Though Jakania remains out of the two organisations, I would like to express our willingness to join MSO if an effort to revive it would be made. Previous Jakanian governments' objection was to primarily Article 3, which declares that MSO will strive to promote democracy in Majatra, an ambiguous article for a defence pact. It is our position that it must be reviewed collectively.

On the other hand, we do not plan to join MEA in its current form, which restricts economical independence of individual countries.

We share the position from Kafuristan in rotating the MSO's leadership between its members. The State of Beiteynu also concurs with the statement from the representative of Jakania pertaining to the MEA. Let's focus the discussions at the MSO, for the time being.

We'd be prepared to step forward and help re-organize the MSO as a whole, we have some proposals:

The Majatran Security Organization (MSO) is renamed to the Majatran Security Cooperation Organization (MSCO);
The Secretary-General of the Majatran Security Cooperation Organization rotates among active members of the MSCO;
The General Assembly becomes the Majatran Security Cooperation Council (MSCC) and each nation sends 1 Permanent Representative to the MSCC to provide oversight and direction to the organization;
The Majatran Security Division (MSD) becomes the Collective Majatran Response Force (CMRF) and is composed of military police or security forces dedicated to peacekeeping throughout the continent;
Article 1 permits nations to provide aid and material in lieu of joining in an armed conflict;
Article 3 is altered to focus on allowing members who are on the continent of Majatra, willing to engage with the organization and provide support to the organization;
Article 3 removes references to democracy and changing to "...responsible government as proscribed by respective nation's peoples."

Our comments on the proposal by the Zardic Federation:

We prefer that the name remains Majatran Security Organization (MSO).
As such, we prefer that the Majatran Security Cooperation Council (MSCC) is rather named Majatran Security Council (MSC or MASC?).
Thus, we are in favour on amending the General Assembly into a Security Council consisted of 1 permanent representative from each member.

We propose that the Secretary-General of the MSO rotates between active members every 25 years, instead.
How would such a rotation - regardless of the term's duration - take place?

We would prefer that the Majatran Security Division (MSD) is instead named Majatran Security Force (MSF or MASF?).
Though not explicitly stated in the treaty, we oppose the participation of military policy or non-military entities in the MSF.
We propose that the MSC be able to veto the Secretary-General's use of the MSF and remove them from the position by a simple majority, or at least 2/3rds (not unanimous as it's currently stated in the treaty, as per our understanding).

We agree with the proposed amendment of Article 3.

I have been tasked with replacing the Secretary of Foreign Affairs while she attends other business.

In relation to the proposals by Beiteynu:

1) We're firm in supporting, as it appears Jakania is the re-naming of the organization to the Majatran Security Cooperation Organization.
2) I believe we should avoid using "Security Council" due to the World Congress and its presence in world affairs, I think it would generate some confusion and we should avoid it.
3) For rotation perhaps every 10 years versus 25 years. A simple rotation would occur, nations would be informed of the rotation on a basis of name (starting with A and moving to Z, making provisions for inactive nations being excluded).
4) We maintain our support for the Majatran Security Division (MSD) becoming the Collective Majatran Response Force (CMRF) and is composed of military police or security forces dedicated to peacekeeping throughout the continent.
5) We agree that whatever the General Assembly becomes should be able to veto the use of the CMRF as authorized by the Secretary-General.

1) Might we inquire as to the purpose for the addition of the word "Cooperation"? We feel it might diminish the organisation's purpose.
2) Agreed.
3) We agree with the rotational system proposed. We will however continue to support the 25 year term.
4) Same question for the use of the word "Collective" as 1. Also, our apologies for the lack of clarity. We agree on the military police but disagree on the abstract definition of "security forces", which might set a precedent for the use of non-military forces. The MSD should only be consisted of military personnel.

Dear representatives. Deltaria has formally entered the Hashim Conference and hereby seeks to take an active role in reviving the MA and MSO. Both organizations have been of vital importance to the region as they have brought stability and peace. With them gone, we have already seen flared up tensions especially in Solentia. Therefor we believe that these two organizations could strengthen Majatra and create a powerfull bloc capable for competing with other global powers and on the international market. As the founder of both organizations we recognize some changes might be necessary and, to start of with the MSO, we propose the following.

1. A rotational Secretary-General that rotates every 5 years between member states, responsible as the face of the MSO and the individual that acts as a mediator between member states (OOC: The Secretary-General is rotated between ACTIVE members)

2. A "Majatran Security Council" consisting of the Defense ministers from all member states that give direction to the secretary-general, discuss MSO matters, enact MSO policies and give out statements to foreign entities

3. A "Quick Reaction Force" consisting of 1 regiment per member states that can be deployed by the MSC through a majority vote, particularly in crisis situations. This QRF would be kept on the highest readiness and would be commanded by a rotated commander in a similar fashion as the Secretary-General.

The basic provisions of the MSO could remain the same, these being:
-Member states pledge to come to eachothers aid when another member is attacked (a attack on one is a attack on all)
-Member states pledge to defend democratic values and project those values towards others
-Member states pledge to commit to a fruitfull cooperation between one another

As Deltaria we propose these changes and seek support from the others in this conference, that way, we can restart the MSO and start the likely thorough discussion on the MA
Just to be clear, a weakening of the MSO its core principles will invite outside powers to mingle in Majatran affairs, something we seek to avoid. Therefor, the key principles should not be messed with.
