Ladies and Gentlemen I believe it is time to begin this conference. Our nation is tired of war and it’s time Xsampa’s war ends.

Immediately we would like to set out the established terms of surrender of the Xsampan Government.

1. Xsampa and all Xsampa military, naval and air assets and all forces and entities underneath Xsampan control shall cease hostilities in all theatres of conflict against forces of and associated with the Northern Council Treaty Organisation.

2. All forces of Xsampa including the armed forces, police, civil defence and paramilitary organisations aligned directly or indirectly with Xsampa shall be disarmed and shall hand over their weapons to the Northern Council Treaty Organisation.

3. All personnel of the formations and units of the forces mentioned in 1, shall be considered prisoners of war and shall be subject to the conditions prescribed with such a label.

4. The evacuation of the individual mentioned prior from the frontiers of conflict, wherever they may be, shall begin immediately upon agreeing to the conditions.

5. All aircraft, vehicles and vessels belonging to or associated with Xsampa shall remain be returned to the nation and placed into storage facilities designated by the Northern Council Treaty Organisation.

6. Xsampa will, under supervision from the Northern Council Treaty Organisation, release all prisoners of war held within their possession belonging to forces of the Northern Council Treaty Organisation and any other entity, and will produce a list of the locations of these individuals. Pending release, the Xsampan Government and its people will ensure that said individuals and their property are protected, fed, clothed and tended to.

7. All information regarding forces belonging to, associated or assisted by Xsampan forces shall be handed to the Northern Council Treaty Organisation with the location, disposition and numbers of said forces being given over.

8. Complete and detailed information as it pertains to mines, minefields and obstacles to movement by land, sea and air shall be handed over to the Northern Council Treaty Organisation.

9. There shall be no destruction, concealment or scuttling of any military, air and naval assets possessed by Xsampa without due direction from the Northern Council Treaty Organisation.

10. All means of military communication and the information gathered from said communication shall be handed over to the Northern Council Treaty Organisation.

11. All intelligence including maps, documents, records and observations as it pertains to military infrastructure utilised by or associated with Xsampa shall be handed over to the Northern Council Treaty Organisation.

12. The principal leaders of Xsampa and all persons named by the Northern Council Treaty Organisation as being suspected of having committed, ordered or abetted war crimes shall be apprehended and surrendered to the Northern Council Treaty Organisation.

13. All territory, land and space controlled by Xsampa beyond its national borders shall be surrendered and Xsampan forces operating within said regions are to be withdrawn to the national borders of the nation.

14. The Northern Council Treaty Organisation will take measures to ensure the complete disarmament and demilitarisation of Xsampa, as they deem requisite for future peace and security.

15. The Northern Council Treaty Organisation and entities associated with it shall impose political, administrative, economic, financial, military restrictions on Xsampa.

16. Xsampa shall herald a democratic system of governance whereby the incumbent hierarchy shall be collapsed and replaced by a democratically elected hierarchy.

17. Xsampa relinquishes its right to be a member of the Xsampan-Hanzen alliance and shall henceforth never associate itself with the likes of a unification of both nations.

After a telephone discussion with King Wangdue, he has instructed me to accept all terms and conditions that the Kauzlian delegation has presented to the conference.
