MEANING OF ALLINK TREATY

Auxiliary Presidential Palace, February 22, 5416: After a meeting with the National Security Cabinet at the Auxiliary Presidential Palace, President Ludvik Benes was asked by ZLATENICO OKO what was the significance of the National Assembly ratifying the Allink Command Agreement, and he responded:

It gives the Collective Majatran Response Force (CMRF) of the Majatran Security Cooperation Organization (MSCO) and all members of the MSCO an extremely important means of knowing what is in the Sea of Majatra, Migrant’s Pass, the waters approaching them and the coast of Majatra. Extremely important. Some say the most important. Even so, we are employing other means since relying on one alone is rarely the most prudent course.

It also puts pressure on the MSCO to have a permanent location for a CMRF headquarters so it can be a proper intelligence and communications center rather than a temporary set up for the current CMRF commander. Vice Admiral Stefan Stolojan is operating the CMRF from temporary space in Home Fleet Headquarters in the Port of Ludmelnik.

Obviously, Moledet Medinat or Deltarska Republika could set up such a headquarters but there are certainly better locations. Pontesi, Barmenistan and Selucia to be precise which are close to both the Sea of Majatra and Migrant’s Pass. It also would be good if another nation had a chance to receive payment for housing, heating, cooling and lighting the buildings involved and supplying employees.

Asked by ZLATENICO OKO if a great deal of mistrust had to be overcome between Deltarska Republika and Moleedet Medinat, the President replied:

Quite a bit. You know as well as I do there are those in the Terran Remediation Agency who believe as divinely revealed truth that our Joint Command Staff receives its orders from the Konig and Kaiser. Conversely, there are denizens of the Admiralty who as firmly hold the Kohav expects the MSCO to report to the Deputy Assistant to the Vice Chief Janitor in the Medinat Department.

So yes there is mistrust. But our Council of Ministers and I truly think the government of Moledet Medinat wants the MSCO to succeed and that it is convinced that we do too.

MSCO AEWCS AIRCRAFT PROJECT BEGINS

Defense Ministry, July 21, 5416: Facilities at Radnik Technologies in Nadejdeni are being extended so that work on a new early warning command and control aircraft can begin. It is designated the MAEW (Majatran Airborne Early Warning & Control) and will be available to all members of the Majatran Security Cooperation Organization (MSCO) to purchase or build. MSCO is sponsoring this project to promote aerial patrolling of Majatran territory and waters.

Along with Radnik Technologies, Biraero is the other lead developer. Consultants from Lourenne, Kundrati and Dankuk have been brought in by Biraero. It is hoped some other members of MSCO will also send consultants to lend their expertise as well.

Radnik Technologies has focused on a combination of logistical and command and control aircraft ranging from transporters to Command and Control aircraft and aerial refuelers. One of ts products is the A – 50 an aerial early warning command and control aircraft.

Biraero is a Beiteynuse firm that worked with the long established istalian aircaft contractor AUDISS to produce the IBAE - 400 for early warning and command and control. Later Biraero produced an updated model with Sato, the IBAE - Phalcon.

It is expected that facilities can be operating quite soon and a prototype ready by year’s end.

MSCO AEWCS READY

Defense Ministry, July 21, 5418: Defense Minister Kresimir Metijevic announced that the Majatran Security Cooperation Organization (MSCO) project to make available to all MSCO members an early warning command and control aircraft (AEWCS) has come to fruition.

The prototypes of the aircaft designated the MAEW (Majatran Airborne Early Warning & Control) were devloped in Nadejdeni by Deltariia’s Radnik Technologies and Beiteynu’s Biraero, the other lead developer, with assistance from consultants from various nations including Lourenne, Kundrati and Dankuk.

The airplane itself was largely following a Radnik Technologies design while the AEWCS was really an improvement of previous Biraero work.

With the prototypes completed and flight tests conducted, production can begin in about 4 months. Orders may be placed with the Office of the Secretary General by MSCO members notifying him at the MSCC. MSCO members may also in like manner be licensed to produce the MAEW by MSCO, Radnik Technologies and Biraero with assistance setting up provided.

The MAEW’s (AEWCS) system was developed for intelligence to maintain air superiority and conduct surveillance. It uses an active electronically scanned array as phased radar consisting of transmit/receive modules making an actually rotating rotodome unnecessary. Randomizing frequencies with short scan rates make detecting and jamming hard as well

The MAEW is driven by 4 turbofan engines with maximum speed of 900 km/hour, range of 4400 km’s and a ceiling of 13,000 meters. The wingspan is 50.5 meters.

The Defense Ministry’s Defense Agency for Procurement and Research (DAPR) has been authorized to purchase 6 MAEW’s.

CASINO AT ASW HQ

Presidential Palace, January 19, 5420: Branovica, home of the Federal Navy’s Anti Submarine Warfare (ASW) Command, looks like it will soon be the site of a luxury hotel and casino running buses from the naval base and its air support facilities and from the downtown area to the casino.

Alazindar Commercial Inns has for many years been operating hotels in our larger areas for business travelers. Learning at a convention for business hotel managers in Ludmelnik that the govenment might be interested in having some port casinos, it conferred with Royal Oasis, an international casino management company specializing in luxury theme hotels with casinos, which agreed to put together a proposal.

The upshot is that today President Ludvik Benes announced Central Bank will guarantee loans by Ampheria Bank and Deltaria United Bank for start up funds to Alazindar Commercial Inns for constuction, hiring, furnishing and equiping a luxury hotel and casino in the home port of ASW Commad, Branovica, to be called The Treasure Chest.. The loan guarantee will be based on funds appropriated to the Ministry of Trade and Industry. Royal Oasis will operate the hotel itself including its restaurants, shuttles for shopping, tours and access from ASW Command and the airport.. Amalgamated Consolidated Gaming, an international casino operator, has been approved for operating again after cleaning out its money launderers and will be handling the slot machines and gambling tables.

Dvornachek, Braunschweiger, and Ptacek are handling the loan closing instructions, mortgage, financing statement, security agreement and filing for recordation.

The Treasure Chest theme will be reflected in waitresses and waiters wearing garb suggesting piracy as will reception and casino staff, ,porters and bartenders as well as decorations suggesting the same. Hotel buses will not only bring military personnel from ASW Command but bring guests there for tours. Tours of the Civil War Museum of the old historic section with massive turreted mansions and for down shopping will be featured as well. An artificially produced white sand beach and outdoor and indoor pools will be available.

Initially there will be a famed magic act in the evening alternating with acrobats for family guests since military personnel are expected to be more interested in gambling, drinking, partying and the buffet. Government managers considering conferences at he Treasure Chest will be happy to know there will be a very overpriced restaurant with Canraillaise cuisine and wine.

Saša Kavran announces creation of "Democratic Coalition"
June 18th, 5420

Cachtice: Former actor Saša Kavran has announced the creation of his own political party called the "Democratic Coalition", seeking to challenge the one-party rule of the current Deltarian National Party. His new party will advocate for Liberalism, Federalism and Deltarian Nationalism with Kavran having been politically active during his years as actor as well and through it having gained an interest in politics. He has been openly critical of the DNP its rule, praising its market-based policies but being critical of its globalization efforts. Specifically Deltaria its stance on Majatran affairs and the lack of "Deltarian pride" in policies has been a point of criticism by Kavran. In his manifesto written one year ago, Kavran calls for a return to federalism to allow "regions to determine their own policy and elevate these policies easier, making our government more flexible." He sees such a federal structure under a parliamentary system, stepping away from the relatively strong power the president currently has. He is seen as a liberal, often advocating for progressive social policies.

This mix of Deltarian Nationalism and Liberalism is likely to be seen in Kavran and his new party's policies. Polls seem to suggest that the new DC has traction amongst voters who are seemingly tired of the near unchallenged rule of the DNP. But even with this traction the DNP retains a strong core base of voters, potentially unwilling to move to another party. Kavran has picked Bogdan Zdravkov Tsankov (nicknamed "The Bull") as the DC its presidential candidate with Tsankov coming from the Dissuwan minority in the country. The Bull was once the personal bodyguard of Kavran and seen as a loyalist of the actor. Elections are scheduled to be held in 1.5 years time.

DELTARIA LOOKING AT THREE TREATIES

Foreign Ministry, October 19, 5420: ZLATENICO OKO asked Foreign Minister Irena Vranjic what was going to happen to the treaties being examined by the National Assembly and she replied:

Expect Malivia treaty to be submitted and ratified. Malivia is a traditional ally of Deltarska Republika so most likely no objections. It was held up because it was requested the same time as the other two.

The Terran Times treaty is going to be approved but it is on a slow track since Beiteynuese documents always have some little quirk that we would prefer was different. Foreign Ministry reviewers will find it and then we can move on.

The Bier Qassem Protocols are another matter. We are undecided on whether we really want to be locked into as many prescribed legislative provisions as are required for ratification. We very much do respect the direction Badara is taking on becoming green and see the necessity for us to do more. There are many who want to ratify to support Badara but a likely reason this will not occur is we have no reason to believe we can reach 60% green energy in the foreseeable future.

NEW TRANSPORTS FOR FEDERAL AIR FORCE

Defense Ministry, September 11, 5425: Two ideas presented sometime ago to the Joint Command Staff led to a directive to the Defense Agency for Procurement and Research (DAPR) issued by Defense Minister Kresimir Metijevic to develop an aerial troop transport that can be used for troop transport and airborne operations. The Federal Army has been wanting more air transport for its combat troops and less emphasis on sea transport and been wanting better paratrooper transports.

DAPR learned from Radnik Technologies, which produces the Il – 76 and An -12 transports, the Il – 78 aerial refueling tanker and the A – 50 and MAEW aerial early warning and command and control aircraft, that it was developing from its Il – 76 frame an improved model that would seem to meet the needs of the Federal Army. Several months ago, a prototype was developed and contract negotiations began.

DAPR is proposing to the Defense Ministry and Joint Command Staff that 30 Il- 76 – MD 90A’s, as they have been designated, be purchased from Radnik Technologies with delivery beginning within 8 months and being completed within 52 months.

ZLATENICO OKO has learned that Defense Minister Metijevic has appoved the purchase on the recommendation of the Chief of the Joint Command Staff.

The Il – 76 MD 90A has a length of 46.6 meters, a height of 14.76 meters an a wingspan of 50.5. It has a crew of five and a maximum takeoff weight of 210 tons. Its glass cabin has eight multifunctional crystal display modules in its aircraft master monitor display.

The Il – 76 MD 90A can carry 126 paratroopers or 145 troops in a single deck arrangement or 225 in a double deck arrangement. It has the capacity to instead transport 114 infured persons. Its aerial delivery system can drop parachutists from as much as 8000 meters at a speed of 220 to 400 kilometers per hour. Equipment may be dropped as well although at lower altitudes. Under ladder devices, roller ways and winches facilitate loading.

The Il – 76 MD 90A has four turbofan bypass engines powering it to 850 cruising speed with a range of 8500 kilometers and a ceiling of 12,000 meters.

R -24’S SENT TO MIGRANT’S PASS

Presidential Palace, April 15, 5427: At a meeting of the Council of Ministers, a recommendation originating in the Admiralty Office was considered and ordered implemented.

Three squadrons of our R-24 multirole bombers armed with antiship missiles will join the Migrant’s Pass Naval Group and operate from the Himmelshtern Beacon of Hope where the Auxiliary Headquaters of the Majatran Security Cooperation Organization’s Collecive Majatran Response Force is located.

These Three squadrons will be on temporary assignment from the Federal Air Force.

DELTARIA SHIFTING FOCUS

Foreign Ministry, August 19, 5428: ZLATENICO OKO asked Foreign Minister Irena Vranjic if rumors were true that a policy shift was in the works, and she replied:

Think it is fair to say we have some new ones. Prior to the most recent period of decay, we had a number of operative treaties and trade arrangements. Think it is clearly time to see if any of these can be revived and, for that matter, if some new opportunities have arisen. We are broadening our focus. We are not trying to run anybody else or looking to be guided by another nation.

Asked by ZLATENICO OKO why the Artanian Union (AU) – Majatran Security Cooperation Organization (MSCO) talks on Migrant’s Pass fell apart, she responded:

We were not involved in the early discussions, and so we can hardly say definitively. There was an underlying reason. The MSCO is a security alliance not an economic organization. Although much of the impetus to get the AU actually launched came from the military cooperation in Ikradon’s civil war of three of the four Artanian nations with recognized military capacity, the AU is not a national security organization but more of an economic initiative. So any agreement would have needed to get past that difficulty. Which of course could be done. But there really seems to have been neither the will nor the desire to get past that difficulty.
