Esteemed collegues,

In reviewing the original 4704 agreement and in alignment with the principles of equal and shared leadership behind the MSCO's reinvigoration in the 20s, we have prepared a draft to a potential amendment of the MEA, available here.

Major points of the amendment:

1. Automatic rotation in leadership, incl. a simplification of the processes of the Council and the Director-General.
2. Less capital commitments by member states and an additional proviso that sees unused funds be returned to member states every year.
3. No agreements will be possible with the entirety of the MEA by specific states, to ensure the association's mandate of equality amongst member states.

Point 3 will result in the termination of the Dorvish (and Yingdalan) agreements with the entire association.

We look forward to the feedback and input.

The 4704 MEA agreement was not a bad document so amending it seems like a good idea.

The three proposed amendments seem workable although it is possible the third should say, "... possible without the entirety...," instead of, "... possible with the entirety...." We could certainly be mistaken.

With respect to the two agreements to be terminated, it is our understanding that Dorvik has agreed to withdrawal of two oil producers since it is now producing oil itself while Yingdala worked out a separate agreement with the only oil producer performing under that agreement.

The Majatran Pharmaceutical Network (MPN) was formed by the MEA as the result of a dispute with the pharmaceutical conglomerate 3M. When the MEA went into decline, MPN was made independent of MEA. MPN still exists, and while it is run by a self perpetuating board of directors, any MEA member may name a member to its board.

We thank the representatives from Zardugal and Deltaria for expressing their positions. We believe it might be prudent to amend or introduce 1 proviso with regards to agencies and established networks such as the MPN. These are vehicles of intergovernmental support generated and maintained out of the principles of the MEA, intended to supplement Majatran states. It might be worthwhile to bring the MPN back into the association's fold, as well.

This Treaty, officially known as the Majatran Economic Association Agreement, or henceforth referred to as the "Agreement", is an amendment to the Establishment of the Majatran Economic Association of 4704, as formed during the Hashim Conference in Yishelem, Beiteynu, post 5381.

Signatory Nations as recognised by this Agreement, in alphabetical order and in par with the rotational mandate:

Upon the ratification of this Agreement, Signatory Nations, henceforth referred to as "members" or "member states", will be bound to the following articles and provisos:

ARTICLE 1
MEA

1.0.
The Majatran Economic Association, officially abbreviated as the MEA, is an economic pact under which members pledge to pursue prosperity and sustainability across the continent.

1.1.
Member states must be located on the continent of Majatra, willing to provide support to the association and committed to the prosperity of the region.

1.2.
No agreements can be struck with the entirety of the MEA; member states are encouraged to pursue their own agreements with other states independently.

1.3.
Member states agree to support economic partnerships, pursue joint investments, avoid imposing double taxation on common transactions and impose no tariffs in trade between them.

ARTICLE 2
MEAF

2.0.
The Majatran Economic Association Fund, officially abbreviated as the MEAF or Fund, is a treasury of capital from member states.

2.1.
Member states must contribute a minimum of 50M LOD to the MEAF every year; any remaining capital will be appropriated back to member states every year.

2.2.
The MEAF can only be used for the development of supranational projects and not long-term maintenance.

ARTICLE 3
MEAC

3.0.
The Majatran Economic Association Council, officially abbreviated as the MEAC or Council, is composed of 1 representative from each member state.

3.1.
The MEAC is headed by the Director-General, whom rotates between active member states every 15 years, and is responsible for managing the MEAF.

3.2.
The MEAC can veto the use of the MEAF and/or remove the Director-General, with a 2/3rds vote between active members.
