DEFENSE PLANS

Defense Ministry, January 19, 5271: With the Anti Submarine Warfare (ASW) plans largely in place, Monsoon sources say the Defense Ministry procurement focus is going to shift elsewhere. The experience of the Third Solentian Civil War indicates three areas that ought to be addressed.

First, the Kafuri Majatran Army (KMA) needs more helicopters. Second, the Kafuri Majatran Air Force (KMAF) has some aerial transports but only with the recent joint venture between Publik Aeronautics and Kafuri Defense Enterprises (KDE) has the State Armaments and Procurement Committee (SAPC) been able to purchase them domestically. An amphibious landing was considered for marines and the need for naval troop transports was highlighted although the mission was scrapped for other reasons.

The Defense Minister and Chief of the General Staff want a Transport Command set up. The KMA Commander in Chef and KMAF Commander in Chief agreed it should be built around existing KMAF assets.

As far as helicopters for the Army, Terran Majatran Helicopter Company (TMHC) can produce TMHC Lynxes that could fill most of the needs but the feeling was SAPC should see what it could buy abroad as well.

While the Kafuri Majatran Navy (KMN) has no current access to purchasing Tu 142 MZ ASW aircraft, it is believed ASW Command is in good enough shape with its existing assets to fulfil its mission and planning for other needs should proceed. The general mission is resisting invasion; accordingly developing an anti ship land based naval air wing and augmenting our anti ship and anti air frigate assets should be emphasized. SAPC should also look into acquiring some troop transports for the KMN. The KMN is not recommending getting into the submarine or aircraft carrier business.

Finally an evaluation should be made of our Air Defense Forces particularly with respect to the Kafuri Shield.

GID REPORTS ON RELIGIOUS POLITICS

GID HQ, April 11, 5271: The Monsoon has learned that General Intelligence Director (GID) Bandar Qasabi has reported to President Safiiya al-Mansur on where the adherents of the religious extremist party that contended in the 5264 election have gone. Although they only won about a third of the seats, there were some worrisome features to the election. The low turnout of 27% in a competitive election is disturbing. Another result was the religious party got 49.3 % of the vote. In view of the apparent weak support for the government, the President asked the GID where all this political energy went when the party disbanded.

The GID did discover that many of the zealots were in fact looking for another outlet. The followers of Moqtada al-Dufaz, once the crusading zealot Dufazi, are now if active at all like their leader totally involved in running the Majlis for the Muhafaza of Pabeus and enjoying a little low grade corruption as a perquisite of having a little power. Joining them is not attractive to the zealots of today. Two other avenues seem to have been tried and abandoned. Some tried to form a political party similar to the one that abandoned them but their earlier experience left a bad taste in their mouths and those efforts came to nought.

Another avenue that was very attractive to them was forming a morality police operation for getting on with reforming the evils they saw all around them by inflicting pain. This might have grown into something except for three factors. First, the general population offered no support and readily informed the police of any activity looking like it was headed in that direction. Second, the zealots became aware of how harsh the official police crackdown had been on the Dufazi morality police. Finally, they became aware the police and GID Directorate 4 knew exactly what they were planning.

The good news is almost none have become part of any outright terrorists or criminal gangs.

So where did they go. A sizeable number seem to be in secret or partially secret organizations most of which have tended to develop into militia style groups. It is believed some are now trying to access arms and ammunition. So this is the result on which the government will have to consider action..

Paramilitaries are illegal under current law. The general population has nothing against them and generally believes the members just want to protect the true believers. If that is truly the case leaving them alone seems very tempting to the GID. According to Monsoon sources in the Palace, the President seemed willing to hold off taking any action against them unless and until there was any overt action against the government. Accordingly, the GID will continue to watch.

AIR TRANSPORT COMMAND ESTABLISHED

Defense Ministry, January 19, 5272: Monsoon sources in the Defense Ministry say today Defense Minister Narouz Kerbogha and the Chief of the General Staff decided on a final basis that the new Air Transport Command will be part of the Kafuri Majatran Air Force (KMAF) as recommended by both the Kafuri Majatran Army Commander in Chief and the KMAF Commander in Chief based on their good experience of interservice cooperation during the Third Solentian Civil War.

The composion of the KMAF Air Transport Command will be the existing KMAF Squadron 24 with its 2 An-124-300’s and 10 Il-76MD-90A’s which are fixed wing transports, the existing KMAF Squadron 30 with its 12 Mil Mi-38’s and 12 Mi-26T2V’s which are helicopter transports, and a new KMAF Squadron 31 which will consist of 20 An – 124’s to be built in Nekkah Mu-hafaza by the joint venture of Kafuri Defense Enterprises and Logik Aeronautics over the next five years. The Defense Minister and Chief of the General Staff approved the contract which had been procured by the State Armaments and Procurement Committee.

The An – 124 is a Pontesi variant of a Trigunian designed very large strategic heavy airlift four engine military transport aircraft. Its composition includes titanium, aluminum alloys and 5% carbon fiber composites. It has available a fly by wire control system as well as conventional controls. The cargo deck is wholly titanium and the upper deck is fully pressurized. The landing gear has oleo strut suspension for 24 wheels. There are four high bypass turbofan engines.

The An-124 has a crew of six and can carry 88 passengers in the upper deck. The cargo hold can be fitted with palletized seating for 350 more troops. Maximum takeoff weight is 402,000 kilograms. It ha wingspan of 73.3 meters and a length of 69.1 meters. It has a cruising speed of 865 kilometers per hour with a range of 3700 kilometers with maximum payload. It has a service ceiling of 12,000 meters.

Presidential Palace, August 11, 5273: The Monsoon asked President Umar ibn Marwan what changes in approach there would be under his leadership and he replied:

Think there will be very little in the way of basic policy changes. Very few. On the other hand, it is undeniable that President Mansur was known for decisiveness and inspiring leadership in a way I will never be. I was her follower and can not replace her. I can lead in a different way, seeking concensus on the proper course of action.

And while we have essentially the same policy, we are facing some new problems. After quite a period of pretty much stable production of crude oil, there may have been a surge of production by one producer. We do think we are fortunate that the Organization of Oil Producing States (OOPS) was brought into existence It will be an ideal forum for such discussions. And we are inclined to think they are necessary at this time.

Another item with which we must deal is we are at a new stage in filling in the gaps in our military readiness posture. With our Anti Submarine Warfare Command and Air Transport Command in place, we are now ready to tackle the Kafuri Majatran Navy readiness for coastal invasion. In all honesty, we believe we know precisely what steps are necessary.

Obviously the international scene has changed. But not in a hostile way to Kafuris. There are new opportunities for friendship and trade that we should not let slop through our fingers.

OIL PRODUCTION LEVELS DISCUSSED IN OOPS

Al-Kasraj, April 13, 5274: Finance Minister Farah Soqman recently addressed the Organization of Oil Producing States (OOPS) calling for input by others. The Monsoon asked her what she was getting at, and she responded:

I think I did make clear I was asking Trigunskaya Federatsiya what direction its production levels were headed. The reason for this is that there is a question whether its recent contracts would necessitate an increase in oil production. Further, we also have heard from other unrelated sources calls for increased production of crude oil.

If to fulfil its obligations, Trigunskaya Federatsiya finds it needs to increase production one effect is crude oil prices will drop. This will tend to increase demand by making travel and petroleum generated energy cheaper and also curb demand for greener sources of energy that have not yet developed sufficiently to match petroleum based energy prices.

If actually the customers in question are old customers that were buying crude oil somewhere, it would seem existing customers of Trigunian crude could still buy from other producers and the effect would be virtually nil. Trigunskaya Federatsiya would then have simply locked in some customers likely to their mutual benefit.

If contrariwise the contracts are not with people or entities currently buying the level of oil they now are, it is likely, Trigunskaya Federatsiya would increase production to meet the demand. Alternatively it could sell less on the open market which would increase the international demand and some increase by other producers would be in order. Prices would not rise absent a response of underproduction or fall absent a response of overproduction.

Let me make two things very clear. We are not criticizing Trigunskaya Federatsiya in any way and certainly not for contracting to sell oil. We are very sympathetic to its great experiment in matriarchy and are well aware it has troops in Dovani trying to sort out another nation’s instability while facing turmoil at home. We Kafuris and North Dovani have been in similar situations just wishing the nightmare would end.

Second we would really like to have the information necessary to make informed and rational decisions about what we should do and would really like to be able to do it through OOPS, the organization we have formed to share information about oil and gas production to reduce the chance of wild fluctuation. But if we have to muddle through with what we think we know we can do it, and the sky will not fall.

TROOP TRANSPORTS PURCHASED FROM TZAFIR DEFENSE INDUSTRIES

Defense Ministry, January 5, 5275: The Defense Ministry announced that the State Armaments and Procurement Committee (SAPC) has secured a contract with Tzafir Defense Industries(TDI), a premier Beiteynuese defense contractor known for its ship building. The Defense Ministry and General Staff authorized SAPC to purchase some troop transports for the Kafuri Majatran Navy (KMN)because of the perceived need for more sea movement capacity after the Third Solentian Civil War in which Jamahiriat al-Qalb was involved.

Under the terms of the contractual agreement, TDI will build six Whidbey Island Class Landing Ships for SAPC to be delivered over the next seven years with payment upon delivery after an appropriate construction advance.. Upon delivery, the six landing ships will be assigned to the Majatran Sea Fleet whose home port is Miyatah in the Nekkah Muhafaza.

This particular type of troop landing ship, the Whidbey Island Class, displaces 16,100 tons, has a length of 186 meters, a beam of 26 meters and a draft of 5.94 meters. Propulsion is by four 16-cylinder diesel engines driving two shafts. Electrical systems are used for what in earlier models were steam driven systems in the hope of easier maintenance. Each can carry one large helicopter. Likely the KMN will purchase TMHC Sea Kings for them. It carries up to 36 amphibious assault vehicles and up to 504 assault troops.

Defensive armament includes two 25 mm cannon, two 20 mm automatic weapon mounts capable of responding to incoming threats by aircraft, missiles and small boats, a lightweight rolling airframe missile launcher of surface to air missiles and six .50 caliber machine guns.

TROOP TRANSPORTS PURCHASED FROM TRIBORONEXPORT

Defense Ministry, July 15, 5275: The Defense Ministry announced today that the State Armaments and Procurement Committee (SAPC) will be purchasing six Alligator Class Landing Ships from Triboronexport, the arms export state corporation of Trigunskaya Federatsiya. These six landing ships will be built by the State Shipbuilding Corporation at the Petrograd Naval Shipyard and delivered to SAPC over the next seven years. Payment will be on delivery after a significant advance for construction supply preparation.

Arranging for the sale was done by Sister Intellectual Minister of Foreign Affairs Bronislava Egorovna of of Trigunskaya Federatsiya and Kafuri Foreign Minister Nazir Duqaq. Upon delivery, the six landing ships will be assigned to the Majatran Sea Fleet whose home port is Miyatah in the Nekkah Muhafaza.

The Alligator Class Landing Ship is a general purpose beachable amphibious warfare ship with a crew of 55 which displaces 4700 tons with a full load and has a length of 113.1 meters and a beam of 15.6 meters with a draft of 4.5 meters. It has two diesel engines propelling two shafts for a speed of 33 kilometers per hour. It can transport up to 425 troops plus 20 tanks or 40 amphibious fighting vehicles.

For armament the Alligator Class Landing Ship has a 122 mm bombardment multiple rocket launcher or three surface to air missile launchers depending on the anticipated need as well as a dual 57 mm gun and 2 dual 25 mm antiaircraft guns.

TROOP TRANSPORTS RECEIVED FROM LOURENNE

Defense Ministry, August 15, 5279: In December 5277 the Majlis al-Umma ratified the Kafuri-Lourennais Trade Treaty previously ratified by the Assemblee Royale of the Royaume Uni de Lourenne in October of 5277. The treaty came as a result of an inquiry from Foreign minister Duqaq to then Minister of Foreign Affairs Maisie Desclairières of Royaume Uni de Lourenne if it would be possible for the Kafuri Defense forces to buy some troop transports from Royaume Uni de Lourenne who responded by proposing the trade treaty at hand.

By the treaty terms, Embassies will be established according to each respective host country‘s laws and provisions including diplomatic immunity and local Consulates will be established. In Lourenne with the Kafuri Ambassador Plenipotentiary granted official audience with her Majesty at court. Jamahiriat al-Qalb will allow Lourennais products to be freely traded without any import tariff, quota or tax established. Jamahiriat al-Qalb was gifted 3 Thiers class amphibious landing ships from the Royaume Uni de Lourenne. This treaty will allow for free and unhindered trade for further arms, munitions, vehicles and ships as granted at will be the Lourennais Ministry of Defence at 'best price' or 90% of trade value, whichever is cheaper.

Foreign Minister Duqaq, commenting on the b treaty, told the Monsoon,

We are a developing nation and Royaume Uni de Lourenne is a long established civilized nation that is well respected in the international community. Jamahiriat al-Qlb is very honored to be a trading partner of Royaume Uni de Lourenne and establish friendly diplomatic relations. We are truly grateful for its very generous gift.


After the Third Solentian Civil War the General Staff noted that one of the gaps in our military preparedness was the sparsity of naval transport capacity. The decision of the Defense Ministry was that rather try to develop that capacity on our own we would approach some more advanced nations in an effort to acquire some naval transport capacity.

The three Thiers Class amphibious landing ships are being assigned to the Majatran Sea Fleet whose home port is Miyatajh in the Nekkah Muhafaza.

The Thiers Class amphibious landing ship displaces 21,500 tonnes with a full load and has a length of 199 meters, a beam of 32 meters and a draught of 6.2 meters. It runs on three diesel alternator engines and 1 auxiliar diesel alternator engine driving two azimuth thrusters each with a five bladed propeller. This ship has a top speed of 35 kilometers per hour and a maximum range of 19,800 kilometers at a slightly reduced speed.

The Thiers Class amphibious landing ship can transport 450 troops and 70 vehicles including 13 tanks as well as landing craft. Additionally it can carry 16 heavy or 35 light helicopters and has 6 landing spots. It has as defensive armament a short range missile defense system, two 20 mm guns, two 30 mm autocannons, two 7.62 mm six barrel rotary miniguns and four 12.7 mm machine guns.

FRIGATES PURCHASED FROM MOI

Defense Ministry, February 15, 5281: The Defense Ministry and General Staff today approved the request of the Kafuri Majatran Navy to authorize the State Armaments and Procurement Committee (SAPC) to purchase four el-Kasraj Class frigates and four al-Helem Class frigates from the Majatran Organization for Industrialization (MOI) to be delivered over the next nine years.

When delivered, three al-Kasraj Class frigates and two al-Helem Class frigates will be assigned to the Majatran Sea Fleet while one al-Kasraj Class frigate and two al-Helem Class frigates will be assigned to the South Ocean Fleet. This recommendation is in accord with the plan to augment Kafuri capacity to resist invasion. Which is being addressed now that the troop transport shortage has been alleviated and a viable anti submarine warfare defense put in place.

The al-Kasraj Class frigate displaces 4700 tons and is 133 meters in length. Its maximum speed is 45.4 kilometers per hour with a range of 13,000 kilometers. Its main anti air weapons are surface to air all weather vertical launch missiles. Its primary offensive weapons are surface to surface ship missiles and a 76 mm super rapid fire naval gun. It also has four 533 mm aft torpedo tubes armed with heavyweight anti submarine torpedoes. It has a loading deck for one helicopter.

The al-Helem Class frigate displaces 2610 tons with a full load and has a length of 115.01 meters and a beam of 12 meters with draught of 15.4 meters. Two diesel engines drive two shafts producing a maximum speed of 56 kilometers per hour with a range of 15000 kilometers. It has a landing deck for one helicopter. It is armed with anti ship and anti air missiles, four 550 mm torpedo tubes, one 100 mm compact gun and two twin 40 mm anti aircraft guns.

GOVERNMENT TO GET SERIOUS ABOUT PABEUS INFRASTRUCTURE

Al-Kasraj, April 13, 5282: At a seminar held by the Economics Department of al-Kasraj University on Unsolved Economic Problems, Finance Minister Farah Soqman and Minister of Infrastructure and Transport Abdullah al-Yamani participated in a panel on called Can Government Ever Really Help?

Asked by the audience what the most persistent Kafuri problem of infrastructure, al-Yamani responded:

Trying to tie Pabeus Muhafaza to the national electrical power grid. We can get parts of it on a permanent basis. But it seems impossible to get all of it all the time. So far sandstorms have made it impossible. Burying lines helps. There is just too much desert.

Do understand we have a petroleum based economy. So we can not be the poster children for green energy. But where we have rivers we can generate electricity from hydroelectric power. In some places where that is not practical solar energy can be harnessed and in some wind. The edges of Pabeus can be reached from all sides by extensions of the power grid.

So far we have not been able to penetrate the desert on a permanent basis with the national power grid


Asked if the problem could ever be solved, Finance Minister Sabriqa Soqman replied:

What are looking at though is not trying to concentrate on tying electricity to the national grid but rather generating electricity to power the existing communities from resources available.

If we could build a nuclear reactor in every community and not connect it to the whole power grid, that would solve the power problem. But we really have neither the nuclear power expertise nor the sustained growth of economic resources necessary to currently contemplate that solution seriously. At least not yet. Or for a long while.

Let’s rule out two other ways. There are better ways than burning coal or oil to produce electric power. Water is simply not available to do the job. Wind and solar can be used to supplement but not be our principal source around the desert.

Here is what we are going to try. We produce lots of liquefied natural gas (LNG). Producing it is where environmental damage is done not burning it. So we are going to try to get power to all of Pabeus by setting up natural gas driven generators close to the communities themselves. We have four major cities in Pabeus and we will start with Lehaza. We also will supplement this power generation with solar panels and wind driven turbines where practical. And we will connect this system to the national grid to the extent we can.
