Kazulian, Junta, Keobi and Huhoa negotiators have signed an agreement in Whale Island to agree to a front wide ceasefire and
allow for Kazulian troops to begin their withdrawal and for the aforementioned sides to enter the negotiating table. The
agreement spells out a timetable for the Kazulian Armed Forces to withdraw its 200,000 troops from North Dovani; in exchange, the
Kyo-Junta and its forces would de-mobilise. “We have achieved our objectives and it is time for the war machine to wind down,”
Chief of Defence General Sven Christensen told reporters at Department of Defence. “It’s been a very long journey but we are
happy that we have achieved our primary and secondary objectives and are now going to the negotiating table." The agreement sets
the stage for further negotiations between the Junta Regime and the Huhoa and Keobi forces. Chief Negotiator for Kazulia and
former Foreign Affairs Minister Linda Rasmussen stated that she hoped that the proposed power-sharing agreement would become a
feature of future government in North Dovani thus bringing a permanent end to the bloody conflict and a full withdrawal of
Kazulian forces. But a permanent peace rests on a commitment by the fractious Huhoa and Keobi forces to put their ethnic tensions
to rest. "If the Huhoa and Keobi factions in collaboration with the Junta move to address their differences we will have a clear
path towards a long-lasting peace and we will be able to bring our troops home," the general said in a statement released ahead
of the agreement's signing in North Dovani. In remarks at the ceremony for the signing of the ceasefire and launch of
negotiations, Foreign Minister Astrid Knudsvig said that the agreement was based on the reality that Kazulia's primary objectives
in the nation were against Rang Yong-Ho and that it had made a prior commitment to enter negotiations once the Junta regime had
subsided.

In the coming weeks, Kazulia will begin a phased withdrawal from North Dovani, reducing its forces from 200,000 troops to 10,000.
Minister Knudsvig stated that the remaining Kazulian troops will remain to ensure the Huhoa, Keobi and Junta forces live up to
their promises. In Skalm, Defense Minister Marcus Lagerlöf echoed that message – saying the withdrawal of Kazulian troops would
be based on the Huhoa, Keobi and Junta negotiators reining in their forces. If the aforementioned forces fulfil their commitments
to a ceasefire and demobilisation and begin intra-North Dovanian talks, Kazulian agreed to a withdrawal of all remaining Kazulian
forces from North Dovani and a commitment to not honour the respect of Rang Yong-Ho to not be prosecuted. Chief Negotiator
Rasmussen stated that the option of a rapid prisoner swap was also an option and should be added to the final agreement, noting
that all sides have captured and imprisoned prisoners of war. Prime Minister Fillip Brundtland, who is currently fighting a party
leadership election said he expected withdrawals to begin immediately. The Prime Minister, speaking at a news conference
primarily focused on the Labour party leadership election (which is almost complete), announced that once the final agreement is
agreed to, he will meet with the leaders of the respective parties to sign the final agreement which would see a hopefully
long-lasting peace in North Dovani. He declined to provide additional information beyond the fact that the negotiations will be
held in Keymon under the supervision of Yingdala as the official neutral arbiter for the World Congress. "It's not like ... this
will bring flowers and roses and doves overnight," said a senior administration official, who briefed reporters on the condition
of anonymity. The next step will be even more challenging: getting the Huhoa, Keobi and Kyo Junta governments – bitter opponents
with sharply divergent views about the future of their country – to reach a peace agreement in a country riven by ethnic
factions.

Rasmussen stated that she hopes that the ceasefire will remain as the respective parties move into the negotiation in Keymon,
whoever some have stated that a settlement with Rang Hong-Yo was the worst decision the Kazulian Government could have made,
whilst other paint a more responsive picture. “No agreement is perfect, and this first agreement between all parties is no
exception," said Auvo Somerkoski, who was the Director for the Directorate for Dovanian Affairs at the Department of Foreign
Affairs underneath Linda Rasmussen. "But it represents the most hopeful step to end the conflict and allow for the North Dovani
people to finally rebuild their lives after years of oppression underneath the Junta government. It ought to be celebrated,
bolstered and built upon to reach a genuine intra-North Dovani peace,” Previewing the agreement last week, Foreign Minister
Knudsvig seemed to concede the peace deal was not a resounding victory but rather a practical way to extricate Kazulian troops
from a situation whereby the Kazulian Armed Forces is no longer needed. “We have to be realistic. We are extremely proud of our
gains, but as the situation stands, it no longer requires the Kazulian Armed Forces to maintain its wartime posture,” she told
reporters during the press conference. “We have taken the opportunity to meet with all sides and put this conflict to rest and
assist the North Dovanian people in their reconstruction efforts.” Knudsvig refused to say what, if any, red lines Kazulia would
set in the intra-North Dovanian negotiations that are set to begin in a couple of weeks. Kazulia will participate in those talks
in a supportive role, with the intention of formalising a peace agreement with the Kyo Junta and supporting the reconstruction of
North Dovani society through proposals to the general peace negotiations. Knudsvig stated that having set aside funds from the
Critical Investment and Stabilisation Fund at the offset of the conflict, she stated that there are potentially going to be
discussions on how the $500 billion is to be dispersed among the post-war society; with talks of a potential consolidated fund
for a post-war North Dovani.

Yingdala Proposes North Dovani Power Sharing Agreement

Members of the World Congress negotiating team discuss possible peace resolutions

The Yingdalan delegation of the World Congress supervisory task force today proposed North Dovani be reconfigured under a power sharing agreement. Such an agreement, theoretically, would allow the Kyo, Huhoa, and Keobi to be politically equal and reduce tensions and other sparks that could lead to conflict.

Although the details of the proposal have not been shared, as they are being reviewed by the WC task force, there are two logical paths it could take. The first is system where each ethnic group shares head of state and government powers in a council, with the lead position rotating among the groups every year. A legislature could be unicameral and allow equal, elected representatives from each ethnic group, or it could take a bicameral form with equal ethnic representation in the upper chamber and proportional representation in the lower chamber.

The second option is where each ethnic group would each permanently hold an office. For example, the Keobi would take the head of state position, the Huhoa the head of government position, and the Kyo the head of the legislature.

Both systems could have temporary international oversight, although the appetite of the North Dovanians for this feature is unknown.

Yingdala, in its hopes to preserve the traditional cultures of North Dovani, is also pressing for each group's traditional governing structure (sub-national chieftancy/monarchy/etc.) to be preserved as sub-national entities under the North Dovani state. In this way, the Yingdalans argue, all of the ethnic groups will feel a degree of representation, increasing stability.

Liang Wen, Yingdala's Ambassador to the World Congress, even delivered a letter from the Son of Heaven to Rang Yong-ho to encourage him to stick to the negotiating table. In the letter, the Son of Heaven relayed a fable from ancient times of a Yingdalan minister who, after having led an uprising against a tyrannical prime minister to save the Son of Heaven, had to kill himself in order to prevent rebels besieging the capital from harming the Son of Heaven, thus the state. Such a message is likely to be a nudge to Rang to do what is best for the Kyo people and not himself.

Peace must come to Dovani.
