Council.

We welcome the nations which will be in participation of this pre-membership negotiation process. We hope that Trigunia's wishes and the wishes of the Northern Council as a whole come into fruition.

Foreign Minister Anatoly Ignatov, Transitional Republic of Trigunia.

Let us begin these negotiations in good spirits. The previous governments of our nation have been hostile to foreign governments, and repeatedly barred Trigunia's entrance onto the international stage, both in diplomatic friendship and military alliances. We hope to change that. The current government of the Transitional Republic of Trigunia is wholly welcome to renewed interest in international friendships, both diplomatically, economically, and militarily. Both I and the Chairman of the National Transitional Council, Valentin Konstantinov, have vehemently supported the abandonment of mistrust and hatred for Kazulia and its allies in the Northern Council. We are socialists, and that means we are internationalists, fully believing that the success of a nation is determined by its willingness to form connections with others, regardless of political affiliation. We hold this conference to determine a set location, date and time for the formal discussion of the motherland's membership into the Northern Council. Back at home, the Transitional Parliament has concluded that either the capital of Trigunia or Kazulia will be comfortable for the holding of these talks, although suggestions for more possible locations can be given at the Northern Council's discretion. But the deciding factor for success of these negotiations is for Kazulia and the Northern Council to show us the same respect that we have so graciously given them. You have every right to be suspicious of our request to join your alliance, but if we are fully erode these age old rivalries, the first step, as I have said before, is mutual respect for one another. Upon the close of the membership negotiations, the Transitional Parliament will hold a formal vote ratifying Trigunia's entrance into the Northern Council, provided that these talks have resulted in success.

We agree that it would be beneficial to the proceeding of this negotiation process if it starts off with the understanding of mutualism. We await the address from the Hutorian Representative.
