The doors are opened again as a delegation of Jelbics arrive, two men in traditional Jelbic dress enter first and one loudly bellows "Wrnukaék Konz!" after which they bow for the King of Wrnuke, Wrntukai XI, to enter the hall. He is followed by a man in a formal navy uniform, Vice-Admiral Hillesko Vrnkrt. The King sits down at the reserved seat for Wrnuke, close to the Son of Heaven. An aide then whispers in his ear to brief him on the points already discussed. The King nods and waves and one of the men in traditional dress takes to the microphone.

His Gracious Majesty wishes to thank his beloved cousin, the Son of Heaven, for hosting this conference. May a thousand blessings be with him for eternity.

It is the opinion of the Kingdom of Wrnuke and its benevolent leadership that the World Congress has been a failed experiment. A lion without claws and teeth, it can only roar and poses no threat to any ill-meaning state.

The great powers of history command respect and authority and will maintain their forward-leading role across the globe, it is the full intention of the Kingdom of Wrnuke to retake and protect its rightful position as a powerful, sovereign, and protective nation on this beautiful planet. As such the junta and His Gracious Majesty fully agree with all things said by the esteemed Counsellor-in-Chief.

Noticing a small imperfection on King Wrntukai XI’s chair, His Imperial Majesty the Son of Heaven motioned for a servant - whispering into his ear to bring out a new chair for the Wrnuke sovereign. The servant bowed and rushed out a side door, hidden from view of the delegations.

Moments later, the servant emerged with two others - carrying an ornate chair painted white with two Yingdalan Snow Lions on the back. The arms and legs of the chairs were lion claws. Each snow lion had emerald eyes and golden teeth. The seat was made of green silk flecked with gold thread - the colors of Vanuku.

Trudging the chair to the King, the Son of Heaven offered it with deep sincerity.

The Prince since having entered the room at the start of the conference, listened to all others speaking whilst enjoying various cups of tea. One thing we can be sure off, Luthorians and Yingdalan enjoy their tea. Having listened to it all the cousin to the Emperor speaks up:

Esteemed friends, excelencies, lords and ladies, Your Imperial Majesty,

First I would like to thank our hosts for providing a great location for discussing important matters of international peace, cooperation and stability. It is my great honour to represent my cousin, His Most Excellent & Imperial Majesty, Albert, by the Grace of God, Holy Luthori Emperor, King of Rutania, Mordusia and King of the Yeudi Homeland.

The endeavour to prevent war is an ungoing struggle, we will fail and we will prevail in a constant cycle untill we get it right. It is the Empire's perspective that the World Congress and a system of alliances that have indeed proven to be shaky, unhelpfull or rightly ineffective. On that we agree with all the words said here. The best way forward is to make sure that we live in peace and harmony and find ways to open our markets and allow acces to resources and investments to flow so that all nations can prosper. Secondly we must have a venue where we discuss our differences in a healthy diplomatic way before we once more draw our weapons. But is giving the Great Powers the rule over territories really the way?

As our friends from the Dual Republic, Hutori and Lodamun have rightly stated, such actions would look more like imperialism and neocolonialism. Isnt it from a bygone age that we subjecated others to our will? We might be an Empire gentlemen, but that does not mean we wish to exploit others in the name of our rightious will. Yet, a good concept can be caught out of the proposal of Yingdala. Isnt it the moral duty of the strong to assist and aid the weak? Shouldnt Luthori use its military might to defend Artanian stability, protect its friends in Makon, Keris and Seleya? Dundorf, Kundrati and Luthori have intervened in Kirlawa and Ikradon for the safety of the population there, who under brutal regimes died by the thousands. Not to mention the war we waged against the slavers in Malivia. To this end we must find a way where we establish that the strong aid the weak, where we stop human rights violations and stand up for what is right.

In part we agree with the Dual Republic, but not on the matter of banning interventionism. We believe there are very legitimate reasons to intervene. When it comes to my honourable cousins of Hutori, who I must say I am happy to see here and hopefully can drink some tea with afterwards, or mayhaps something stronger, I agree on the question, what constitutes a great power? How do we give dominion to a nation over a specific area whilst the balance of power keeps shifting and the great powerstatus is never ever lasting. Less than 200 years ago Dorvik reigned supreme in Artania and the north of our world. Yet now they but another nation. Wouldnt such an unrefined system provoke a war between a declining power and a rising power? Wouldnt those who do not wish to be under the dominion of another seek out a rival across the sea? It happened in Artania! Most powerfull Artanian nations who opposed Dorvik sought allies in Lourenne and Beiteynu, ourselves included.

I'm skeptical of the idea proposed by Yingdala, but our Empire will keep an open mind. Thank you, may our Lord Hosius bless this venue with great Wisdom.

Yes, indeed, if the weak ask for protection from the strong, it is right to do so, but it has to be the indepenent and sovereign choice of the respective's nation political process, however that may look. We do not want to comment on the morality of the nations Luthori intervened in, since that is not the point of this debate. You should leave the people to their devices unless they call for your help, you cannot self-righteously decide on what is wrong or right, otherwise you will end up looking like the old Haldor.

Esteemed delegates, ambassadors, and excellencies,

The United Kingdom of Lourenne has no interest in deciding or manufacturing a world order based on the status of great power or power. We believe that cooperation, internationalism, self-determination, and a pragmatic foreign policy well-establishes our international order despite the power status of sovereign nations.

Our previous administration engaged in a conflict that tested these values and affected our world. To the defense of our government, we engaged in a conflict to further promote the ideas of sovereignty, self-determination, and defended those who are defenseless. That being said, despite victors of a costly war, we do not have a self-anointed right to command the state of the world simply because of some ill-defined status symbol set upon to us.

The United Kingdom believes in the sovereignty of nations. While we will continue to improve and refine our humanitarian ideals on the world stage, we do not believe it proper to turn our policy into the way of the world. Nor do we believe that taking advantage of other nations in the name of cooperation is a healthy position to adopt.

For once in international meetings, the Luthorian representative has meaningful ideas to contribute: what shall we do about coming to the aid of those who are affected by malignant ideologies and corrupted regimes? The United Kingdom represents a force for good and will continue to do so, as long as it respects the foundations and procedures of international law. We will not pursue an interventionist policy unless popular support is achieved by our international institutions and the international community.

We support the effort to create a stable world, built upon the ideas of trust, cooperation, and respect. Yet, we find lack of support for these ideas. We see nations willing to intervene at any moment for whatever reason under the veil of "alliances". The United Kingdom will not accept that interventionist, egotistical point of view. It is unhealthy, it is maniacal, and it is not conducive to this conference.

We simply do not believe this effort to carve up our world is correct and this conference is a mockery of what the United Kingdom has promoted for so long. Unless the nations here can agree to cooperate based on the ideals of sovereignty, self-determination, and mutual respect, then I believe the best response to this conference is one from the Beiteynuese representative.

The Federal Republic does not agree with the partitioning in areas which "great" powers should manage, that will not create the cooperative Terra that we need and besides, if said "great" powers enter a conflict between themselves, who will carry out the operations of "police force", element to which our esteemed Yingdalan colleagues compare the role of these "great" powers? It has to be recognized that the World Congress hasn't worked as it should have, we agree, but we find the reason of that non-ideal functioning in the limited enforceability of the WC's decisions and the lack of cooperation and interest in working out diplomatic solutions. Enforceability, mind, should not come from military retaliatory operations, which should exist in our view as a last resort option, but from non-military actions like sanctions and global isolation - with the purpose of cutting the economic lifeline of the country who's found in violation by the SC.

About the role of the Security Council, we don't feel like it should be abolished, it should serve as a body with a few representatives in it who can quickly decide about the pressing matters it face, but for it to work correctly, the nations holding office should not hold it for prestige reasons, but whether to present themselves as the voice of their continent. It means that the elected nation holding a SC seat, should work in coordination with their regional partners and its colleagues - this is something that I have not seen in the past, and it is one of the reasons the WC has not worked correctly.
