Dorvish Foreign Minister Eckhart Röhr welcomes Vanukuean Prefect Duke Kspar Zhtál to the Dorvish Republic in order to discuss the formation of a new alliance. The meeting will take place in the State Chancellery building located in Haldor's Altstadt borough. The Dorvish Foreign Minister will be joined by representatives from the Main Office of the President of the Dorvish Republic, members of the Ministry of Trade and Industry, Ministry of Defense and the Armed Forces of Dorvik, as well as representatives from dozens of government ministries and offices.

Minister Röhr. I thank you and your government for the warm welcome we have received in you country. I have decided to attend this summit in person along with my Foreign Minister, Minister of Defence and members of my overseas trade team because I see the building of the relationship between Wiel and Haldor as absolutely critical to the new world order and Terran stability.

While here, I would like to agree the outline of a treaty which not only ties us to mutual political and economic co-operation and security but a closer alliance of military support. This could then be called upon to deal with the rogue nations that continually crop up, and also to protect our interests against the growing tide of revolution and emergence of socialist republics intent on rewriting the history of once great nations and forcing their philosophies onto populations in often deadly ways, as we have seen recently in Barmenistan.

I would like to start out, however, by asking the Foreign Minister to outline his country's position in terms of the Northern Council, the old alliances that created the north-south divide and how Dorvik envisages a future alliance with Vanuku.

"The Dorvish are interested in rebuilding ties with Vanuku, it has been quite sometime since we have had long-lasting friendship with our Vanukean brothers. Wiel and Haldor need to be close again...it is a matter of international necessity.

The Northern Council was a Dorvish creation, alongside Indrala and Hutori but ultimately due to lack of leadership in its more recent operations, the Dorvish have come to question is leadership. State Chancellor von Rohr-Mauss ran on a platform of leaving the Northern Council in favor of a more pragmatic, realistic approach to Dorvish foreign affairs. Quite frankly, we felt that the Northern Council was holding us back as evidence by the fact that we reached out to your government during the tensions in Majatra decades ago and were rebuked.

Dorvik is seeking to create, alongside venerable allies, a strong military, economic and security alliance that will fundamentally challenge the Northern Council, despite its relative "death" it still exists and carries some weight, as well as be mutually prosperous to everyone involved.

That is interesting... As I see it then, the Alliance could be built on several elements: Firstly, free trade between our nations, meaning Dorvik and Vanuku would, in essence, become the most accessible ports of call for goods arriving from and leaving for Majatra and Artania; secondly, a security tie-up between our domestic and overseas intelligence bureaus so we could work together to fight terrorism, organised crime and proactively win the battle again rogue regimes and the scourge of communism. In addition, there would also be room for cultural, educational and scientific and technological exchange for the mutual betterment of our nations.

The final element is the most interesting for us both, I would suggest. In Dorvik, Vanuku would seek an ally who offers unlimited military support concerning national security issues and would provide similar in return. So, more of a defence pact than an entente or non-aggression pact. Through this I would envisage joint military training exercises on a regular basis and shared military development projects too. From this we could bring in other like-minded countries to create the kind of mutli-national alliance you have mentioned.

Does this strike you as something your nation would be in favour of, Minister Röhr?

We would support a reduction of tariffs and would welcome increasing the amount of trade that comes through our ports; I think anyone would. I firmly believe that the State Security and Defense Council, which controls the tendrils of the Dorvish security, military and intelligence forces would be welcome to cooperate on the scourge of communism and socialism, the fighting of terrorist and those who would seek to undermine us. We would support cultural, educational, scientific and technological exchange.

I believe that Dorvik is looking for a new, close military ally and Vanuku could easily fill that spot. I believe that this would all suffice to please the Dorvish Republic and it's citizens.
