Welcome everyone to Eliseborg, Bindeborg here in Davostan. I want to first thank the leaders of Davostan for hosting this summit. Your hospitality has is welcoming and goes above and beyond so thank you.

We are gathered here today because of a common purpose, a common cause; international safety and security. While many similar summits and organizations focus on regional security, the Elisebord Summit and the organization that will come from this summit will focus on security across all continents in Terra. As I look around, I see many friendly faces and I look forward to working with you all as soon as we get everything organized and established.

The Confederate Economic Security Union (CESU) is an international organization with the main focus of promoting safety, security, and economic cooperation with each of its member nations. While we each have different government types and ways of governing, we all share similar ideals when it comes to international cooperation among nations. We are determined to safeguard the freedom, common heritage, and civilization of our people, founded upon civil liberties and the rule of law. What we do as a member of this union will determine the course of history of generations to come. Let us work together towards our purpose, towards our goal of safeguarding our international interest.

Without wasting too much time, I'd like to introduce the initial organizational charter. This charter should be in front of you and you should have a copy in your email that my team sent to you all a few months back. This charter will serve as the foundation of this organization, the bread, and the butter. I will let you all read it right now. If you would like to add onto or take away from the initial charter, please let your corrections be made known to the body.

THE INITIAL CHARTER OF THE CONFEDERATE ECONOMIC SECURITY UNION

Article I ─ Formation & Purpose
Section 1.1 Formation. The Parties to this agreement hereby enter into a written Treaty pursuant to the laws of the World Congress, to set forth the terms and conditions of their undertaking as Members of the Union, and to carry out the purposes of the Union as further described herein, in accordance with the provisions of this Treaty and that laws of the World Congress.

Section 1.2 Name and Offices. The name of the Union is Confederate Economic Security Union. The Union shall be conducted under said name, the name Confederate Economic Security Union. The principal office of the Union shall be in Eliseborg, Bindeborg, Davostan, and from time to time, the General Assembly may establish other offices for the continued operation of the Union.

1.3 Purpose. The purposes of the Union are to:

1. Preserve, protect, and contribute to the global market;

2. Preserve, protect and dedicate to international peace and security; and

3. Preserve, protect and inspire the cultivation of humanity through the promotion of human and equal rights.

Article II ─ Membership
Section 2.1 Initial Members. The original Members of the Union shall be the states having participated in the Eliseborg Summit in Eliseborg, Bindeborg, Davostan in August 4895.

Section 2.2 Eligibility. Application for membership shall be open to any current recognized country with a stable government, which understands and stands by the purposes of the Union as outlined in Section 1.3 of Article I, and, in the judgment of the Union, are able and willing to carry out obligations contained in the present Charter.

Section 2.3 Admission. The admission of any such state to membership in the Union will be effected by a decision of the General Assembly upon the recommendation of the Councils. A nation needs a total of 60% affirmative vote by the General Assembly.

Section 2.4 Withdrawal. Any member may withdraw from the Union by filing a written withdrawal statement with the Secretary-General. Withdrawal shall not relieve a member of unpaid membership dues, or other charges previously accrued.

2.5 Suspension. A Member of the Union against which preventive or enforcement action has been taken place by the Union, as mentioned in Article IX, may be suspended from the exercise of the rights and privileges of membership by the General Assembly. Suspension is granted in a written letter by the Secretary-General. Such letter must be submitted to the Members of the General Assembly and the Member in question. The exercise of these rights and privileges may be restored by 51% affirmative vote by the General Assembly.

2.6 Expulsion. A Member of the Union which has persistently violated the Principles in the present Charter may be expelled from the Union by a 70% affirmative vote by the General Assembly upon the recommendation of the Secretary-General. Each Member of the General Assembly must receive written notice of the proposed renewal at least three (3) months in advance of the proposed action. A Member who has been expelled shall automatically be removed from all operations, with their access to information and facilities, in addition to their exercise and rights of membership, revoked.

Having read the initial charter, with regards to the unwritten portions, the floor is open to offering suggestions to the charter whether that be adding to, taking away from, or changing such languages.

Hello to all respected representatives, we here in Eliseborg, Davostan gives you all the greatest welcome, as we are delighted to be able to host this globally important summit. First of, I would like to address our giant support for the Yingdalan proposal of the "Initial Charter" for the proposed CESU. And for this proposal, we will return with our own thoughts – for what could be added for the articles from IV to X – later on when we know what we want for them.

Second and finally, as a participant nation of this summit, we would like to make an invitation to the Federation of the Deltarian Socialist Republic. Being another of the world's major economies, this summit and subsequent organization will rise to new heights beneficial to all participant nations and peoples with them in it.

Honorable Friends!

The Directorial Republic, first and foremost, wants to express its deepest agreement with the proposals and the spirit of the planned Confederate Economic Security Union, and with a CESU-kind organization, we see that Terra's future is just as beautiful as the view from Eliseborg to the coasts of the Mad Dog Ocean. As the idea of human dignity, human rights, democracy and even the global market itself, being threatened by the Axis of Evil from day to day, its natural and good that a bunch of countries with the means of power want to confederate and preserve what we known as the civilized world.

First and foremost, I think the purposes of the Union must be clear for everyone here:
- Preservation of, protection of and contribution to the global market;
- Preservation of, protection of and dedication to the peace of Terra;
- Preservation of, protection of and inspiration from the human civilization.

These three must be the most important principles for the Confederate Economic Security Union, no matter that we are communist or capitalist, conservative or liberal, monarchist or republican. Global market, because we all recognize that the trade between nations bring prosperity, and complete decentralization of economies would be a disaster for humankind; Peace of Terra, because we all recognize that prosperity and freedom do not existing in wartime, and that human lives are dedicated to live a happy life rather than die in battlefields; Human civilization, because we all recognize that there are basic human ideas, like democracy and human dignity.

Also, we think instead of a Security Council, we shall have various Committees headed by the influential powers of our times. Committees, commissions or councils, whatever they will be called, will not allow single individuals to lead the Union, and instead trying to pursuit a wider form of cooperation and leadership. All committees would consisting representatives from the founding members (namely Endralon, Davostan, Yingdala, Trigunia and Deltaria), but all specific countries would have councils that are usually under their influence through the Commission Chair(wo)manship.

Our proposals exactly:

Goal: serving as the supreme military authority of the Union, organizing common military projects, from training to war.

Goal: serving as the supreme diplomatic authority of the Union, determining the Union's reactions and opinions to the happenings of the world.

Goal: serving as arguably the most powerful committee, inspecting the other three's work.

Delegates,

I want to thank Ms. Sára for the proposals that she put forward. We believe in active participation and appreciate the effort by Endralon for doing their part. Now, in the purpose section of your statement, Ms. Sára, you layout that we must preserve, protect and contribute to the global market, world peace, and humanity. Yingdala agrees with you, however, I have a question on the global market. Some nations may be protectionists, looking to preserve the uniqueness of their market with their cultural norms. Are we going to shut such "ideologies" out of the CESU? Again, this is just a question that must be clarified.

What I want to make clear is, Ms. Sára, is that I am dissecting your proposals in order to get a clearer picture and understanding of what you are proposing. Maybe it's a habit of mine from when served in the Yingdalan National Congress for a little over a decade.

I see that you and the Endralonian delegation have been doing their homework. Especially on the proposed committees. I would, if I may, like to add to the charter an article on "organs" that will lay out the structure of the Union, from the General Assembly to the Secretariat to the individual committees or commissions, whatever the names may be. These committees, as proposed by you, seem to me that the chairmanship is set based on the particular country. For example, if we were to follow your model, Trigunia would lead our security until the charter is amended. Is this what you meant or am I reading into this wrong? Because if I am right, if Trigunia decides one day to leave the Union, we would have to go through the process of amending the charter in order to pick a new Security Chair and then appointing and voting on such appointment instead of holding a simple appointment and vote.

When it comes to committee chairmanship, however, I think that the Secretary-General should appoint people to those offices. Now, I am more than certain that the Secretary-General, who is appointed by the General Assembly, would appoint committee chairs based on the strong suit of the individual nations. This will help streamline the business of the General Assembly as well as the Union itself.

Another thing on the committees, I think that it would be best if each nation, just like the General Assembly, appoints and sends no more than five representatives to represent their nation on the individual committees. These individuals, with the exception of those who sit on the General Assembly, will be considered "contract employees" of the CESU and paid out of the approved budget.

Continuing on, I'm a sucker for names. The committee names need to be, in my opinion, marketable. So, we can't market the CESU Security Committee or the CESU Diplomatic Committee. What if we change it up and go for something like the Confederate Security Union (CSU), the Confederate Diplomatic Affairs Union (CDAC), or the Confederate Financial Union (CFU). It's marketable and easy to remember. Therefore, when your country's news media write articles or do stories on the CESU, they can easily refer to the specific committee, in turn, this also refers to the organization. Now, the name of the inspection committee should change to the Confederate Audit Union (CAU), allowing them to audit the various "organs" of the CESU as well as the finance and accounting.

Sounds like a lot of rambling on my part, but we want to get this right the first time. The most important discussion hasn't been brought up yet and that's on the funding of the Union. How do you all, my fellow delegates, think the Union should be funded? Should we do a percentage of our GDPs or have a flat rate across the board? My team and I are leaning towards a funding level that is equal to 0.1% of your national GDP. So, Yingdala would be investing $13bn LOD annually, or ¥275bn INS annually. That will continue to change the funding for each nation over the years as your economy grows. Now, if 0.1% of your GDP is too high, we can go at 0.05% or just a flat rate of $1bn LOD.
