The Kingdom's delegation to the Northern Council would like to discuss the formation of a multi-national financial institution to cooperate on matters of funding defense research and cooperation, standardization of equipment and the ability to provide grants and loans for defense and security related items. The concept of this "bank" would be to allow members of the Northern Council to better defend themselves, build their defense and security capabilities as well as ensure future success for our own economies and institutions who assist in providing for defense and security.

We agree with the Dorvische proposal. The Northern Council's greatest strength at one point at the seemless way our combined Armed Forces worked together, done from both a combination of our constant joint exercises, but also from the standardization of equipment, ammo and other material. With joint fund, we could ensure that all members of the Northern Council both now and future, would be able to fight on an even strength, with equal equipment and put the Northern Council back where it belongs.

The Dolgavan Empire agrees with what has been said. We are only stronger if we work together to make Terra a better place. To make sure the North stays peaceful and all of Terra for that matter a combined military fighting force would not only make the NC reputable again but we would be a leading organization in Terra once again. A central funding location to help all of our militarizes would make all of us stronger and our capabilities only better. The Dolgavan Empire supports the creation of a central bank to fund this and we welcome this change with open arms,

Honorable members, I am here to represent the new government administration of the United Kingdom. High Chancellor Giltroix has appointed me to ensure that the Northern Council once again begins to guarantee security in the northern hemisphere. We concur with the Dorvish representative over the formation of a multi-national financial institution which will ensure the cooperation between us member nations on matters relating to security and research. The United Kingdom is willing to pour in resources and administration to ensure that this idea is met with success for all nations.

August Members of the Northern Council, I bring to you a number of topics for discussion:

(1) The formal condemnation of Yingdala for what appears to be support or vague approval for the actions of Pontesi and a general discussion on the situation in Pontesi. Dorvik has been asked by the Majatran Security Organization to represent the Northern Council at a meeting regarding Pontesi;

(2) To formally notify the Northern Council at the General Council regarding the intervention in Hobrazia by the Kingdom in order to halt actions that could amount to Pontesi;

(3) The announce that the Kingdom's Supreme General Staff has committed an initial contribution of 1.2b LOD to establishment of a Northern Council defense finance institution. We will need a name for this institution as well as contribution amounts by other members.

Honorable members, we agree with the Dorvish topics at hand. Not only do we believe that Yingdala must be condemned for their approval of the actions in Pontesi, but we believe they must be sanctioned for ever believing the actions in Pontesi could be forgiven or overlooked. As we gather here, the Royal Assembly of the United Kingdom is preparing official condemnations and sanctions against Pontesi, Hobrazia, and Yingdala. We cannot allow those with an honorable standing in the world use their position to shield human suffering all in the name of profits. On all other topics, the United Kingdom would be interested in continuing discussions on the establishment of a Northern Council defense finance institution.

We concur with the representative from Lourenne, we believe that we should begin economic sanctions on Yingdala for their apparent support of Pontesi's actions.

Wolf Merkel, Narikaton and Darnussia's Representative to Northern Council

Narikaton and Darnussia, concurs with these sanctions, yet while we host the talks between MSO and Pontesi we will not place sanctions on Yingdala. This is for the same reason we haven't signed Selucia's sanctions on Pontesi. If we are to mediate between both sides, we cannot side with one of them during the talks.

The Kingdom will keep the sanctions in place but not enforce provisions of them as the Yingdalan government reigns in its behavior in regards to Pontesi.

Dolgava approves of these sanctions put forward by our honorable allies. We think that Yingdala has signed a pact with Satanil and that they must be stopped. We are proud that the Northern Council has stood up to this behavior and we are glad to be apart of a true force for good in Dolgava.
