The State of Beiteynu has taken the points on the MEA/MA into consideration. We will revert as soon as possible with our viewpoint(s).

Mr Ġwakkin Degiovanni, Representative of Cildania:

Regarding the issue of tariffs, we agree broadly with the representatives from Jakania and Zardugal. In most areas, the aim should be tariff-free international trade. Nonetheless countries must be allowed to impose tariffs in certain industries that are strategically or culturally important. For example, it would be extremely damaging to the historic Cildanian wine industry if cheap, low-quality imports from Deltaria were allowed to flow freely into the country.

On the court system, we agree with the Zardic representative. No international court should be able to overrule domestic courts. If some kind of court is going to be created, the scope must be limited to international trade. Certainly there can be no suggestion it becomes involved in nebulous concepts such as human rights.

First Minister Valentin Hovicky, Deltarska Republika:

Deltarska Republika thinks although the task is difficult we might want to again look at what might be possible to form between us in the way of an economic association. Deltarska Republika approaches this subject with quite a bit of flexibility and a memory of its past mistakes. It seems to us a generally tariff free zone in Majatra is desirable with exceptions which may well be necessary is achievable. It also seems to us some out of date arrangements entered into by our predecessors in the MEA and MA should be renegotiated with a view to termination.

Following direct talks with the Deltarian Government, we find ourselves in general alignment with the Deltarian representative's statement on proceeding with the talks on the Majatran Economic Association. Please allow us for some time to reinvigorate the conference on our end.

First Minister Valentin Hovicky, Deltarska Republika:

We are happy to see the interest of Beiteynuese Medinat in reviving some form of the Majatran Economic Association or Majatran Association. Our basic thinking is we should start off simple with something such as tariff free zone for all members except for any industry actually designated by a member. Beyond that some actual provision for convening the organization to consider problems and ideas should be in place. Likely naming a chairperson for a while would suffice.

Our own view is that our focus should be economic cooperation not political reform. As a nation that experiments with many forms of government, we prefer that approach; however, we are not averse to there being standards set for membership as has been the case in the past.

There are a number of other things we could do together but we believe we should find a place to begin.

Tagathonika Eksazeno, Under Secretary of Foreign Affairs for State Building and International Cooperation, Zardic Federation

The Zardic Federation would have greater interest in the development of a supranational union in the similar vein of the older Majatran Union or, as we propose, a Majatran League. In addition to the supranational component we believe that it has an additional economic component of the Majatran Economic Association as a sort of "opt-in". We propose that we utilize a model similar to that of other historical Majatran supranational organizations.

A Secretary-General at the top of the organization that is elected/appointed by the Council of the Majatran League. The Council of Majatran League is comprised of heads of state/heads of government (depending on government type) and their permanent representatives and elect or otherwise appoint the Secretary-General, who represents the organization, we can even do a rotational Secretary-General post and the organization could start small and develop overtime. As a component of the wider Majatran League we can have the Majatran Economic Association as an opt-in component of the Majatran League.

We could further address the creation of other organs of the Majatran League such as a Majatran Parliament, greater free trade areas, etc as decided upon by the Council of the Majatran League.

Foreign Minister Dominik Prokop, Deltarska Republika:

In the event we are able to relaunch the Majatran Economic Association (MEA) or Majatran Association (MA), its successor, there are two loose ends we really ought to resolve. They are trade agreements made by the MEA with the Kingdom of Dorvik and Yingdala. Both call for the MEA to sell oil.

Deltarska Republika believes two of our three largest Majatran oil producers have made separate arrangements to obviate any liability they may have. Also we do not believe the third is supplying oil through the MEA either.

Clearly these two arrangements which once were of benefit are now obsolete. It seems to us we should terminate them in a proper and orderly manner rather than just treat them as inapplicable because they are ancient.

Deltarska Republika seriously believes there are real advantages to regional economic cooperation and that we should make another effort to try and bring ourselves to work together. A little. Not surrendering our sovereignty to some mythical economic entity or making economic war on anybody but a little cooperation.

Such as a free trade zone of course excluding some protected industries. And maybe even a place such as an exchange to say this is our product, arrange for delivery here. We just got back in the electric tractor business. Would be great to say come and get them unless you want to use nothing but petroleum based fuel.

At any rate, really believe we should try again.
