3. Neutral zones should be created in Terra to ensure powers are held to account and limit the spread of conflict. These zones will include Seleya, Macon, and Keris, as they divide the East and the West.
4. Neutral zones would be free from alliances with great powers, as well as any sort of political or personal unions to minimize conflicts of interest.
As we have stated, this conference, if it wants to take itself seriously should not "create" or "enforce" any zones, it should be a diplomatic proposal or resolution to reject any kind of meddling backed by the military. We agree with all other points but request to strike these if this proposal comes to be a apart of the final document to sign.
Dolgava will not stand for imperialism to solve imperialism. As it stands we frankly see this world view of dividing and conquering to be frankly medieval. Even with Keris propositioned as a "neutral zone". We will also not be pressured out of our alliance with Luthori or any other great power based on some far flung ideas come up in this chamber. The Dolgavan Empire rejects this idea along with any idea of dividing the world or running a humanitarian organization in anything other than Democracy. The World Congress was a failure but it was Democratic. This will not only probably fail but be undemocratic. Good Day!
A query to our gracious hosts. Considering how quickly this conference appears to be falling apart will we be having our question answered, or will we have to continue to wait our turn? Should it be the latter it is readily apparent that this is a waste of time for both the Hutorian Government and that of Her Royal Highness and we to will be respectfully departing.
Please excuse my colleagues as they have urgent matters to attend to; as the Head of the Medinat Department is currently engaged in the Altatepec Conference, I will be henceforth representing Beiteynu in this conference.
The Homeland believes that the matter of the World Congress should spring forward as the main topic of this conference.
As to what it should entail, our proposal is simple: amend the core nature of the WC, GA and SC into a passive platform for all states, with a clear escalation protocol and an absolutely zero interventionist policy.
1. Remove the influence of the Security Council by changing it into a placeholder and presiding body of the General Assembly
2. Place the General Assembly at the epicentre of the World Congress by turning it into an amplifying platform for states to rally support from other states
3. Bring the World Congress's vehicles to the forefront by making its agencies and organisations accessible to any state wishing to leverage them
4. Introduce an escalation protocol by ensuring that matters are raised to the General Assembly when they exceed the limits of regional leaders
5. Disband the World Congress's interventionist policy entirely by discarding its resolutions, save but those pertaining to its vehicles
These represent, of course, the humble opinion of the Yeudi Homeland and by all means we ask that our hosts excuse us for stepping out of line.

We do agree with the Honorable Liore Udev, Deputy Head of the Medinat Department of the Ministry of Foreign Affairs, Homeland State of Beiteynu, that a focus of this conference should be suggestions for the World Congress.
We wonder though if the particular changes suggested do not tend to remove whatever check the voice of the representatives of all Terra might have had on the militarily strong to do as they please to whom they please.
