We welcome the Vanukan delegation during this summit in Cahtice, we are here to discuss the carve up of Jelbania and the creation of a possible non agression pact between out two powers. It has become abundantly clear to both our nations that Jelbania is nothing more then a rogue state that threatens the stability and credibility of the entire continent. In contrast to previous agreements Deltaria is therefor of the opinion that this time Jelbania in its entirety needs to be divided amongst us two with only limited autonomous rule. I hereby give the floor to the vanukan delegation


OOC: To make it clear. These are secret talks between Vanuku and Deltaria. Not known to anyone besides the two

Firstly we thank Foreign Minister Fišer, for arranging these negotiations aimed at preventing conflict and improving stability in the region. It is critical that details of this meeting remain confidential for the security of both our countries.

It is clear to the Kingdom of Vanuku that the new Socialist Republican regime in Deltaria no longer considers the Treaty of Baofluz, signed between our two nations, as legitimate, which is disappointing.

It is also clear that if steps are not taken to prevent a unilateral invasion of Jelbania, which is still a de-jure a province, of the Augustan Empire, then a general regional war is likely to ensue, dragging in both Zardugal, Vanuku and others. This is not acceptable.

So, we wish to look at another way forward that will ensure peace. However, before we formally agree to a way forward to administer Jelbania, we must agree on at least two points - that any agreement we sign up to includes a binding non aggression pact between our nations and that any administration of Jelbania is carried out with the aim of ensuring sufficient human rights and in preventing the economic exploitation of the country.

So before we proceed, does the Foreign Minister find these terms acceptable?

Deltaria accepts both terms. We would also like to inform the Kingdom of Vanuku that we have gained assurances from Zardugal, the leader of the augustine empire, that they will not intervene if Jelbania is to be invaded and carved up. We would therefor like to propose the following to the Vanukan delegation.

Firstly our proposal is to split Jelbania in half. Deltaria would control the south and Vanuku the north under the condition that autonomous rule of a civilian government is ensured in both regions and that both the south and the north will serve as vassal states of Deltaria and Vanuku respectfully. This would mean that Deltaria and Vanuku control the foreign affairs and defence matters of their respective autonomous regions while the regions themselves will be granted authority in most other areas.

In addition to this a non agression pact between our two nations would be signed for a undisclosed period of time and our nations have the right to intervene in our respective vassal zones when necessary.

does the Vanukan delegation like the proposal as laid out here?

We are glad to see progress is being made and we agree to the broad outline of what you suggest, Minister, to ensure the security and stability of the region and to prevent further devastating conflict.

Regarding the rearrangement of Jelbania we think it best to take advantage of the administrative districts that already exist rather than simply draw a line east-west through the country. Therefore, we propose the following.

Vanuku's Protectorate will consist of:
- The Confederal States of Gezg​ék​stan, Göka​é​kstan and the northern half of the Confederal State of
Motalpapaqstan which includes the cities of Rklemjistad (old capital) and Sedrijokaiàktaghe.

Deltaria's protectorate will consist of:
Yamt​ékstan, Köşpend​ék​stan along with the southern half of the Confederal State of
Motalpapaqstan which includes the cities of Brnfiàsrl (current capital) and Prsakijsrljitrk.

In addition, we ask that the the non-aggression pact between our two countries is signed for a minimum of 10 years and applies to both our nations and the two protectorates in Jelbania. during this time we pledge to not engage in military action against one another. We also ask that it acts as a declared commitment that neither government will ally itself to, or aid an enemy of, the other.

If the Minister agrees to this, I would be willing to draft a treaty to this effect, which will be document of record.

We agree fully with the agreement that you outlined. Before we go over to ratifying such an agreement i would like to possibly set a date for our troops entering Jelbania. So that both our forces move simultaniously. And whether or not we will hand out a ultimatum to current jelbanian authorities first or not.

I suggest the date for advancement/establishment of the protectorates be set for the day the treaty is ratified by both parties. In the meantime, in the absence of any proper central or local government to whom we can make out intentions clear, we should speak with the tribal lords in the various provinces to ensure their support for this move as far as possible.

In northern Jelbania, Vanukean diplomats are already talking to the tribal chieftains regarding the establishment of a semi-autonomous protectorate that will come under the security wing of our Kingdom. They generally welcome such a move, as they despised the despotate imposed on them by the former regime in Zardugal. They are used to our presence in the country, particularly around our areas of economic influence, and embrace the commercial and security benefits we can bring to them.

We assume Deltaria would be best served following this carrot rather than stick approach and then will find the requirement to wield martial power will be at a minimum.

Very good. Then this is the initial draft that we propose at this conference. Does the Minister wish to add or amend anything at this stage? Once we agree here, we can take it back to our respective governments for further comments, before it is moved to a vote for ratification:

Treaty of Čachtice (Establishment of Jelbanian Protectorates)

- Recognising that central government has collapsed in the Despotate of Jelbania (known hereafter as Jelbania) and anarchy is overrunning the nation;
- Further recognising that the instability of Jelbania is creating a significant economic and security risk for Majatran nations, which is in danger of spilling over into conflict;
- Acknowledging also that as neighbours of Jelbania, the Kingdom of Vanuku (hereafter Vanuku) and the Socialist Republic of Deltaria (hereafter Deltaria) have a vested interested in the stability of the nation, particularly given their long-standing economic links;

That Vanuku and Deltaria agree to put aside their ideological differences to agree to the following treaty:

Article 1 - Jelbania will be rearranged into two locally autonomous protectorates which come under the security blanket of Vanuku and Deltaria;

Article 2 - The northernmost will come under the direct protection of the Vanukean government and will consist of the current confederal states of The Confederal States of Gezg​ék​stan and Göka​ékstan and the northern half of the Confederal State of Motalpapaqstan, including the cities of Rklemjistad and Sedrijokaiàktaghe.

Article 3 - The southernmost will come under the direct protection of the Deltarian government and will consist of the current confederal states of Yamt​ékstan and Köşpend​ék​stan along with the southern half of the Confederal State of Motalpapaqstan, including the cities of Brnfiàsrl and Prsakijsrljitrk.

Article 4 - Both protectorates will be granted local autonomy in regards to domestic affairs and civilian governments will be established to decide policy and administer affairs;
Article 4a - Foreign Affairs and matters of defence, will be conducted and undertaken by their respective protectors under an arrangement of suzerainty;

Article 5 - The protectors (Vanuku and Deltaria) pledge to ensure that suitable human rights' conditions exist in their respective protectorates and that no economic exploitation takes place;

Article 6 - The establishment of the protectorates will come into effect as soon as both parties (Vanuku and Deltaria) ratify this treaty;

Article 7 - In order to foster good relations and to ensure ongoing relationships between the protectors and protectorates, Vanuku and Deltaria agree to a non aggression pact for a minimum of 10 years (from the date of ratification). Through this pact, both parties pledge to not engage in military action against one another; in addition, neither government will ally itself to, or aid, an enemy of the other.
