July 4411 - Foreign Minister Rnúf Ashur has boarded a plane and jetted off to Kalistan for talks aimed at enhancing diplomatic and security ties with Vanuku.

The trip to Kaliburg comes at a time of heightened tension between Kalistan, Kazulia and Lourenne over the Ananto Straits conflict and amidst the ongoing war between Vanuku and Deltaria in Jelbania. Kazulia is also believed to be fuming over a massive arms and military equipment deal supplied by Vanukean defence companies to the Kalistani government - which virtually completely rearmed the Seleyan nation on land, sea and in the air.

Speaking to the gathered press corps before leaving for Kalistan, Minister Ashur said: "Some time ago Kalistan Foreign Minister Orenthal Williams visited Vanuku and we had very constructive talks. At that point I was invited to Kaliburg to look at furthering diplomatic ties, which is the purpose of my visit.

"Given the growing tensions it is imperative that we work closely with friendly nations around the world. That said, we, unlike some nations, respect the sovereignty of Kalistan and the decisions they take. Therefore, it is not a meeting to discuss our involvement in the current conflict over the Ananto Straits; this is a matter they are resolving.

"Our position is simply to enhance peace and security as well as prosperity and economic ties, which will be beneficial to both our nations in the long term."

Fresh off election victories, Kalistani Foreign Minister and renowned "foul-mouthed dictator" Orenthal Williams welcomed his Vanukean counterparts to Kaliburg to begin formalized talks for a closer relationship.

"We will primarily focus on economic issues," Williams said. "Naturally, now that the Selayan Union is officially embargoing Kalistan, we will be looking for new Partners. The good news is, Vanuku, who owns 25% of both KalNaPeCo and KalNaFerCo, are logical choices. We've also been scheduled to take a tour of the new Bozo River facility. I personally have not been out there, but I hear dramatic progress is being made, both on construction of the harbor and building the infrastructure of the base At this point, it will take some imagination to see the base which will begin taking shape next year, but this is an opportunity for Kalistan to do a little bragging, and at the same time, convince Vanuku that trading with Kalistan is worth it. We may discuss security matters in the Anantonese Ocean, but to my knowledge, the schedule seems pretty full just discussing trade. I'm not sure how much of the security issues we will get to."

The Government has reopened the Kaliburg Polytechnic Institute in Kaliburg for the trade talks. "This venue has hosted many high level meetings in the past. The Polytechnic institute provides comfortable, if a little sparse, accommodations for staff and personnel and a secure meeting space which was also used by the former Kalistani Intelligence Agency. We look forward to finally returning to the campus, which was reportedly haunted, when I was a kid. Now that the grounds are clear, we can all see what a beautiful campus, and what an amazing view of the City and Port Devon this campus offers."

The foreign Minister was in high spirits, and looking forward to the talks with FM Ashur.

January 4412 - Vanukean Foreign Minister Rnúf Ashur has announced that a very substantial trade deal is close to being agreed with Kalistan following his high-level meeting with government officials in Ananto. Minister Ashur emerged from talks at the re-opened Kaliburg Polytehcnic Institute and said the two nations were close to forming a very meaningful economic partnership.

He said: "We have discussed a whole range of trade scenarios that will benefit out two countries going forward. Vanukuean companies are already investing heavily in Kalistan - for example, the multi-billion KalNaPeCo and KalNaFerCo link ups. This is a situation we want to continue to blossom and want to make trading between our two nations as accessible as possible. We have discussed existing import and export tariff arrangements and looked at how to make the shipping of goods to and from our nations easier. I think the final arrangement will be welcomed by all interested parties.

Cultural, diplomatic, educational and research and development links ups were also on the table but it was not revealed if a formal security link-up was proposed.

Later, Mr Ashur joined his opposite number, Orenthal Williams, for a tour of the Bozo River Naval, Air and Ground Forces Base in north eastern Ananto which is quickly taking shape. The facility will cover more than 1,400 square miles, contains a new naval ship yard, a refuelling depot, an airstrip and the largest military training area in Kalistan.

Minister Ahur said: "It is a very impressive facility - particularly the deep water harbour, which has required a lot of skill and expertise to design and construct. The base as a whole demonstrates the scope and vision of Kalistan to develop its military, particularly following on from the major arms and equipment deal they struck with us."

Both government teams are now expected to head back into talks at the polytechnic campus where the nitty gritty of the proposals will be analysed.

Selucian Consul Hiroto Yukimura, Minister of Foreign Affairs Thera Terzi and Minister of Defence Pantea Sacca arrived in Kalistan last month and joined Kalistani-Vanukean talks already underway at the Polytechnic Institute of Kalistan. The high level offials have been expected for some time.

Foreign Minister Williams issued the following statement upon the arrival of the three high level Selucian officials:

"Selucia approached Kalistan about a year back about potential trade deals in light of the Selayan Union's Embargo. They are interested in Kalistani Pharmaceuticals, Oil, steel, and other goods made and provided by our public and private sectors, and we are interested in metals and technology related to the production and sales of consumer goods, as well as a potential for alternative investment and financing. Additionally, Kalistan is interested in technology transfer. And Vanuku's goals overlap with Selucia's, so it make sense that we all work these things out and put together a stronger economic partnership between our three nations.

"It also is increasingly likely that our negotiations will include a security component between our three nations which will bring us all great advantage when it comes to aggressive powers in our neighborhood. We have already began a limited partnership with Vanuku: Our great weapons of war were made in Vanuku, and we have been working with Vanukese Advisors in a strictly advisory capacity to train our Regulars on how to utilize these weapons efficiently and effectively. Selucia, for their part have expressed interest in training with Socialist Militia forces in unconventional warfare. This summit between our three nations provides an excellent opportunity to hammer out the details."


Williams concluded that a comprehensive economic and security treaty is in the drafting. "We should have it ready with a draft agreement by the beginning of 4413."

March 4413 - Throughout 4411, during and after the April elections, Republican members of the Selucian government, including former Minister of Foreign Affairs Statius Domitillus and current Consul Hiroto Yukimura, have reached out to their counterparts in the United Republic of Kalistan for a military and economic agreement between the two nations. Responding to the Seleyan Union's embargo on Kalistan in reaction to the latter's closing the Ananto Straits to international shipping, the Selucian government saw an opportunity for increased trade and cooperation with a nation that shares Selucia's reluctance to participate in neoliberal international organizations such as the Seleyan Union or the Majatran Alliance. The discussions between the Selucian and Kalistani governments proved fruitful, and after the April 4411 elections the new left-wing coalition formed of In Marea and the Imperial Party endorsed the Republican initiative of reaching out to Kalistan. The new Ministers of Foreign Affairs Thera Terzi and of Defence Pantea Sacca joined the Republican Consul Hiroto Yukimura in a high-level official visit to Kalistan, where in September last year they joined the Vanukean delegation already visiting the United Republic with the purpose of discussing a similar arrangement. The three nations, recognizing their joint interests in the area, reached the decision of establishing a formal trilateral agreement covering issues of trade, military cooperation, technology transfer, and a partial alliance coming short of a full collective security arrangement. The details of the agreement have not yet been made public, but sources within the Selucian Consular office indicate that the Selucian Republic is enthusiastic about its contents and is willing to ratify it, provided the other two parties to the agreement also sign and ratify it. This diplomatic visit allays the fears of some Selucians and international observers that the Republic's isolationist policy towards the Majatran Alliance and supranational economic and military agreements would lead to autarky and a complete closing up to international affairs. Consul Yukimura, in a press conference organized in Kaliburg immediately after the meeting with the Kalistani and Vanukean delegations, announced Selucia's desire to remain involved in Majatran and Seleyan affairs on a position of equality and mutual respect with other nations and praised the Kalistani government for its "courage in standing up to the Great Powers and the institutions of neoliberal globalism and their assault on Kalistan's sovereignty".

Carrier Strike Group Heads To New Base in Kalistan As Part of Tripartite Accord
New overseas home gives Vanukean Fourth Fleet Significant Naval Presence throughout Anantonese Ocean

February 4414 - Vanuku's fourth fleet is set to move to its new overseas base in Kalistan over the next few weeks as part of a groundbreaking diplomatic, economic and security accord.

The powerful strike group, which is headed by the super carrier HVMS Kesprka will be housed at the new Bozo River Training Facility on the north east coast of the island state of Ananto, giving it enhanced projection capability throughout the Anantonese Ocean.

Despite being the smallest of Vanuku's super carrier formations, the Fourth Fleet still consists of a substantial carrier air wing (eight squadrons), cruisers, destroyers, frigates, corvettes, submarines and associated support craft... and would be the envy of most nation's navies. In recent months it has been carrying out observational operations in the Anantonese Ocean, refuelling and resupplying at sea.

All these tasks will now be carried out much more conveniently at the deep water base in Kalistan making the logistics of carrying out all-year round operations thousands of miles from Vanuku much easier. The fleet will also have access to KALNAPECO refueling facilities at Port Sweedes and Kalistani Naval Shipyard facilities at Port Devon for repair and refitting if required.

Rear Admiral Adlé Jezküs, Commander of the Fourth Fleet, has already met with members of the Kalistani Ministry of Defence to inspect the large section of the base allocated to the fleet and to fine tune requirements. As part of the accord, Vanukean personnel, believed to number around 7,500, including a Marine Corps detachment, will be governed by Kalistani national law for the entire duration of their stay on Kalistani soil.

The deal forms part of the Kaliburg Trlateral Accord - which has been agreed between Vanuku, Kalistan and Selucia. It draws the three nations closer in terms of trade, cultural and education exchange and military co-operation, although all three signatories are keen to stress the treaty is not a formal alliance between the nations.

The signing of the treaty brought to an end Foreign Minister Rnúf Ashur's successful trip to Kalistan. Before heading back to Wiel he said: "We must congratulate our Kalistani hosts and the Selucian government in working so closely with us in developing this significant treaty. We look forward to the many economic and cultural benefits this will bring and the enhanced diplomatic and security relations that have been forged.

"We also thank the Kalistani government for providing a superb overseas base for our Fourth Fleet. This gives our navy a significant platform from which to carry out all operational missions required many thousands of miles from home."

We are all moving towards, or have completed ratification of the Treaty. If there is no further business before us, I would adjourn the summit. We welcome our distinguished Majatran friends to use this space to discuss any matters that may rise under our Treaty, and we thank you both for your visits and work in Kalistan. We will keep an open invitation for your return, and we will await the arrival of your ambassadors. Kalistan will send official delegations to both Vanuku and Selucia within the year to open our permanent diplomatic facilities there.

Comrades Michelle Franklin-Jones and Jonas Svingson of the Militia shall take over from me as you and your staff either decide to tour the country or make your way home, at your leisure. As for me, my job now is to help broker peace in the Straits. I wish you much fortune and luck in the future, and look forward to meeting once more as soon as possible.
