We support remarks by the representative of Beiteynu regarding the use of non-military forces. We maintain our position that the name change proposed by the representative of Zardic Federation is more desirable, but we can compromise on that. Regarding rotation terms, we propose 15 years as a compromise.

We would like to present a draft agreement based on previous discussions and expect feedback from other esteemed delegations.

Article I "MSCO"
1. The Majatran Security Cooperation Organization, abbreviated officially MSCO, is a defence pact which its members pledge to defend each other when a member state is attacked.
2. Member states must be located on the continent of Majatra, willing to provide support to the organization and committed to the stability in the region.

Article II "CMRF"
1. The Collective Majatran Response Force, abbreviated officially CMRF, is composed of military personnel from member states. The CMRF is tasked with peacekeeping throughout the continent.

Article III "MSCC and the Secretary-General"
1. The Majatran Security Cooperation Council, abbreviated officially MSCC, is composed of representatives from member states and tasked with providing oversight and direction to the MSCO. Each member state can send one representative to the MSCC. The MSCC has to vote unanimously to adopt resolutions.
2. The MSCC is headed by the Secretary-General, whom rotates between member states every 15 years. Secretary-General is responsible for coordination between member states and chairing the MSCC meetings. The Secretary-General may request the use of the CMRF for peacekeeping purposes.
3. The MSCC can veto the request to use the CMRF with a simple majority vote. The Secretary-General can be removed from the position by the MSCC with a two-thirds vote.

We are very much encouraged by the progress being made on a Majatran security treaty. One thing we might consider as far as rotation is concerned is have an actual affirmative action necessary indicating willingness to serve. We are planning to support a Majatran security treaty in any event.
