On behalf of The National Directorate, The Federal Republican Party and The United Alliance, we welcome you into our nation.

The Government of the United Badaran Emirates, through the Grand Vizier, accepts the invitation made by our friends and allies of the Zardic Republic. The following ministers will be part of the delegation visiting Zardugal;

- the Grand Vizier, Mr. Muhammed Abdul-Khaliq
- the Minister of Foreign Affairs, Mr. Joe Kerry
- the Minister of Defence, Mr. Isiah Edgar
- the Minister of Trade and Industry, Mr. Terrance Rivers

January 2979

The Zardic Government has begun preparations for receiving the Badarans at Belgae International Airport. Staff and Security has been heightened and all are trained on what to do in case of emergency. The Director of State Winston Kent will greet the Badarans at the Airport from there they will drive to the National Directorate Building along one of 7 pre-planned routes, where they will be able to meet with any Zardic Directors, and make a speech if they wish and also meet with their Zardic Counter parts and begin discussions.

The official Zardic Delegation will consist of:

Director-General Madius Kostandian (who will be in and out)
Director of State Winston Kent (Official Host)
Minister of Internal Affairs Eric Washington
Minister of Foreign Affairs Rostam Kostandian
Minister of Defense Jacob Emerson
Minister of Trade and Industry Jochem Lambert

The Federation of Zardugal and the United Badaran Emirates in recent years have had a marked and very public turn in normalized relations. By and large it is unknown when the formal relations with U.B.E. and the Federation began. Though as early as April 2912 a treaty of comity was signed between the two unlikely nations. Since then the U.B.E. has operated an embassy out of the Federation. The extent of the relations built in between now and then has largely gone unreported. With the news that the United Badaran Emirates were to be receiving by the Zardic Federation in the capacity of a formal state visit this was a clear sign of major progress between the two nations.

In the lull between the signing of the comity pact there was a minor international incident involving Selucia and Al’Badara; an incident which further solidified the Zardic government’s position as a staunch ally of the Badaran people. This came as a jolt to many within the Federation given the dual-talks at the time with Selucia in the wake of the assassination of Director General Radovan. The Selucians were working closely with the Zardic Federation on issues of religious tolerance and expanding laws to allow for believers to be able to worship freely within the Federation. Much of this was forgotten in the wake of the despotic regime which took over in Selucia and threatened the U.B.E. among others. Analysts from across the political spectrum still view this as a horrible folly.

When the Foreign Ministry made the formal announcement that the government of Badara would be welcomed to the Zardic homelands, Majatran media outlets and in specific Zardic outlets treated the announcement as unrivaled. The Federation has never hosted a nation largely founded and governed on the principals of the Badaran’s faith. Reactions within the Federation were mixed. Though a public campaign undertaken by Director of State Kent fought many of the would-be stigmas and worries many citizens held about such an alliance. Mr. Kent’s emphasis was on mutual respect of the rights of self-determination, economic expansion, united diplomatic efforts in conjunction with other shared alliances and the strategic value of U.B.E. as more than a paper-ally.

The Federation, not unfamiliar with such visits, was in high-gear leading up to the landing of the members of the Badaran government. In what has become a highly tuned and well oiled machine of operations in respect to arrivals of dignitaries and formal visits of other sovereign states much if not all of the preparations were in place for the visit weeks in advance. The arrival of the delegation of Al’Badara was to land at 11AM local time at Belgae International Airport which had been shut down for all commercial air traffic for the day; causing many citizens an ample amount of grief in their travel plans.

The tarmac at the airport was blanketed by security forces, as per the norm for such an event, and all on-lookers at the airport had been hand-selected by Sel’Rakrya. News crews were in there quadrant able and ready to take the first shots of the Badaran entourages entrance onto Zardic soil. As the plane touched down and came to a stop, all media outlets cut to live feeds to broadcast the arrival of the Grand Vizier and the various Ministers of the government of U.B.E. Standing at the end of the red-carpet were many backbenchers of the FRP and United Alliance though at the front of the greeting line stood both Director of State Kent and Director-General Kostandian, along with the members of the Zardic Security Council, including but not limited to, the Joints Chiefs of Staff and Foreign Minister Rostam Kostandian. As the Grand Vizier emerged from his plane, the Zardic Marine Corp Band struck up a stirring rendition of the Badaran National Anthem.

As the various dignitaries finished exchanging pleasantries and posing for the media had been tended to. Each dignitary, both Zardic and Badran, were then lead to the recently commissioned Imperial Motorcade which was chiefly responsible for transporting the Director-General and Director of State. The details on the new motorcade remain classified. As the leaders of both the Federation and Emirates began their way to the sleek fleet of the motorcade; twelve Sel’Rakryan ASTAR helicopters lifted off to provide aerial protection for the motorcade. No security risks had been publically reported but, in such situations given the habits of the Federations press office it would be a guessing game as to if there was any such risks. As the motorcade began to depart the tarmac the crowd assembled continued to wave flags of both Zardugal and Al’Badara and tried in vain to catch a fleeting glimpse of the motorcade.

It was a short drive to Libertine Way, the main arterial road which ran right through the center of the capital of the Federation and directly to the heart of government; The Imperial Directorate. Libertine way, being the scene of so much history, has always enjoyed the governments blessing in respect to keeping the road and buildings along it in absolute pristine condition. Thousands upon thousands of citizens had lined the quite long trek to the Imperial Directorate to try and catch a glimpse of the members of the Badaran delegation as well as their own highest elected officials within the Federation. The Grand Vizier would certainly have been pleased at the showcasing of national identity with U.B.E. as witnessed by the numerous hand-made signs and flags being waved about ecstatically.

Libertine Way was intentionally designed and continued to be monitored to ensure a certain feel was given off to any visitors coming down the historic route. The buildings were not all exactly uniform but, much of the style was and the towering sky-scrappers at the initial leg of Libertine Way left one feeling very small in the shadows of the magnificent downtown Belgae. The closer the motorcade came to the Directorate the more the buildings owned by citizens turned into governmental offices with their marked accents and decorum.

As the motorcade arrived at the Imperial Directorate, the Federation’s hallowed and ancient halls of the Zardic legislature, even more cameras and members of the Directorate stood along the steps applauding and cheering. The aerial coverage guarding the motorcade flew off into the distance. Director-General Kostandian, Director of State Kent and the Grand Vizier all traveled together along the route. First out of the vehicle was Director-General Kostandian who was greeted by a thunderous chorus of applause as he waved to the crowds assembled. Director of State Kent followed by the Grand Vizier were next and likewise greeted with as much enthusiasm.

As the three men stood side by side and waved to onlookers, Director-General Kostandian leaned into the Grand Vizier as he took his hand, “I look forward to meeting with you later. Knock’em dead in there.” Mr. Kostandian smiled warmly to both his dear friend Director of State Kent and to the Vizier. With that the D.G. made his way to the other dignitaries arriving and took a few moments with each as Director of State Kent and Grand Vizier Muhammed Abdul-Khaliq made their way up the steps to the Imperial Directorate.

As the Grand Vizier and Mr. Kent arrived at the doors to the Imperial Floor the Deputy Speaker of the Directorate stood in front of both men. “Gentlemen, it’s my honor. Are you ready your imminence?” He said to the Grand Vizier. With a confirmation the Deputy Speaker slide a hidden compartment to the side by the door and pressed a button. Within seconds the sound of the boisterous Directors settled with the trumpeting of the Speaker’s gavel. The Speaker of the Imperial Directorate wasn’t a very famous man but, within the Federation his voice was unmistakable and clearly audible despite the enormity of the Imperial Floor and Imperial Directorate. “Ladies and Gentlemen, by the virtues of the power invested in me by the constitution of the Federation and under guidance from Director-General Kostandian and Director of State Kent I am most honored to welcome to the rostrum His Imminence the Grand Vizier Abdul-Khaliq of the United Badaran Emirates!” With that, the doors swung open from the inside revealing the 600 member body of the Directorate, all standing to attention and applauding.

Grand Vizier Abdul-Khaliq entered the Imperial Floor, making his way to the rostrum. On his way to the tribune the Grand Vizier greeted and shaked hands with several members of the Imperial Directorate. It took the Grand Vizier several minutes to reach the rostrum.

The Grand Vizier took the stage and the members of the Imperial Directorate took their seats and the Imperial Floor went silent. Mr. Abdul-Khaliq started his speech;

"Honourable Members of the Imperial Directorate, youre Excellencies, People of the Zardic Republic and yes, friends and allies of the United Badaran Emirates, I would like to start with offering you the traditional Badaran greeting, As-Salāmu `Alaykum. Translated this means "Peace be upon you". Peace, meaning having a relationship that is operating harmoniously and without violent conflict. This has been the case for the relations between youre country, Zardugal, and mine, Al'Badara, for over a century now. This peacefull relationship has provided the opportunity for both our nations to increase trade between our countries and cooperation within both the Axis and the Organization of Majatran States. It is vital that we establish even better relation with eachother in this changing world where political instability, civil unrest and war are almost daily in the news, so we have a better chance to overcome the challenges that await both our nations.

It is my delegations greatest honour to be allowed the privillige of visiting the political hart of, what some call, the "Father of all Republics". In a world where most nations have seen their share of dictators, kings and emperors, youre nation is the only one that has maintained its Republican roots for so long. Even my beloved Al'Badara has fallen several times for people who think they are entitled to rule a nation just because of their descent, because they are of noble, if not godly, birth. Even now the noble houses fight over the controle of a nation, Sekowo, and the nations of Yishelem and Beiteynu and Drania are held hostage by kings and queens who quell every republican movement. But im rambling on.

This visit to youre great nation gives me the opportunity to thank the Zardic government and the Zardic people for the support they gave Al'Badara in one of its biggest crisis, the Selucian-Badaran War. Although technically Selucia and Badara are still at war with eachother, the help provided by the government of Zardugal prevented that the conflict escalated in a full scale war. The actions of youre government prevented an humanitarian catastrophe on this continent and we, Badara, thank you for that'."


Grand Vizier Abdul-Khaliq ends its speech and goes to his seat, accompanied by a standing ovation.

As The Grand Vizier took his seat smiled warmly at him and then rose and walked towards the podium and began to speak.
Excellent speech Grand Vizier, Indeed our two nations have become closer and closer in the recent years, and consider your nation as one of our closest and fondest allies, as I’m sure all of the Directors present here today do. Hell, the Directorate is infamous for its bouts of inactivity and lackadaisicalness , the fact the you Grand Vizier Abdul-KhaliqGrand Vizier Abdul-Khaliq were able to gather all of the Directors at once is astonishing and speaks to the level of interest and fondness that our nation has for yours!! **Kent lets out a hearty laugh**
Ladies and gentleman of the Directorate, we must bid you a farewell, you will all have the chance to meet with the Grand Vizier at a later time.
At the conclusion of the speech Kent steps away from the podium and gestures towards the Grand Vizier, the two walk down and out of the Directorate floor side by side and proceed back towards the motorcade, with roaring cheers coming from the crowd as the exit the building and enter the car.
The motorcade speeds off towards the Zardic Enterprise Institute, where they ate in the Grand Dining Hall of The ZEI, where the menu was reportedly, Potato and Bacon Soup, Lemon Zested Sea Bass or Tilapia, and 2 Cannolis or a prime cut of stake, with a Zardic baked potato with a choice of stuffings and a Zardic pear. At the conclusion of the meal the Grand Vizier, The Director of State and their respective parties retired to the ZEI East Wing where they met privately.


The parties entered a room with two large plush chairs in the middle surrounded by smaller chairs on the outside of the room. Kent motioned the Grand Vizier towards one of the chairs and the two sat down and began to talk.

The Grand Vizier talks with the Director of State;

"Mr. Kent, lets talk about trade and economy for a moment. As you may be well aware, Badara is one of Terra's largest oil and natural gas producer. Youre country is a big player on that market as well. Might it not be in the interest of both our nations to develop closer relations between our oil-sectors? maybe begin some joint-ventures?

As trade is a big part in our relationship, the Badaran government was thinking about creating somekind of free trade zone between our nations. This should provide an increase in trade and may help to further increase our frienship."
