Comrades, we would like to then propose a three pronged approach to military arrangements.

1) A restoration of the Anantonese Ocean Pact: http://classic.particracy.net/viewtreat ... atyid=3467 which will primarily cover a lot of the issues that we are interested in.
2) Mutual agreement for Joint militiary exercises in 4437-8. We would like to work with the Lourennaise Navy in running offensive and defensive drills, both with surface vessels and utilizing submarines. Our naval doctrine will begin relying heavily on submarine usage, and we still need a definitive combat simulation to test our new submarines against unexpected tactics. We would also like to offer Marine combat training and unconventional tactics in mountain warfare.
3) We would like to send Kalistani engineers to study military technology in Lourenne's defense industries to fill in certain gaps in our design databases. In exchange, we would offer Lourenne the opportunity to acquire Kalistani strategic resources relatively inexpensively.

These are our offers. We'd also like to hear what Lourenne would like to consider.

We can agree with the second and third arrangements you have proposed for us. The first one could be accepted, however it will depend on the Royal Assembly in Eroncourt to once again ratify the treaty. Yet, I do believe that shouldn't be an issue.

What we propose to Kalistan is:

    1. Establish a Naval Base on the Island of Ananto Available to both the Navies of Kalistan and Lourenne.

    2. Participate in regular, joint military training in Kalistan and Lourenne to ensure the durability of our armed forces.

    3. Technological Cooperation in the economy and military. We believe thatour military technology, capabilities, and industry will be an aid to Kalistan and we also believe that we can benefit from Kalistani strategic resources.

These are our offers. We hope you find these acceptable.

As you say, we can also agree to the second and third points you made, but the first one will be a bit trickier.

1) We built a new base on Ananto a decade or so ago, and it has served us well. We would be interested in extending usage to Lourenne's Royal Navy, on almost the same terms we offered the original Base's inhabitants, the Navy of Vanuku, without the arrangement being a semi permanent one. In short, Lourenne would need to agree to a SOFA. The terms we offered to Vanuku, as quoted in the Treaty:

(from the unsigned Kaliburg Bilateral Agreement of 4421, Article 5)
Article 5: Military Cooperation
a) All signatory states will offer opportunities for cooperative training between the Regular and irregular militaries of those nations. This includes joint training operations, temporary basing opportunities in tandem with local military forces, and use of training facilities, at the convenience of the hosting nations.
b) All signatory states shall have exclusive use of the Bozo River training facility in Ananto, upon its completion. All Signatory states will agree, while utilizing Kalistani facilities for any purpose, that onshore personnel will be governed by Kalistani National law for the entire duration of their stay on Kalistani Soil, and any offensive or defensive military actions launched from Kalistan which will directly or indirectly affect Kalistani National Interests will occur AFTER consultation with the Kalistani National Government.
c) All signatory states shall gain access to KALNAPECO refueling facilities at Port Sweedes, Vrassa District, Kalistan, at cost. All signatory states will gain access to Kalistani Naval Shipyard facilities at Port Devon for repair and refitting, at cost.
d) All signatory states will endeavor to make similar facilities available in their own home countries, if at all possible.
e) All signatory states will offer arms sales and military technology transfer at preferential rates to one another. No signatory states will embargo arms sales to any other signatory states.


As a matter of fact, the Foreign Minister may want to look at the entire text of that treaty. It may in fact, serve as a model for an agreement between our two nations.

I believe the proposals in the treaty are agreeable to our Delegation. Ratification of the treaty will be presented to the Ministry of Foreign Affairs and the Royal Assembly.

We would also like to state that's we would like to include acess to Lourennais Trading Ports amd Military Bases in Lourenne as well for Kalistani use. Our naval/trade ports in Parmentier and Valois are some of the biggest and most busiest ports in Dovani. We believe access to these ports should be a great place to set up naval ships but also great centers to access the international markets.

That is fantastic, Comrade Minister. If Lourenne drafts the treaty to include your language and moves it to a vote after sufficient time for input from Kalistan, we will sign it as well.

Also we read that your Queen is urging Kalistan to do something about Lourenne's enemies occupying bases in Dankuk. With respect to her highness, she does not set foreign policy for Kalistan, and while we appreciate her input, we are under no obligation to do as she says. It is not a dichotomy, as she suggests. It is not, either we kick out Dankuk or the NAM is meaningless. As a matter of fact, Dankuk is the only signatory state to the agreement in question. There are not even any other states considering the bill. Secondly, Sovereignty is a cornerstone of the Non-Aligned Movement's association. This means, Dankuk does what is right for Dankuk, without the input of either Kalistan or Lourenne. Thirdly, them agreeing to host MUN navies does not violate the Non Aligned Movement Treaty. Please inform your Queen that the Treaty says the following about association with the MUN:

Sec 2- Membership Eligibility
The Non-Aligned Movement is opened to all states which:

a) Is listed as a "Small" or "Middle" Military Power in the GRC Military and Economic Rankings (found at viewtopic.php?f=5&t=7929);
and
b) Is unassociated in an explicit alliance, collective security agreement, Union, Empire, Federation, or Common Market with any state listed as a Great or Regional Power;
and/or
c) Is unassociated with an explicit alliance, collective security agreement, Union, Empire, Federation, or Common Market which has more than 4 member states.

Diplomatic Agreements (Rules for Exchange of ambassadors), cultural agreements, and bi- and trilateral agreements among minor powers ("Middle" and lower in the GRC Military Rankings) shall not constitute a bar to Membership in this organization.


There is nothing in the Dankuk treaty which violates these provisions. If the Queen were to (mis-) construe this as an "alliance" of some sort, then she would certainly construe our talks here as an "alliance" too, because after all, we are talking about basing and joint exercises. And if she believes this disqualifies Dankuk from the NAM, then our talks disqualify Kalistan from the NAM as well, because Lourenne is a proud and open member of an explicit and expansionistic military alliance known as the Northern Council.

So, please ask your Queen to refrain from advising Kalistan about Kalistan's foreign policy. It is unbecomming of a monarch to do so for a sovereign state that she is not the sovereign of. And further more, it has the potential to undo some of the progress that we have accomplished here so far.

With respect, we would like to sign a cooperation agreement that contains the points that we have discussed so far and move on to economic matters sooner rather than later.

Of course. We have no intention of going backwards. Our complete sovereignty and equal standing is very important to us, and a few unnecessarily irritating comments here and there should not put us into reverse. We have also had to restrain our President, who was eager to use his famously, ahem, flowery language, in our Newspaper. We will not let our progress be undone.

We are on the threshold of a major breakthrough.

The next speaker will be our Minister of finance, Comrade Julie Westin, who will present the overture with regard to investment.

Thank you Comrade Hashimoto.

As the Foreign Minister says, we are interested in Lourenne's investment in Kalistan. Our law prevents foreign investors from obtaining majority shares in Kalistani firms. To accomplish this, I propose a conglomerate scheme, which will benefit both of our nations:

The proposal is this:

In any joint venture, we open a subsidiary in Kalistan and a subsidiary in Lourenne. We will match investment, Ruble for Ruble, in the subsidiary in our respective countries, which we may do under a reciprocal trade agreement. So let's say, we want to open a widget factory. Kalistan will open Ocean Widgets-Kalistan, and Lourenne will open Ocean Widgets-Lourenne. Lourenne will post 49% of the capital for the Kalistan subsidiary and 51% of the capital for the Lourenne Subsidiary, and Kalistan will do likewise, respectively. In this way, our investors will both own the full widget conglomerate 50/50, and will both benefit from the production of widgets. With the removal of trade barriers in the bilateral agreement we spoke of, we shall see price convergence and an overall production of widgets for domestic consumption and for foreign trade. And we shall conform to National Laws with respect to majority shares and so forth.

We understand what is going on between our two countries at the moment. Tension is building and I believe the only way to end that is if we begin to wrap up this conference and go forward with our propositions and end in a high note. Is there anything left to disicuss from the Kalistani delegation?
