Esteemed colleagues and representatives of the Northern Council, I have come here today to voice the opinion of the United Kingdom and its foreign policy. For centuries, the United Kingdom of Lourenne has been a center for unrestricted capitalist exploitation and imperialistic tendencies. our current administration wishes to put away our past and look towards a new future that steers away from agendas of exploitation and militarism.

Today, in the Royal Assembly of Lourenne, a discussion was held over the future of the United Kingdom in the Northern Council. While we appreciate the relationship, we hold with members of the Northern Council, the aims of the Northern Council no longer fit within Lourennais foreign policy. Therefore, The United Kingdom is willing to propose reforms to the Northern Council to fulfill the nation’s new goals, expand its relationship with its allies, and re-purpose the Northern Council that will be accepted by members of the international community.

The United Kingdom proposes the creation of two new councils that will change the goals of the alliance. We believe the Northern Council’s ideology is too militaristic and based on constant aggression. Therefore, we propose the creation of The Council for Diplomatic Affairs. The Council for Diplomatic Affairs (CDPA) would consist of a council of diplomats, ambassadors, and independent individuals who are responsible for speaking on behalf of the alliance when confronted with a possible conflict. The Council for Diplomatic Affairs would examine and analyze the alliance’s diplomatic approaches and options before ever beginning a conflict. The CDPA would also oversee fostering cooperation between member nations and nations about within the alliance. The creation of this new council would expand the alliance’s diplomatic policy and allow peaceful communication with nations that are not a part of the alliance.

The United Kingdom also proposes the creation of The Council for Humanitarian Action. The Council for Humanitarian Action (CHA) would consist of a council of government representatives, individuals from organizations, and independent officials who are responsible for the Northern Council's response to natural disasters, energy crises, and other humanitarian issues. This council would ensure that the alliance is willing to invest and aid nations in the northern hemisphere who are facing unprecedented conflicts, whether they be man-made or natural. The CHA would be the focus of these proposals and would be funded by banks, other financial institutions, and from national spending budgets.

We understand that these proposals are new and could take time to fully develop, however we think it is necessary to re imagine the position of the Northern Council and re-purpose it to ensure it is an alliance that helps cooperate and creates peace. After our debates end, we shall have a vote to ensure that these proposals are enacted. Should the vote fail, The United Kingdom will notify the general council of its exit from the Northern Council. We understand that our friendship with our allies is crucial, however we cannot be part of an alliance that goes against our national values. We hope everyone understands our position. I am now opening the floor to debate on these proposals. Thank you.

We totally agree with the Lourennian representative. I think we tend to get focused on the bad when we could be using the power of this organization for the good of Terra and people that truly need help. I think a unified effort for both diplomacy and humanitarianism could put the NC on the forefront of organizations truly for good one this planet. The new logo designs are also very, very good as well. I think the NC has always had a interesting reputation and I think that if we take these steps this organization will be more united and better than it ever has been. Dolgava agrees and supports this proposal 110%!

We thanks our Lourenne colleague for bringing both of this initiatives forward and we wholeheartedly support the creation of both. We should absolutely have a united diplomatic approach to the world.

The Kingdom of Hutori utilizes three funds for international development, and it would make sense to amalgamate some of these together. Hutori already uses the Hutorian International Development Corporation, the Hutorian Sovereign Wealth Fund privately, the Steuart Foundation spends a lot of money on international aid and development. We could certainly bring the HIDC to bare to spearhead Hutori's efforts in the Council for Humanitarian Affairs, as they have significant experience in handling international development and aid.

Esteemed colleagues and representatives of the Northern Council, I appreciate everyone's efforts to see and understand the perspective of the United Kingdom. We understand that these reforms are extensive and will require resources and capital; however, they will re-shape this alliance into one that is more humanitarian, peaceful, and diplomatic.

Before we vote on these reforms, I'd like to introduce phase two of these reforms. First and foremost, I'd like to introduce the Second Phase of Reforms, which focus on the re-structuring of our alliance, a change in military policy, and a change to our collectives security clause.

First, I'd like to mention a change to our collective security clause. For centuries, the Northern Council has been known for an aggressive collective security clause, which gives us a highly militaristic ideology. We believe that collective security must be an option for nations who choose to join the alliance. Nations who choose to be a part of collective security will have access to military intelligence and be considered "full members" I shall explain this further along. Nations, who do not choose to be a part of the collective security clause, will be still be in the alliance and have access to its benefits, but will neither receive or provide security/ military intelligence. I shall explain this further below.


Second, we propose a reform to the structure of the alliance. Like I explained with collective security, nations who choose to allow collective security will be considered full members and receives military intelligence. Members who decline, will then be considered "Affiliate Nations". Affiliate Nations will have access to the new councils discussed earlier (CHA/CDA), have access to economic cooperation, and be known as members of the Northern Council alliance internationally. We also propose adding "Observer Nations". These are nations who recognize the Northern Council as an international alliance and it's institutions legitimate. Nations who decide to hold peaceful and diplomatic relations with the Northern Council will be known as observer nations.

Finally, we propose reforms to our military strategy. We believe that the Northern Council should focus on military intelligence, reconnaissance, and limited operations compared to increasing military aggression and presences. To re-adjust our strategy we propose that the alliance focuses on expanding military intelligence and data centers to ensure peace and diplomacy in the northern hemisphere is secure and fulfilled. We believe that intelligence and covert operations should be the focus of the alliance, rather than brute military builds-up and action. We also propose that the alliance should strictly be contained to building military bases and refueling centers in the northern hemisphere and within "full" and "affiliate nations". To facilitate this, we propose that funding and resources go towards building and creating strong intelligence networks and facilities. We must avoid mass militarization and focus on diplomacy and increased reconnaissance. These small steps are the difference between peace and a mass conflict.

Members, we understand these are heavy reforms, but we believe they are necessary if this alliance is to survive into the next century. We would like to redeclare that we shall vote on both phases of reforms after our next debate. I open up the floor. Thank you.

We like everything on the whole as it appears, we would ask what the Representative from the United Kingdom defines as the southern hemisphere, and what nations, if any currently, we have major military installations outside of the northern hemisphere. Hutori knows that currently it's southern most base, outside of Northern Council members, are the three joint Northern Council bases we all share in Hobrazia for our Security Assistance Force.

Answering to the Hutorian representative, we understand the confusion. The United Kingdom recognizing the southernmost tip of the Artanian continent as the order between the southern and northern hemisphere. We understand and acknowledge the existing joint Northern Council bases we all share in Hobrazia for our Security Assistance Force and see no problem in those. What this new strategy focuses on is that the Northern Council should remain an alliance focused on security in the northern hemisphere; therefore, the alliance should limit operations in regions far south. This would include military installations and interventions. The focus of these reforms is to try and steer away from spending resources on new installations and militarism and invest them in other things, such as military intelligence and humanitarian aid.

Presumably then we would consider Aldegar the beginning of the southern hemisphere in Seleya, and nations south of the Vorona latitude in Dovani to also be the southern hemisphere. While this may seem like semantics this is just to ensure we keep a united diplomatic approach to nations. Outside of that, as noted before, we support such an initiative. I assume we will be keeping the Joint General Headquarters, and joint units for those full members that are buying into the Collective Security Option?

To answer your previous points Mr. DuPont,

Yes, the Joint General Headquarters, and joint units for those full members that are buying into the Collective Security Option will be maintained and kept as is. We also would like to reaffirm your statements on the acknowledgement of the southern hemisphere and where uour diplomatic efforts, as an alliance, should focus on.

Before I begin an official vote on these reforms, are there any nations in this meeting that still wishes to bring up opinions or other questions?

We are now bringing these proposals for reform to a vote. To recap, a vote is being called to enact the reforms presented by myself and my delegation from the United Kingdom of Lourenne. These reforms will be enacted as soon as a majority is reached in this chamber. Should they fail, the United Kingdom will withdraw from the Northern Council Treaty Organization.
