Esteemed representatives, while we eagerly await the arrival of further parties to the conference, we would like to outline a boilerplate on what our government is thinking in terms of reforming the Intelligence Pact.

Essentially, the Pact is a platform for sharing intelligence between active member states, instead of maintaining multiple and quite frankly sometimes obscure channels that makes it harder to coordinate on joint intelligence efforts.

Provided of course that individual members deciding to join the Pact are already or are willing to share intelligence with the rest of the members.

Members will be assigned regions of "consultation".

We will maintain an Intelligence Command comprised of 1 representative from the intelligence community of active member states, with equal votes.

The Intelligence Command will be able to vote on resolutions; resolutions in turn would shape how our collective intelligence responds and tackles situations across Terra in ensuring our collective interests are at the minimum not hurt, if not pursued entirely or collectively.

A Director-General will rotate every 15 years between active member states; they'll be in charge of a Collective Intelligence Operations & Command (CIOC).

OOC: This is an attempt to bring convos to the forums from Discord, of course they'll be classified ICly, but still visible for everyone.

The United Kingdom is pleased to attend this conference on behalf of His Royal Majesty's Government. I must say, I am quite unfamiliar with this sort of assembly for the purposes of sharing intelligence. I believe I am speaking for the Director of the Royal Intelligence and Anti-terrorism Service (IRSA) when I say that the United Kingdom is willing to share intelligence details with members of this gathering.

However, we believe that certain details and intelligence reports from the RMIA and IRSA must be kept within the halls of the Palace of Oisy. This is not to say we will not share intelligence; however, we believe it is our right to reserve our information until we deem it necessary to share. We hope our friends here can understand this position

We recognise and welcome the honourable representative from Lourenne. Absolutely, there will be no obligation for anyone to share anything at anytime, especially if deemed immature by the intelligence services of member states. This is merely an attempt to establish 1) a channel to navigate mutual interests and 2) a platform for joint operations. As such, there will be no requirement to break open the intelligence of any member state.

We are saddened to hear that the Cildanian Government has been trapped by the allegations and entrapments concocted by Vanuku, which seeks to disrupt the stability of Majatra at every turn; a state that has been fuelling its anti-Beiteynuese sentiment in recent years. Cildania is more than welcome to leave and more then welcome to rejoin at any time; we never have, nor will we ever partake in the domestic affairs nor the foreign policy of the Cildanian Government.
