These proposals in policy changes are acceptable to the United Kingdom. It is our upmost wish to see The Homeland re-establish proper diplomatic relationships with the Canrillaise world. We do believe this is a positive development in securing a proper peace with our respective peoples.

As far as Seleyan Neutrality, the United Kingdom proposes that both Lourenne and Beiteynu honor the neutrality and sovereignty of Seleyan states. The United Kingdom pledges to:

- Uphold a neutral, but benevolent foreign policy position for Seleyan states.
- Avoid any military escalations or projects in the Seleyan region.
- Promote cooperation through economic and diplomatic means.

We believe that the United Kingdom and the Yeudi Homeland should embrace the neutrality of Seleya and use it as a force for cooperation and mutual respect. We believe that efforts taken by Gaduridos and Kalistan are examples of the continent's future as neutral grounds.

Seleyan Neutrality should not apply only to Lourenne and Beiteynu. We believe that our respective countries should use our diplomatic networks to promote neutrality and push out any modern sense of imperialism. We do hope that Her Excellency Dame Smith, would agree to keep Seleya neutral as well as keep any power blocs from asserting its power in an imperialist way.

The Federal Republic endorses the proposed efforts by the Homeland State to enhance its neutrality and to resolve the long standing disputes with Rildanor, as well as the efforts by the United Kingdom to further promote neutrality in the Seleyan continent while keeping their needed benevolent policy. As we believe that any international order should be based on cooperation, mutual understanding and anti-imperialism - these first steps are very well seen from our delegation.

First of all we thank our gracious host nation Gaduridos and the two actually negotiating partys Lourenne and Beiteynu for giving us a chance to speak in this highly important conference. We convey amicable greetings from the government and President Bouman especially. The Dual Republic looks favorably upon the normalization of relations between the Homeland and the United Kingdom, we also express our readiness to do the same. To the points stated by their excellency Vivaldi-Vandam: We think its admirable to want to protect the neutrality of nations, which choose to be neutral, and endorse this message of anti-imperialism, we think that the points proposed here, will be a step towards a Seleya which can be entirely sovereign, a direction which we think, is in the interest of its peoples. I would like to take a moment to thank Gaduridos for hosting this conference, to resolve a war in which Badara was quite involved. I would also like to apologize that our President had to return to Badara; it is… a situation.

But in terms of the proposal, we heartily agree. The whole mess was caused by foreign policy conflicts in Seleya, and neither Majatra nor Lourenne nor anyone be dragged into another war like this.

We acknowledge and thank the representatives Jeff von Rechner, Ismail Tzafrir, and Minister Stella Bechtholdt for their positive messages and respect of this conference. Their presence is not mere coincidence or of self-involvement. The Yeudi Homeland and the United Kingdom are content to have international observers at this conference to bring legitimacy and a sense of global community to this conference. Their support in this everlasting peace is essential towards our futures.

While we wait for the Beiteynuese response to section one, we shall begin on a subsection relating to military policy and neutrality: the avoidance of military escalations or projects in the Seleyan region.

The Beiteynu-Lourenne war saw several military escalations and action in Seleya, specifically, in the Aldegar Canal and off the coasts of Alduria and Mordusia. To further preserve the peace in the region, the Royal Ministry of Defense, in conjunction with the Royal Strategic Command, have decided to close Arcogne Royal Naval Base in Alduria, and preserve Roi Philippe Naval Base in Rildanor. The decision to close one of our most important naval bases is to show our commitment towards peace in South Seleya. Our naval base in Rildanor continues to be a major choke point for fleets combating illegal piracy in the Anantonese Ocean region. We shall continue to host our fleets at this location.

While we are on this topic, we believe that Seleya should not be ground for any military escalations or attempts to project military strength. The United Kingdom will actively frown upon foreign encroachment in the continent. Our militaries should be a force for good and for protection, not for flaunting, not for power projection, not for a measurement of self-approval. The United Kingdom believes interventionism in the continent should only be used under World Congress discretion or against malignant piracy forces--nothing else.

For this matter, we encourage the Yeudi Homeland to agree to a proposal to:

- Reject military interventionism in Seleya, unless deemed absolutely necessary by international law.
- Actively promote the sovereignty of Seleya and their rights to self-defense.
- Coordinate with regional partners and allies to help guarantee the military neutrality of Seleyan States.
- Avoid conflict and military escalation.

Fellow representatives and all interested Parties. It is with great hope that Her Imperial Majesty sent me to Gaduridos to observe this proceeding, and we are grateful for our dear friends in Gadurido for hosting this event.

While we welcome the efforts to ensure neutrality on Seleya, and certainly shall do all we can to be an active partner in encouraging more Seleyan Nations to adopt strict neutrality and join us in the Non Aligned Movement, we also, would like to encourage both our friends, Lourenne and Beiteynu, to 1) find ways to reduce militarism in the first place, which Her Imperial Majesty, the Empress Nicolette I has deemed to be one of the permissive causes of this war, and 2) phrase proposals in a way that commits your own Governments to acknowledging the fact of Seleyan neutrality, not in a way which appears to be an imposition from two external powers onto Seleyan Nations.

I cannot speak for all Nations on the Continent, but I am authorized to speak on behalf of Her Imperial Majesty when I say that Kalistan is and will remain a neutral state, and will continue to work with all nations who wish to work with us on useful, productive and enhancing programs. But this policy is one we are proud of and have long claimed. It is not one which was agreed to externally. We have historically paid a fairly high cost diplomatically for this position, and if the nations of Seleya are anything like Kalistan, I can assure you all, it is something that we would want acknowledged as it is, not something like a favor anyone did for us.

It is Her Imperial Majesty's humble request that both the Governments of Lourenne and Beiteynu also share that perspective with us.

I would like to thank you for your comments and for sharing your perspectives. I would like to reaffirm that the United Kingdom agrees with the perspective shared by Her Imperial Majesty and her Government. The United Kingdom speaks of Seleyan neutrality and guaranteeing Seleya's future, not for the idea of self-interests or imposing our will, rather out of great respect for the efforts the continent has taken towards this goal.

The United Kingdom is well aware that Kalistan, alongside other Seleyan nations, have taken great strides towards neutrality and sovereignty on the continent. We would like to point out that these talks serve as a common ground for Beiteynu and Lourenne to see the truth of Seleyan neutrality. We went at war with each other because of the complex nature of Seleya and the difficult impasse it caused. We are only fair in saying that we care for Seleya because of its firm, historical neutrality, not for our desire of acquiring spoils of war.

We would like to reiterate that Seleyan neutrality, which is historically and most assuredly kept by the Seleyan states themselves, is our top priority here. We respect the actions and decision that Seleyans have made to keep its continent peaceful and sovereign. Our actions here show a desire to work along with Seleyan states to ensure that neutrality is guaranteed and enshrined. Our desire is not to portray our countries giving Seleya its neutrality, rather working together to maintain and strengthen what she has worked all these years to achieve.
