SECURITY FUNCTIONS MERGED INTO STATE SECURITY MINISTRY
State Security Ministry, August 17, 5119: The State Council of the Government of the Son of Heaven met today to consider how, in the wake of the 5097 reorganization, espionage and internal security should fit into the structure of the government.. Appropriate counter intelligence, secret police, espionage and cyber security officials were present to respond to inquiries.
The Foreign Minister, Li Yu-Xuan indicated he thought currently these activities were done in agencies reporting to the State Security Commission (SSC). He believed it could be made explicit that they should be directly responsible to the Secretary general of the SSC. Defense Minister Wang Xin – Yi pointed out that military intelligence compiled by Armed Forces was shared by the Supreme Command Staff with the Secretary General of the SSC.
Prime Minister Zhao Hui-Fen asked the security officials their opinion and they all responded (as if rehearsed?) that it would be best for them to report to one responsible government minister not an amorphous blob like the SSC. The senior counterintelligence official recounted an incident elsewhere of intelligence operatives allowed to operate independently making their own foreign policy and starting a war only they wanted.
Accepting this premise, the State Council discussed to whom should they report. Finance Minister Gao Meng-Yan said she thought they could report directly to the Prime Minister. The Prime Minister saw how this could work but thought it would be much better for another minister to handle this. Foreign Minister Li said the Foreign Office should focus on the official channels not include back channel intelligence gathering in its mission.
The Beacon has learned that Defense Minister Wang suggested reconsolidation of the functions of the Public Security, Internal Affairs and State Security Ministries into one State Security Ministry under Internal affairs Minister Chen Hao-Yu and this idea was agreed to by all once it was clear from Foreign Minister Li that ambassadorships were available for redundant ministers.
State Security Minister Chen
