The stationing of foreign troops and that deal are explicitly contained within the JAMS framework which is directly under the MSCO's mandate; the CMRF itself, which your country abandoned, is the one coordinating operations with non-Majatran forces, and specifically in a region that is shared with another continent.

However, you are right, this is not a topic for this summit and I apologise to fellow representatives for steering it off track.

Beiteynu looks forward to the updated proposal on the MA.

hereby an ammended proposal for the recreation of the MA. All the options with (optional) behind it notes the articles we seek to make "joinable but non mandatory", thus allowing member states to pick whether to ratify those parts of the association. All those without optional behind it are the provisions we think all member states should adhere to.

Article 1 "Structure"

-Member states (to be known as the majatran collective assembly) send their nations finance minister to a summit each year to discuss economic developments and possibly discuss alligning economic policy between the different nations (such as interest rates)

-The buildings housing the Majatran Collective Assembly shall be situated in Cahtice, Deltaria, but will be made into a international zone under joint jurisdiction by member states. The buildings of other MA institutions shall be divided amongst member states based on their participation in provisions.

-The member states elect a President of the MA with a simple majority every 10 years.

-The president may be dismissed by a majority vote of the collective assembly

-The MA President visits member states to discuss economic policy and maintain good relations between the different nations


Article 2 "MA Fund" OPTIONAL

-Every member state will contribute 100 million annualy to the MA Fund

-The MA Fund is controlled by the MA Council and its organization. The Council decides where the money is spend

-Money of the MA Fund can only be spend on big infrastructural projects, development projects and humanitarian projects in member states


Article 4 "Free Trade" OPTIONAL

-Member states will ensure free trade between one another

-Member states will not put tarrifs on eachothers products and services

-Member states will put effort into increasing trade between one another

Article 5: Free Movement OPTIONAL
- Citizens of member states are allowed to travel between member states freely, with borders being opened and border checkpoints suspended. Nations can still issue periodical border checks and patrols to scan for illegal aliens but will generally keep their borders open.
- No visas will be required for citizens of member states, only a ID is required.

Article 6: Majatran Transnational Associative Parliament (MTAP) OPTIONAL
-A parliament will be created consisting of 100 members per active member state that can legislate: Environmental policy, trade policy, MA subsidy policy, MA border policy, MA Judicial Policy
-The Parliament is elected using a nationwide FPTP election divided in districts in each member state.
-Political parties are banned for parliament and so are groupings, members have to promise political independence and must always vote their conciense.
-MTAP laws overwrite national legislation when it comes to the policy areas described above.

Article 7: Majatran Court of Justice OPTIONAL
-A court will be created named the Majatran Court of Justice, being the highest court of law for member states in regards to: Human rights, environmental justice, freedom of justice
-The court can, in their rulings: demand action, enforce action, issue a fine, issue a prison sentence (of no longer then 10 years and with approval of the member state the individual resides in)

hereby an ammended proposal for the recreation of the MA. We want to move this to a vote so we can launch these initiatives. To be clear, while Deltaria has been in oppossition to the policies of the MSCO and the restrictions it puts on Deltarian foreign policy, we are totally committed to this economic and partially political union as we see it as a organization that does not restrict us in our foreign policy and allows us a forum with our Majatran brethren to maintain stability and peace on the continent.

Badara has only one question for Deltaria on this matter. If Deltaria does not trust Majatra with its own defence, then why should any nation in Majatra trust Deltaria with their economy, sovereignty, and diplomacy?

We will not be joining this association, which will clearly be a staging ground for the ambitions of the "Grand Empire."

Beiteynu finds the proposal satisfactory.

We may consider joining the MA Fund to assist other member states, we do not need the Free Trade part as we're already engaged in commerce with most of Majatra via the Yeudish Neset and it might put an unfair disadvantage to member states within the framework and we will most likely not be joining the other parts.

One final note; Mrs. Vučinić, we'd like to see the no state-to-org stipulation we agreed on with your predecessors, as well, as a general clause for the entire MA.

Would that be possible and acceptable to add?

I am a diplomatic representative, your nation requested a diplomatic representative at this summit. This summit did not warrant a visit by the President nor Prime Minister, as we will not be joining. Badara does not have a designated representative to the MA since we withdrew in 5420, and the MA in its current state it is defunct.

As I was already stranded here after Deltaria stormed out of an MSCO summit they were hosting and left their guests abandoned, it made the most sense.

The Republic of Badara bids farewell.

Fantastic news, Mrs. Vučinić, we look forward to the final draft. I feel we might need to campaign a little bit for the MA and provide a platform for facilitation to enhance the voices and participation of other member states, this summit has been awfully quiet of other leading voices.
