OOC: Sorry to butt in Yankees, but I had to make a small remark. Shouldn't this go to the conference section? We really have mixed up news, events and conferences altogether... :(

It could go in either. It is both an event and a conference. I decided to put it here because it seems more appropriate and more people see it.

As the time of serious discussions had come, Ms. Veronica Mayday, the Official Representative of Rutania stood up and started her very first speech:

"Ladies and Gentlemen,
First of all I have to transmit the greeting of President Lord Klausenburg an Prime Minister Clay Raymond. Rutania will always threat the issue of the UNT with utmost seriousity.
I believe that I have to say some words about the most important affair of our days: Nova Terra. The problem of this perverted organization must be thoroughly discussed in the UNT. I believe that these young and noble organization should make the principal front against Nova Terra.
Rutania hails the legislations against the NT in Zardugal, Luthori and Lodamun. My government is issuing a same measure in Rutania.
President Lord Klausenburg, a venerable Junker from Bozarland, would like to create strong relationships with states that are willing to fight against the NT. He expects letters from other Heads of States about this problems (but also about others).
The Rutanian secret services are getting fresh and accurate information and the Ministry of Defence, Bill Cooper created a special department dealing with this problem.
I hope our cooperation will bring peace on Terra.

OOC: This hasn't started yet rep. There are still things to do before we start to even discuss any other topic. There are administrative stuff to take care of. I will give the welcoming speech tonight and proceed with the administrative stuff. We can then proceed to consider the issue your brought up and the other issues that are pending.

Just wait for a little bit longer and just re-post your speech later. I want to keep this as organized as possible so everyone can understand what's going on.

Terrorists turn violence into plain murder

Port Andalay, Andalay (LCN)- What was supposed to be a glorious day for Lodamun and the international community did not end with a good tone.

The United Nations of Terra was supposed to have its grand opening tonight at 7:00pm, when the General Assembly met for the first time since its foundation. However, shortly after 6:30pm, a car bomb exploded outside the building. The blast was powerful enough to cause extensive damage to the two lower floors and create panic in the building. The details of how the car made it close to the building are not yet known.

At the time of the explosion, all the diplomats from the different countries who were attending were gathered at the General Assembly's immense conference room, among them President Jonathan Kynes and his daughter, Foreign Affairs Minister Elizabeth Kynes. Soon after the terrorist attack was perpetrated, a swarm of Secret Service agents and security detail stormed into the room and evacuated everyone, including President Kynes, who was escorted out through the back door, according to reports.

The building designed for the United Nations was almost finished but the upper floor were still being worked on, thus the building is still considered under construction. Delays due to technical problems with the interior of the building caused the construction to be delayed for a month. However, the General Assembly Meeting had been scheduled a year ahead and it was decided to proceed with the meeting even though the construction of the building was not completely done.

It is also being reported that the attack at the fuel depot was not the cause of the massive power outage but rather a result of another coordinated attack to the main power lines. Though proving unsuccessful, the attack caused massive power outages. As this moment it is being reported that more than three million residents are still without power.

Earlier reports that the attack at the fuel depot had cause considerable damaged was dismissed by government officials with knowledge of the situation. They did not provide any specifics into the situation but did confirm that some damage had occurred.

The reported attacks near the Parliament and the Defense Ministry have been confirmed as well. Preliminary reports indicate that one person died and five others were injured in the incidents. Authorities believe that the attack to the Defense Ministry was targeted at the NATO Military Headquarters in the East Wing of the Ministry.

Early this morning at a press conference, President Kynes alongside some of the diplomats attending the General Assembly Meeting issued a sharp response to Nova Terra and the terrorists:

"On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord. I am very saddened for what happened yeterday. It is certainly a tragedy. There is only one organization to blame for this: Nova Terra. It is disgraceful that they had to incur in such violent actions. They have reached a level of aggression that is no longer tolerable. Not only do they try to damage our institutions but also kill our people and the leaders of other countries. They are certainly despicable actions by Nova Terra.

Lodamun will not stand by nor will NATO. Our neighbors and allies know what Nova Terra is capable of and together and we will work, as one, to defeat them. Violence has no place in this world.

Yesterday, they tried to create panic, they try to scare us away into seclusion and isolationism. But we are stronger, more will-minded. We will get passed this, our people are going to recover, and once again we will pursue those responsible for this. To all of you, dear friends standing behind me, I give you my word that we will call the General Assembly Meeting to order one week from today. We will not let down.

Listen to me very carefully Nova Terra and all the others who seek to destroy us and society as we know it: We will not apologize for our way of life, nor will we waver in its defense, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

Thank you."

With those words, the President concluded the press conference.

I would like to thank you all for being here. Tonight, we are officially inaugurating the United Nations of Terra.

The United Nations will serve as another tool to promote much needed peace in this world. This organization has all the tools necessary to battle conflicts and resolve them in a peaceful manner.

This is the time, ladies and gentlemen, when we say: Enough is enough. We can no longer tolerate violence in this planet, we can no longer tolerate radicalism, we cannot longer allow those who seek to destroy our society live free of punishment.

Let's make this the last attempt to solve the problems this world faces. I have faith in this organization, I have faith in you.

Again, welcome all and let's get down to business, shall we?"


*The President steps away from the podium and walks to his right. He sits down. Foreign Affairs Minister Elizabeth Kynes stands up and approaches the podium*

"The First General Assembly Meeting of the United Nations of Terra is now in session. We shall proceed to our first order of business: The swearing in of the members of the Security Council.

According to Article 23 Section 1, the first five ratifiers of the charter are the permanent members of the Security Council. Permanent Members of the Security Council have veto power over all resolutions in the Council. The following member states are the permanent members of the Security Council:

United Republics of Lodamun
Archduchy of Vorona
Hobrazian Imperium
Al'Badara, Terran Caliphate
People's Democratic Republic of Barmenia

According to Article 23 Section 1, the first ten ratifiers after the first five are the non-permanent members of the Security Council. Non-permanent members serve for a term of twenty years. The following member states are the non-permanent members of the Security Council:

Valruzian Federation
Democratic Republic of Aloria
Trigunskaya Respublika
Commonwealth of Rutania
Republic of Kirlawa
Kafuristan, Terran Caliphate
Federation of Zardugal
Darnussian Democratic Republic

All members of the Security Council shall pledge to uphold the purposes and principles of the United Nations of Terra. The members of the Security Council pledge:

· to save succeeding generations from the scourge of war, which has brought untold sorrow to mankind
· to reaffirm faith in fundamental human rights, in the dignity and worth of the humanperson, in the equal rights of men and women and of nations large and small
· to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained
· to promote social progress and better standards of life in larger freedom,
· to practice tolerance and live together in peace with one another as good neighbours,
· to unite our strength to maintain international peace and security,
· to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest,
· to employ international machinery for the promotion of the economic and social advancement of all peoples,
. to maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the

Now, we move on to our second order of business.

According Article 61 Section 1, the first twenty ratifiers of the charter shall be the members of the Economic and Social Council. Members of the Economic and Social Council will serve for a term of twenty years. The following member-states are the members of the Economic Council:
