Noversk Summit (4861)

Postby jamescfm » Tue Dec 15, 2020 12:23 am

In response to continued international tension related to political instability and recognising a shared desire to facilitate peaceful and mutually beneficial cooperation between nations, delegations from the Deltarian Federation and the Kingdom of Dorvik are preparing travel to the Dolgavan city of Noversk for a meeting between top-level officials between both governments.

Journalists, commentators and international affairs experts are already remarking on the likely areas of focus for the summit. At the top of the agenda will be matters related to security. In the past century the two countries have had a tense relationship as a result of Deltarian encroachment into Artania (particularly through their military intervention in Kundrati). Nonetheless the two countries both have shared objectives in the international sphere, highlighted by their shared commitment to protecting Hulstrian and Gao-Soton sovereignty from international aggression led by Endralon.

Elsewhere there is bound to be discussion of economic matters. Potentially problematic for the Deltarian administration will be their decision not to ratify the trade agreement signed between Dorvik and the Majatran Economic Association. The agreement would open up the large Deltarian market to Dorvish goods as well as easing trade barriers in both directions.

Leading the Deltarian delegation to the Noversk Summit will be the President of the Deltarian Federation Shani el-Salam. Alongside her will be Foreign Minister Catalin Manescu, Defence Minister Adela Neagoe, Finance Minister Valentína Šafáriková, International Trade Minister Mihaela Nica and Director of the Cyber Protection and Security Unit Peter Novák.

Prior to her departure for Noversk, Preident el-Salam was clear about her priorities for the summit and told reporters that Deltaria's focus in all foreign policy matters was the peaceful coexistence of all nations and the protection of state sovereignty. Though generally avoiding details, she did make clear that the apparent bilateral resolution of the international tension generated in response to Hulstria and Gao-Soto was a clear sign of how the two countries can work together for the benefit of themselves and the rest of the international community.

Top-level meetings have begun in the Dolgavan city of Noversk between representatives from two major powers of the western hemisphere: Deltaria and Dorvik. Over the next five days, the two delegations will discuss a variety of different topics ranging from international trade and political relations to troop movements and foreign intervention. The immediate trigger for the summit is regarded as being a peaceful resolution of the escalation of tension in Dovani surrounding a new government in Hulstria and Gao-Soto.

Throughout the first day of discussions today, the focus was on setting the terms of future relations between the two countries with both delegations thought to recognise that the two historic rivals have some shared priorities despite their differences in many areas. Central to the efforts of the Deltarian delegation is thought to be securing some kind of commitment that Dorvik will not seek to re-establish a permanent presence in Majatra.

Both sides are said to have been in broad agreement on the situation in Hulstria and Gao-Soto. Though neither is in favour of direct intervention, there was a shared view on both sides that it was crucial to regional and international security that the new government in the country be watched closely for any signs of ethnic-related violence or an indication that they might seek to take action against Ostland- which the new government has declared a central part of the country's territory.

The real test of the summit will be in the next few days as the two delegations move to consider more contentious matters. Deltaria's military presence in southern Artania has long been a point of contention between the two governments, with Dorvik perceiving it as a sign of aggression and an intrusion into their legitimate sphere of influence. Though it has experienced significant decline in recent years, Deltaria still possesses a military base in Malivia at present.
