Rklemjistad Summit

The Rklemjistad Summit was called by Vanuku in cooperation with Deltaria and the Jelbanian leaders after the fall from grace of the previous Prefect Duke Zhtál. The new Prefect has reiterated that the goal of peace between Deltaria and Vanuku is not the primary concern of the Summit but instead wishes to focus on a Jelbanian Solution, one of rebuilding, reparations and guaranteed harmony.

Currently invited to the Summit are:
- The government of Vanuku (negotiation role)
- The government of Deltaria (negotiation role)
- The government of Istalia (observer role)
- The government of the Northern Khaganate (negotiation role)
- The government of the Katonid Khanate (negotiation role)
- The government of the Free Republic (negotiation role)
- The leaders of the fractured Tribal Areas (negotiation and observer roles)

Colleagues,

Before formally starting down this road towards a solution and while we wait for any other delegates to arrive, may I say that I am delighted to see that the Northern Council has now agreed to withdraw all its nuclear forces from the Majatran Sea back to their bases and remove its nuclear-capable bombers from its airbase in Kalopia.

Whilst a large conventional NC naval task force remains, these forces will also withdraw as soon as our Fourth Fleet retires from its position in the Anantonese Ocean, a situation our Ministry of Defence is progressing.

I believe this is a diplomatic success story for all parties present here as it demonstrates that faced with a threat of such magnitude - and despite obvious differences - we were able to speak in unison and remain resolved to non-interference.

The withdrawal also creates a whole new positive backdrop against which this summit takes place and I believe that if we can carry on in the vein of mutual understanding that has been demonstrated over the last few months, we will make good progress.

Have no doubt, the rest of Terra will be watching and will be quick to say that Majatran nations cannot be relied on to deal with Majatran affairs if these talks collapse. Therefore, it is imperative we use this good news as a springboard to come up with a peaceful and lasting solution.

It seems that with full withdrawal of Northern Council military assets in the Majatran theatre we can now fully focus on the matter at hand.

As Prefect Nasir has said the primary goal of this summit is to focus on a Jelbanian solution - from that everything else will evolve. So, I think it only right and proper that we hear from our hosts first. Does the FRJ delegation have a formal plan for the future of Jelbania they can now share with us?

I would like to begin with a statement of the Grand Principality's basic position.

We went into southern Jelbania after the adventurer Baron Katona went in there in a..um.. private initiative which unfortunately led to the destruction of the tottering Jeztri Khaganate. This placed the Grand Principality at extraordinary security risk We have had 3 wars with Jelbania in the past two centuries and have seen it collapse several times allowing in mercenaries, terrorists and such other pleasant creatures.

It is my hope that this Summit will consider the following positions strongly and ultimately find them favourable.

- we support the creation of a confederal Jelbek state.
- any agreement should be favourable to Deltaria's security concerns such as a right to intervene pre-emptively whenever Deltaria's national security is threatened.
- Deltaria's multi-billion Telar investments should be protected according to the rule of law and rights to property.
- we have already expressed support privately for Queen Mrjmai's proposed projects (which I will not detail at this point, that honour belongs to the Vanukean delegation) we re-affirm such support.

As a token of our seriousness, we are withdrawing a further 5,000 troops bringing down our total to 232,000 (OOC: other withdrawals have been made since the first one)

Greetings Delegates. We have a basic plan in thought for the future of Jelbania. This would include a full reunification of all Jelbanian states into a confederation. We would be willing to have the current territories of the Katonid Khanate and Northern Khaganate used as special economic and political zones for Deltaria and Vanuku respectively. However these areas will be considered the sovereign territory of our Free Republic. We would also be willing to keep these zones demilitarised for a period of 20 years. In exchange, we propose a deadline of 5 years for foreign troops to withdraw from all of our territory and would propose a joint military mission to restore order to the tribal areas and to begin repairing the damage from the recent nuclear attack and volcanic eruption. After we agree to a formal peace treaty, we will also open the doors to other nations who wish to provide humanitarian missions.

My Jelbanian counterpart's proposal is one that is acceptable to Deltaria as it addresses our security concerns adequately.

We too favour the confederal approach with Vanuku being able to retain economic influence over the Northern Khaganate where the bulk of our Jelbanian mining interests lie. And we support the creation of a demilitarised zone with a timetable for foreign troops withdrawal.

We would like to learn more about the joint mission to tame the western tribal areas before agreeing to such a venture. For instance, will there be a focus on governing this area directly from here, or will the Jeztri Blues and other tribal chiefs have some autonomy to govern their affairs as part of rhe confederal state?

We also ask what will become of the name Katonid Khanate - a phrase in our eyes synonymous with oppression and illegal occupation?

As Baron Katona is long gone and the idea is to do away with bad blood and emnity, would it not be wise to consign the name to the history books?

In response to Deltaria's gesture we will also withdraw two more battalions of troops from Jelbanian soil.
