Apologies for monopolising the floor, but new information has come to light that we really must present to the Council. After the Deltarian Human Rights Commission brought the racialist crimes of the Coburan state to our attention, the Coburan People's Liberation Front has risen up against their white overlords proving without a doubt that at least some of the allegations are, sadly, very much true.

Late to the party, the International Human Rights Movement has now released an article which is inexplicably supportive of the Coburan government. Oh, they do accept that there is indeed a white supremacist rule over the black lower classes, but frame it as if it were simply a social issue. As if white Coburans simply don't like hiring Mallans or Irkawans. As if poverty and governmental non-representation is the only thing non-whites have to worry about in Cobura. "A nation of liberty, democracy and legal equality.", as they put it. We ask this august council, would a nation of liberty, democracy and legal equality keep a minority race repressed by having their police use machetes to brutally hack off the limbs of Mallan dissenters? The IHRM seems to think so, as they made no mention of the Coburan Police's governmentally sanctioned policy of mutilating and crippling their racial "inferiors" for any perceived slight or 'uppitiness'. Their only response was to downplay the shocking racialist oppression, while meeting the CPLF's leader for a self-serving photoshoot opportunity, campaigning for more donations for themselves, and in a disgusting display of political insensitivity to announce that a white member of the IHRM would be acting as "leader" of the Human Rights movement in Cobura.

We apologise if this makes us appear partisan, but we cannot accept the neutrality of the IHRM in this matter, just as the UMN would be unwise to accept the neutrality of the DHRC in cases pertaining to Deltarian civil rights abuses. The IHRM has long been suspected by the international community of having covert ties to Zardugal, even of being a front for Zardic espionage. Considering Cobura is a longstanding ally of Zardugal, we simply cannot accept that the IHRM's ignorance of Cobura's treatment of her racial minorities was coincidental. While we generally have nothing but support for the work of the IHRM, we cannot accept them as an unbiased source where Zardugal or her closest allies are concerned.

We strongly insist that the UMN create a body to investigate this matter themselves, or delegate the responsibility to the DHRC. Passing the investigative responsibilities to the IHRM simply invites them to further whitewash the issue, as we suspect they have been doing for quite some time now.

Seeing as the DHRC has done excellent work in exposing the abuses in Cobura, Jelbania proposes that the UMN should empower a team of DHRC investigators to root out the truth in Cobura.

Selucia disagrees with the Honorable Hjmokai; seeing as the DHRC brought this to light I propose a neutral third party should investigate the claims in Cobura. Since the Imperium merely has observer status, Selucia would send a team of experts and then present their findings to the council.

Jelbanian wholeheartedly opposes the Selucian voyeur's suggestion that Selucia should be called upon to investigate the dramatic human rights violations in the Apartheid State of Cobura.

The voyeuristic Senators of Selucia, clad all in togas to apparently air their filthy genitalia, shamefully labeled Deltaria's generous peace treaty with my own nation a 'slave treaty,' despite every reputable nation in Majatra lauding Deltaria's benevolence. These are clearly men and women too addled by their recent exposure to chemical weapons in their own devastating and atrocious civil war to understand a mutually beneficial peace. Are these mustard-gas using fascists, now in government with Selucia's Secretary Didacus' own party, really the type of men and women we want to empower with a mandate to investigate an issue as important as the one in Cobura?

And why, in general, should we trust a UMN observer nation to do that which ought be done by a full fledged UMN member nation? Why can Selucia not commit to the progress promised by this laudable Council? It seems that they can only involve themselves when it suits them, and otherwise stand apart, drawing apparent pleasure from the toils of this body. Jelbania calls upon Selucia to get serious about its commitment to the UMN, or to remain as any voyeur should: quiet in the shadows.

Obvioulsy, the represent of Jelbania, has huge knwodlgede deficits but I am able to lend him my memory.
Firstly, since a few years we try to find a solution for the Selucian-minority problem in Pontesi which is causing severe dangers to peace on this countinent. What is the puprose of entering a community with many conflicts in hand, when this organization still has plenty of work to do with the already ongoing conflicts?
We want to out our entry on a firm and clean base and not on new problems and hardships for the community.
I know also that the concept of democryc is causing some confusion to the Jelbanian representativ, when we cannot pass an entry when a vast majority in the Senate is against it, espieclly since the entering of the Crusaders on the political stage once again.
This must be a strong community and not a community that would have at once new problems with the Pontesians and Selucians.

Surely, then, the Selucians can understand, with all their own issues, why Jelbania believes that Selucia ought not be trusted with such an important and delicate investigation?

"Please fellow delegates let us keep our calm. Their is no reason to lash out at each other like this. To set the record straight the Zardic Government has no official affiliation with the IHRM and let it be noted the Zardic Federation has never called for the use of IHRM agents to intervene with Majatran affairs. Now I will take the issues in order:
The Zardic Federation will proceed with our nominations and unless there be objection we ask they be placed as the interim office holders until 3527 when the first official term begins for all offices. Then we will back the Jelbanian nominee for Secretary-General.
Now we must deal with the Coburan situation. WHILE we are appalled at such events and claims we take them with a shred of doubt. Our close relationship with Cobura has been one based on common interests and a shared desire to protect human rights. These accusations seem far fetched to the Zardic government to say the least, however we understand the gravity of the situation and are moving accordingly. President Tamerlan Zhakaev has appointed a personal representative to meet with Coburan and PRP authorities to discuss the matter and determine the validity of these accusations. However in my position as Chair I will detail some of the actions we can take.
Our own Majatran Human Rights Council currently led by the Kalopia-Wantuni can begin an official investigation into the claims made by the DHRC. Zardugal stresses that such investigations be taken by our own MHRC and not an outside national or international body or group. They can be called to testify before the council and give evidence however they will not lead an investigation. Also this Council may form a select committee of inquiry to ascertain such claims. Let us then make such a committee if this council desires."

First of all,I don't need to remind Deltaria of it's slavery issue,where many Malla were enslaved and brought to Deltaria. I say no more on that.

Second of all,the leading party has undergone some serious internal issues,rendering it ineffective at dealing with the grave human rights abuses. Those rascists who once were prominent in the party have since been removed,and we have been working on those issues. A bill that is set to pass bans mutilation,among other things. White persons have become a minority in the party for the first time. I ask the council to recognize the progressive steps we are making.

Third of all,I welcome any investigation of Cobura. Put the suspects on trial,any and all of them. High Minister Samuel Thompson has stated that if he is going to be brought to trial,he will go. I for one,if suspected,will go as well. I encourage the council to send an investigation team as soon as possible.

If Selucia wishes to send their own investigation along side the MHRC detachment then Cildania supports that action and urges the Council to offical sanction and legitimise their contribution.
The Imperium is out long trusted neighbour and its observer status grants it a unique position to both work alongside the council and yet still remain an independent second source. If Cobura is reforming as his represented has stated they are, then that it good news but the initially claim must still be investigated thoroughly.

Mallans have not been enslaved by Deltarians since the ancient Tokundian Empire, when slavery was widely practiced by all civilised polities in Majatra and abolitionism was an unknown concept. Apparently, in the eyes of Gospodina Tijana Lukic and many other irredentist Tokundians, nothing has changed in the many millenia since then. Or perhaps the honourable Gospodina meant to say "Watemban"? Knowing as we now do about the pervasive atmosphere of white right and privilege that exists in Cobura, we can hardly fault her for being incapable of differentiating dark-skinned people from one another, despite their massive differences in language, culture, and religion. But perhaps a little research is in order before bringing such allegations to an international forum?

It's true that Deltaria has in the past used slavery as tool, an ugly but necessary and benevolent tool, to uplift the unfortunate people of Utembo from their lives of squalor, famine and endemic tribal warfare. However, we did so because it was the only means available to us that was compatible with their savage, barbarous and primitive way of life. Today, slavery is utterly outlawed in the Deltarian Empire, and the Watemban freedmen now enjoy the benefits of full equality under Deltarian law, and live out their lives in happiness and freedom under the protection of the great and merciful Czar. Indeed, the Czar has sired a natural-born son to a Utemban woman of the Watembo race, whom he has proudly acknowledged as his own issue. Even the great noble houses of "free and fair" Artania cannot boast such racial tolerance and equality as shown by the great nation of Deltaria.

In any event, we object to the disingenuous tactic of shifting attention to Deltaria. Deltaria has an unblemished record of upholding civil rights and no credible source is claiming otherwise, despite the baseless and self-serving allegations of our enemies. We'd be more than happy to address any complaints or concerns the UMN may put to us on that front. However, the topic at hand is Cobura's disgusting treatment of her racial minorities. Even now the "People's Representative Party" is voting down a request to end the Apartheid State, and refusing to consider any attempts of breaking the horrendous cycle of poverty many Mallans find themselves trapped in. While we acknowledge the PRP is acquiescing to demands to reform the shocking and barbaric laws that permit their police to butcher and mutilate black citizens, we note that they only do so after becoming the target of outrage from the international community.

As Zardugal remains staunchly in favour of their allies policy of white-rule and judicial mutilation, we can no longer accept that a UMN body of investigators could act with neutrality. Therefore we demand the following ; the represntatives from the Coburan People's Liberation Front be called to the UMN to testify as to the truth of these appalling allegations, and that they and their families are guaranteed refugee status and citizenship in the Majatran nation of their choice, to protect them from Coburan reprisals at home. We do not accept that the few Mallan allies that the PRP have hastily gathered up to defend itself as being anything but a motley crew of despicable lapdog mouthpieces and Uncle Tom apologists. For her part, Deltaria is willing to offer political amnesty and full citizenship to anyone brave enough to step foward and tell the truth of the matter. Secondly, we recommend that the UMN empower a squad of Truth-Getters from the Deltarian Men-Aside to travel to Cobura and conduct an investigation as to the truth of these allegations. The UMN, DHRC and IHRM have all proved to be incapable of anything but humming and hawing and issuing toothless reccomendations. The Truth-Getters, on the other hand, are consummately professional investigative specialists, of the highest standard. No conspiracy is too well-hidden for them to uncover. They always find the truth. Our Jelbanian delegate can testify that the unprecedented reign of stability and peace in his nation is largely thanks to the Truth-Getters and their almost preternatural gift for smelling out treasonous conspiracies and plots.
