Skala Ocel, our biggest steel producer, is still nationalized. Under our system this may continue or it may change. The government has been looking at a loan proposal from Skala Ocel for a spinoff private company most of the personnel and assets of which are currently in its Arc Electric division.
The government is approving the proposal and will lend through the Central Bank start up loan funds for Ushalande Electric Arc Company with headquarters in Stefannesti. The loan funds will be from the appropriations to the Ministries of Science and Technology and Trade and Industry.
The government is approving the loan because use of arc electric technology should reduce carbon emissions. Rather than using basic oxygen steelmaking technology, the steel manufacturing plant will use electric arc furnaces powered by clean energy to reduce the carbon emissions that occur when the carbon percentage present in the iron ore and scrap iron is reduced and impurities such as nitrogen, silicon, sulfur and phosphorus are removed. Depending on the type and grade of steel desired, certain amounts of manganese, nickel, vanadium and chromium are added to the liquid iron alloy.
