Greetings states of Dovani! For many years we have been tormented by outside influences that have been seemingly out of our control. Today that ends. Ntoto has drafted the initial draft to the Dovani Pact. All founding states and any eligible Dovani state can comment however it is up to the Founding members to decide whether it stays or goes. We hope that this treaty is the first of many good things to come in Dovani!

Prologue: The Dovani Military Pact is an economic, military and political alliance based on the principles of mutual cooperation, collective security and economic prosperity for Dovani and its member states.

Article 1: The founding states of this alliance will include The Socialist State of Liore, (Liore), the Serene Empire of Utembo (Utembo) and the Democractic Republic of Ntoto (Ntoto).

Article 2: Mission: The Dovani Pact’s mission is to keep Dovani, safe, secure and free. According to the Humans Rights laid out by the World Congress. We shall achieve this by mutual protection, cooperation and friendship to ensure that Dovani stays free, stable and peaceful.

Article 3: The principles laid out in the WC Human Rights Accord are central to the Dovani Pact and we look to uphold those rights for all of our member states. We also look to keep all of our member states sovereign and free.

Article 4: The Dovani Pact shall consist of the following parts, a. General Assembly and the b. Security Assembly. The General Assembly will be where all member states can vote on matters of importance for the Pact and all of its members.

Article 5: The Dovani Pact shall elect new members by a two thirds vote of the General Assembly, they can be vetoed by the Security Assembly by a unanimous majority. Also members are expected to pay over $2 million to be apart of the alliance

Article 6: The Security Assembly shall be made up of the founding states and 2 elected states. They shall convene to vote on pressing matters despite declaration of war and other events. The Security Assembly needs a unanimous vote to veto anything.

Article 7: Secretaries of the Dovani Pact, The Dovani Pact shall have the following members decided by the Security Assembly, The first being the Secretary General - their role shall be being in charge of the activities of the alliance, its operations and making sure the General and Secretary Assemblies are civil and orderly. Next is the Military Secretary, he or she shall be in charge of the Alliance military capabilities such as military exercises, war and other military related activities. The Diplomatic Secretary is in charge of sanctions and representing the alliance in the World Congress and speaking for the alliance to diplomats and the like.

Brothers and sisters, comrades of Dovani, it is a great honor to live in such times where the peoples of our continent may have the strength and courage to take the beginning steps in achieving for our long-oppressed nations independence and solidarity in the face of those who would wish to see us remain on the lowest caste of the international system, and it is my tremendous honor to serve as the chief representative of Liore at this most historical of summits. Throughout my tenure as President of Liore, it has been my top priority to seek for the nations of the East a fair deal in the international system through the promotion of domestic development and self sufficiency, the establishment of regional partnerships and connections between the nations of the East, and the dedication of Liore to the independence and sovereignty of Eastern nations and the rooting out of imperialistic influence from far away powers; and I believe the formalization of a pro-Dovani and anti-imperialist pact between the nations of as a next step in achieving a rightfully strong and totally free Dovani.

Our continent has historically been one used as a playground by empires and colonialists. In the past, nations like Hulstria and Zardugal saw it their right to traipse around our hemisphere and subjugate our people, with Liore falling under the yoke of old Sekowo and our Ntotoan hosts being the captured servants of Luthori. We overcame this direct oppression of our continent and hemisphere and achieved for our nations nominal liberation and freedom. However, since decolonization running even to today Dovani and even our comrades to the south in Temania have not been entirely free from the encompassing influence of global imperialists using new strategies to keep our peoples as slaves and our resources as their own. This neocolonialism takes many forms, from direct interventionism and gunboat diplomacy as we have seen come from Vascania during the infamous blockade of Medina and Liore in 4807 to the more common and indirect form of economic exploitation and domination, as we have seen in Endralon and 3M's operation in Medina in the late 48th century. Apart from the obvious usurpation of Dovanian sovereignty, this neocolonialism has numerous other disastrous effects, including the tying of our economies into the unstable and reckless global capitalist system. Just see the effects allowing ourselves to become too dependent on nations like Yingdala and Deltaria played out in the global economic crash that occurred only a few decades ago. We cannot permit our nations to be subjects any longer, and we must free ourselves from the effects of being the pawns in an unstable international system. To do this, the nations of Dovani must become economically self sufficient and shake their reliance on western capital. We must build for our peoples states and societies beholden to their wills and prioritizing their interests and cultures. We must secure for ourselves the ability to defend our sovereign territories against imperialist threats. And, most importantly, we must create a system of equal partnerships and mutual cooperation between our comrade nations and put to the forefront a dedication to our Dovanian partnerships while not entirely isolating ourselves from the rest of Terra.

In the eyes of Liore, there are a number of core aspects we believe ought to be upheld in a pact between Dovanian states if we are to achieve in the future the dream of a strong and free Dovani:
1. Members of such a pact must be solely from Dovani, making exceptions for geographically nearby nations who share our history of colonial oppression.
2. Such a pact must have respect for the sovereignty of Dovanian nations, not interfering in the domestic policies or dictating the diplomacy of member states.
3. Such a pact must provide provisions for the collective defense of member states from outside threats of force and make contribution to collective defense mandatory except under certain extenuating circumstances.
4. Such a pact must abolish restrictions to trade and commerce among member states except under certain extreme extenuating circumstances where free trade would put at threat the sovereignty or development of member states, and must establish organizations dedicated to assisting with the economic and technological development of member states.
5. Members of such a pact must be treated as equals and mutual members of the pact no matter the economic, military, technological, or political disparity between them. We are, after all, searching for the liberation of our nations from imperialism and not the creation of a polar power bloc.

Finally Liore will share her comments on the draft created by our Ntotoan hosts:
1. On Article 1, we are against the entry of Yingala into this pact, and are not so because of any feeling of ill will towards Yingdala. As stated, we feel this pact ought to be ones between Dovanian nations with few exceptions. We are also wary admitting into an alliance opposed to the political and economic influencing of eastern nations one which has historically been the dominant foreign influencer in southwest Dovani.
2. With regards to the World Congress, we would add that the Pact is committed to the promotion and adherence to all reasonable resolutions passed by the Security Council and seeks to maintain cordiality and cooperation with the World Congress.
3. With regards to the General Assembly and Security Assembly, we recommend combining the two bodies into a single organ with the power of passing resolutions. We see no reason to have the two be separate. We would add to this too that ordinary resolutions must be passed with a simple majority, with certain other matters such as the admittance of new states or the committing of member states to a defensive war require two-thirds support.
4. We recommend also that an article be added to the core language of the draft abolishing trade restrictions between member states under most circumstances, perhaps giving the General Assembly the power to recognize the need of member states to enact restrictions.

I thank my comrades also in attendance for hearing my admittedly long remarks. Through further dialogue and the ratification of a finished treaty, we will secure for Dovani a new regional system dedicated to the strength and freedom of the continent and the hemisphere.

We agree with the honorable friend from Liore. I personally agree with all the point from Liore. We agree that trade limitations should be abolished between member states. Tariffs and such will only hurt Dovani. The point made about adhering to policies put forth by the World Congress is another good point, I believe that we are to uphold the decisions made by the Security Council and that we should follow them. I also agree that we should not include Yingdala. It is nothing personal but Dovani should be able to decide itself for the first time in its history. This alliance needs to be made up 100% of Dovani states. As for the amendment proposed changing the rules so the Security Assembly is abolished, we support this as well.

We thank the Liore Delegation for their ideas, Ntoto supports this draft and the changes that we will make to it!

Let me begin by thanking the representatives from Liore, Ntoto and Utembo for extending an invitation to Tropica to participate in these formative meetings for the "Dovani Pact". Nobody will need reminding that Tropica has experienced the same troubled history with colonialism that ravaged Dovani centuries ago and that continues to be felt in the systemic exclusion of the East from the international sphere. Despite this Tropica takes pride in being a country that has been able to achieve relative stability and prosperity in the post-colonial era.

The current government of Tropica does not believe that we could reasonably commit to a strict military alliance of the kind being proposed in these initial meetings. Nonetheless we stand firmly in support of the objectives of this conference and will be willing to cooperate in any manner that other members feel appropriate. If we might offer some advice, it may be possible to have separate components of the ultimate agreement, such that a country could be economically attached to the Dovani Pact without necessarily being militarily involved.

On the subject of who should be permitted to be a member, we suggest a contextual and historical definition of membership instead of a merely geographic one. Though Tropica and the other countries of Temania are certainly not part of the continent of Dovani, we would argue that our nations have far more in common with the historical experience of Liore than some countries located on Dovani. At they very least we would suggest excluding Hulstria and Gao-Soto, Kazulia, Lourenne and Seko (as well as the aforementioned Yingdala). Frankly we would be sceptical at the inclusion of Dankuk, Ostland or Vorona either. Vascania should be considered in our opinion however we recognise that this will be complex for other delegations.

We agree with all the Liori representative has said. We also agree with the final statement made by the Tropican Representative,s Lourenne and similar nations have no place in this agreement. Instead, we are open to including Temanian nations, as they fit better with what we propose than some Dovanian nations.

I thank the representatives of Ntoto and Utembo for their support for Liore's statements and proposals, I'm sure we will see these incorporated into the final draft of the Pact.

I thank too the Tropican representative for sharing his ideas for the Pact, and Liore concurs with what has been said. A separation of certain components of the Pact would make the prospect of joining more favorable for some nations which may not wish to oblige themselves to military and collective defense agreements. We would suggest that the core base of the Pact be centered around non-military cooperation and the General Assembly while a second organ of the Pact dedicated to military and security be formed with membership being voluntary. Perhaps this military organ could give reason to the existence of the originally proposed Security Assembly.

Liore agrees also with the Mr. William's opinion on membership in the Pact. Being fundamentally an organization of cooperation between post-colonial and anti-imperialist nations, it would make much more sense to allow non-Dovanian but geographically close nations with a history of colonial and imperialistic subjugation to join the Pact and disallow imperialists that happen to be on the continent, though Liore believes some of the nations mentioned could be considered following great scrutiny.

The Liori delegation puts forward the following draft of the Dovani Pact treaty to be considered by the attendees of this conference. We encourage the input and dialogue of our comrades if they find any of our proposals to be in some way problematic.


Liori Draft of the Dovani Pact wrote:Preamble
We peoples of Dovani and the oppressed nations of the East gather united to pledge our commitment to our liberation from the tyranny of imperialism and colonialism. Long have we found ourselves subject to the whims of self interested overlords who seek to exploit our lands, resources, and people in order to extract wealth and enrich their overseas fatherlands, leaving Dovani underdeveloped and scarred, and her people chained and starved. It is for the righteous goal to move past this dark goal of history and create for the continent of Dovani and her nearby brother lands a fair and equitable international system with Dovani as a free and strong entity that we establish the following organization.

Article 1
1) This treaty and the organization created by its ratification shall henceforth be referred to as the Dovani Pact, its founding members being [nations who sign at Kiego] and having discussed and accepted the treaty at the Kiego Conference.

Article 2
1) All nations of Terra may sign the Dovani Pact as observer states, committing themselves to the principles of the Dovani Pact enshrined in the language of the treaty.
2) Prospective member states of the Dovani Pact may come only from the continent of Dovani and certain neighboring continents and non continental regions (e.g. Temania, Rapa Pile). Prospective member states ought also to share the common history of being victim to imperial exploitation, but must not have a history engaging in imperialism or colonialism (e.g. Yingdala).
3) Member states may fall into three categories: Associates, Full Members, and Security Members.
3.1) Associates are entry-level members who may benefit from certain institutions of the Dovani Pact, but may not vote in the Dovani Assembly and may opt out of certain requirements and obligations. Admission requires a simple majority vote in favor in the Dovani Assembly.
3.2) Full Members benefit from all institutions of the Dovani Pact and are permitted to vote in the Dovani Assembly, but must fulfill all requirements and obligations that being a Full Member confers. Admission requires a ⅗ vote in favor in the Dovani Assembly.
3.3) Security Members in addition to being Full Members commit themselves to the mutual defense of fellow Security Members and the guaranteeing of the sovereignty and integrity of all member states. Admission requires a ⅔ vote in favor in the Defense Council.

Article 3
1) The signatories and member states of the Dovani Pact and observers thereof commit themselves to the principles of mutual cooperation and anti imperialism, to the establishment of regional ties and friendships, and to the dismantling of the reigning international system of imperialism and neocolonialism that abuses their continent in common and fellow member states.

Article 4
1) The signatories and member states of the Dovani Pact and observers thereof commit themselves to the principles of national sovereignty and non alignment to any great power blocs in the polar international system. Furthermore, those signatories, member states, and observers recognize the Dovani Pact as an organization of free and equal nations that is not and shall never become a bloc for an eastern world power.

Article 5
1) The signatories and member states of the Dovani Pact and observers thereof commit themselves to the principles of the World Congress and dedicate themselves to the adherence to and the defense of the just and righteous resolutions passed by its Security Council. Furthermore, those signatories, member states, and observers commit themselves to the election to the Security Council nations with a history and/or platform of defending the sovereignty of all nations and dedication to the freedom and strength of Dovani.

Article 6
1) The signatories and member states of the Dovani Pact and observers thereof commit to never engage in offensive military operations against one another, and to not sign any treaty or agreement which would require that they participate in offensive military operations against one another.

Article 7
1) The member states of the Dovani Pact commit themselves to mutual cooperation and regional development through the establishment of free and fair trade with their fellow member states. As such, member states shall abolish all trade barriers between one another as a prerequisite for joining as a Full Member.
1.1) The Dovani Assembly may admit Associates who have not fully abolished trade barriers as Full Members following a ⅔ vote in favor.
1.2) The Dovani Assembly may vote to recognize the need for and endorse trade barriers between member states under certain situations where free trade between members would be harmful to the mutual and symmetric development following a simple majority vote in favor.

Article 8
1) The member states of the Dovani Pact hereby establish a supranational voting body among member states titled the Dovani Assembly.
2) All member states have the right to attend and speak at Dovani Assembly meetings, but only Full Members and Security Members have the right to vote on resolutions.
2.1) All voting nations each send a single delegate to the Dovani Assembly with the authority to vote, and each nation is afforded only a single vote.
3) The Dovani Assembly may pass three types of resolutions: Declarations of Principle, Binding Resolutions, and Charter Amendments.
3.1) Declarations of Principle are resolutions which lend the support of the Dovani Pact to certain statements and ideals. These resolutions require a simple majority vote in favor to pass.
3.2) Binding Resolutions establish and amend international laws, procedures, and institutions backed by the Dovani Pact. These resolutions require a ⅔ vote in favor to pass.
3.3) Charter Amendments are resolutions that edit the fundamental text of the documents establishing the Dovani Pact. Under circumstances where Charter Amendments are being voted upon, Associates are permitted to send a delegate to vote on the resolution, requiring unanimous support from all member states.

Article 9
1) The member states of the Dovani Pact hereby establish an advisory and voting body on collective defense among Security Members titled the Defense Council.
2) All member states have the right to attend and speak at open Defense Council meetings, but only Security Members have the right to vote on motions and have the right to hold closed meetings between only Security Members.
3) Security Members commit to their collective defense and shall use Defense Council motions to sanction military operations within other Security Members at their behest. These motions require a simple majority vote to be passed.
3.1) Once a Defense Council motion sanctioning defensive operations is passed, all Security Members are obligated to take part in and/or support defensive military operations. Under certain circumstances, Security Members may petition for exemption from these obligations and be approved by a simple majority vote in the Defense Council.

The Grand Duchy of Ostland welcome this Dovani Pact as a means to protect ourselves from further aggression from outside entities. Ostland commits itself to joining the Dovani Pact and contributing to the Dovani Assembly and the Defense Council.

Greetings Comrades of Dovani. We applaud Liore's submission. Our dream of a Ntoto document fell with the last government however unlike them who did terrible things to Ntoto Comrade Birom will lead us forward through the principals of Socialism and brotherhood. Let us not doddle on our efforts and let us get this Treaty signed and underway. We see this treaty as out dreams of a Dovani free from terror and westernism realized. We not only support this draft but as Birom's first official treaty he will be honored to put Ntoto into the Dovani Pact as soon as possible. Long Live Dovani!
