OIL EXPLOITATION

Presidential Palace, September 29, 5429: At a meeting of the Council of Ministers, it was decided after considerable deliberation to proceed with building some oil rigs off the Lake Majatra coast of Doron Akigo Okrug where crude oil has long been determined to exist. The operation will not be to get into the international oil market but rather to insure adequate domestic supply should the next roiling of the crude oil and natural gas markets overtake Republika Deltarska as the last round did some of her neighbors. While contracts for a more than adequate supply are in place, it was felt that things can change and precautions should be taken.

With current supply in place, it is felt haste is not necessary. Republika Deltarska also is quite aware four other nations abut Lake Majatra with interests in the oil and gas reserves thereunder and neither wants to appear to be trying to claim more than its share or create a hostile situation with its neighbors. In point of fact, efforts to have a common project with them were met with feeling their status quo was quite satisfactory.

Hadsingos will be the center of operations and Roskilde, a town to its west is expected to be the site of refinery. Roskilde Fishing Boats is a business there expected to produce craft for transporting liquefied natural gas. The University of Hadsingos Engineering Department is prepared to be the focal point of training. Emphasis will be not only on recruiting qualified and trained personnel but also workers, managers, technicians and engineers with experience in oil extraction and refining particularly from such Majatran operators as ENIST, Kafuri National Oil Company, Qat Oil Services and Majatran Refining Corporation.

President Ludvik Benes announced the formation of a government corporation, Sovereign People Oil Corporation (SPOC) which will own the Deltarian oil and gas reserves and extract, refine, store and market a portion of those reserves. No other nation or private enterprise may outright buy any part of those reserves or SPOC itself. SPOC will be able to lease for a certain period for royalties certain sites for extracting oil and gas. Lessees may be Deltarian individuals or businesses. Lessees may employ others foreign or domestic in extraction operation and sell a portion of their rights in the lease within the limits of Deltarian current law.

The President emphasized that since there were serious limits on the reserves, private investment foreign or domestic was liable to be hard to find but he hoped for some.

STATE VISIT BY FOREIGN AND DEFENSE MINISTERS OF KUNRATI UNION

Foreign Ministry, August 19, 5430: : A State Visit by Kundrati Union’s Minister of Foreign Affairs Hubert Matyáš Hulanevek and Defense Minister Leonida Rufrius Mendico Kafuricus Badirican started July 18 when they and their attending staff flew into Cahtica and were greeted at the airport by First Minister Dragoslav Iacobescu, Foreign Minister Lucian Parvlescu and the Kundrati Ambassador to Republika Deltarska. Their motorcade proceeded to the Kundrati Embassy where the Ambassador and Foreign Minister Parvelescu confirmed the itinerary after which a reception was held honoring Foreign Minister Parvelescu where First Minister Iacobescu, the Interior Minister, The Minister of Food and Agriculture, the Minister of Education and Culture and Foreign Ministry senior personnel were among the guests.

This morning Minister of Foreign Affairs Hulanevek and Defense Minister Mendico were received by President Irena Vranjic at the Presidential Palace where they discussed continued friendship and opportunities for mutual economic benefit and particularly Deltarska Republik’s continued support for Kundrati Union’s stance on nuclear weapons and its holding Seat A in the Security Council.

Minister of Foreign Affairs Hulanevek and Defense Minister Mendico accompanied by Foreign Minister Parvelescu then went to Carsky Ukrit, the Auxiliary Presidential Palace in the hills to the east of the capital city, where they were joined by the Ministers of Food and Agriculture, Interior and Defense for extended discussions. Among the topics discussed were the profitable joint Kundrati – Deltarian venture into marketing lab grown meat which was supplying much of the need for emergency relief and food bank shortages as well as the changing power balance in Terra and the feeling intelligence sharing and a military alliance might well be in order. Continued volatility and helping the victims of civil wars and brutal regimes were other concerns.

The talks concluded, Minister of Foreign Affairs Hulanevek and Defense Minister Mendico returned to Cahtica for a yachting excursion on the Presidential Yacht followed by a reception at the Presidential Palace honoring them and showing appreciation for their visit hosted by President Vranjic.

Tomorrow, July 20, Minister of Foreign Affairs Hulanevek and Defense Minister Mendico and their attending staff will fly out of the international airport at Cahtica to return to Kasaema.

AIR FORCE R -24’S RECALLED FROM MIGRANT’S PASS

Defense Ministry, April 15, 5431: ZLATENICO OKO sources in the Defense Ministry have responded to inquiries about some recent Federal Air Force orders one of which seems to have withdrawn 3 squadrons of R – 24 multirole bombers armed with anti -ship missiles from Himmelshtern Beacon of Hope where the Auxiliary Headquaters of the Majatran Security Cooperation Organization’s (MSCO)Collecive Majatran Response Force (CMRF) is located and which are generally believed to have been assigned there for preventing interference with international maritime commerce through Migrant’s Pass. At the same time, our two MAEW aerial early warning and command control aircraft remaining in Deltaria have been assigned to the CMRF Auxiliary Headquarters at Himmelshtern Beacon of Hope to work in conjunction with the CMRF’s Migrants’ Pass Naval Group and South West Naval Group.

ZLATENICO OKO sources in the Defense Ministry have also learned a purchase order originating in the Federal Air Force Staff has received approval at all levels, and the Defense Agency for Procurement and Research will be contracting with SATURN for purchase of 30 more MiG 29’s, our air superiority mainstay, to be delivered over 57 months, 30 more Il – 76 MD – 90A military transports from Radnik Technologies in Nadejdeni over 64 months and 4 more MAEW’s from Radnik Technologies over 19 months.

Additionally, the new transports will be equipped with two 23 mm cannon with a radar directed manned turret at the base of the tail together with two hardpoints under each outer wing capable of carrying 500 kilogram bombs. Our 30 existing Il – 76 MD 90A’s will be scheduled for retro fitting with this armament over the next few years.

Finance Minister Brnetic

OIL EXPLOITATION AND FISHING

Finance Ministry, January 29, 5432: ZLATENICO OKO has learned that after meeting with Food and Agriculture Ministry personnel, a delegation representing cannery and fisherfolk from Doron Akigo were able to meet with Finance Minister Toislav Brnetic about their concerns with oil drilling in Lake Majatra.

Essentially there are three. The first is spills and leaks that could catastrophically affect marine life. Brnetic responded that safety and protecting the Lake were more important than speed or volume. The Ministry of Trade and Industry will be regulating and inspecting operations to prevent such mishaps and seeing to it that procedures are in place should a mistake occur to contain resultant problems.

The second is waste from oil refineries. Brnetic assured them water would be protected. Air less so but any refinery constructed would not affect Lake Majatra or any tributary feeding it. Again the Ministry of Trade and Industry would be responsible for regulation and oversight.

The third is if liquefied natural gas is revaporized in offshore terminal facilities that an open loop system not be used to avoid threats to marine life when warm seawater is returned after hyper cooling. The Finance Minister assured them a closed loop system would be used and further should some of the functions of the government corporation. Sovereign People Oil Corporation be privatized, this and other precautions would continue.

Interior Minister Matousek

JELBEK UNREST

Interior Ministry, August 29, 5432: After, a general border security review with National Gendarmerie (NZ)) senior officers and Ministry personnel, ZLATENICO OKO asked Interior Minister Otmar Matousek if there were any known threats, who responded:

Well, obviously we are looking at the Jelbek Khanate hoping that the uptick in religious fervor leads to heightened religious ecstasy rather than political unrest. And we are hopeful. But even if there is deterioration, Deltarska Republika is not a likely place for refuges to want to enter. But our helicopter and unmanned aerial vehicle patrols are watching the parts of our border where there are no roads just in case. To date, the NZ reports business as usual.

Asked if there are circumstances under which Federal Defense Forces would enter the Jelbek Khanate, Matosek replied:

Of course. But the Jelbek Khanate is not going to attack us or sponsor some group to attack us or for that matter let anybody get out of control so they are a threat. So the circumstances are not present. Well, you may very well say, suppose things change and the Brn government asks for help. That of course would be different but that is not going to happen.

We respect the sovereignty of the Jelbek Khanate.

BANKING SECTOR INCREASINGLY ACTIVE

Presidential Palace, January 19, 5433: After a meeting of the Council of Ministers at the Presidential Palace on economic initiatives, ZLATENICO OKO asked President Irena Vranjic if there had been any positive signs and she replied:

Absolutely. As you know our government replaced a governing coalition that replaced a Metzist government. Our decision to leave most of the public and individual benefits in place whether really needed or not made it easier to govern by reducing public opposition but caused distrust in financial circles concerning whether we would provide any stability to the private sector.

Now though, after a number of years of demonstrating a preference for privately owned capital being the primary driver of our economy, our banks have become increasingly confident and are aggressively financing home ownership mortgages, housing and commercial construction, consumer loans, crop and farm equipment loans, small business loans, and investment banking in business expansion.

The government has helped by Central Bank guaranteeing loans with appropriated funds of investment banking in start up companies big and small. So we are really happy seeing our banks confidently pumping funds into our economy.

Defense Minister Metijevic

DEFENSE PLANNING

Defense Ministry, August 15, 5433: Defense Minister Kresimir Metijevic met with the Commanders of the Federal Army, Navy and Air Force and the Chief of the Joint Command Staff about the priorities for each service.

Afterward Metijevic told ZLATENICO OKO:

The Army is most concerned with evaluating our HEAT missile defense system. Paratrooper and amphibious landing training is much on the front burner as well.

We have been adjusting our Air Force assets. The main concern is trying to find an additional multirole aircraft. An option may to develop a variant of our MiG – 29 that could be used for more than air superiority. Also, it is generally felt our air superiority and multi role bomber complements need to be increased.

Four issues occupied our discussion of the Federal Navy. We need more frigates is likely the most pressing. The second is we do not have enough troop transports and the ones we have are not optimum. As long as we stay in Majatra we have air assets that can do the job though. The third is do we want to build another aircraft carrier. And the answer is probably but not just yet. Think we want to get our Home and Northern Fleets where they need to be first. The fourth is do we want more submarines. This is open question we will deal with but not yet.

Asked by ZLATENICO OKO how the government felt about the Aldegar imbroglio, the Defense Minister replied:

While our maritime commerce rarely uses the Aldegar Canal, there is no doubt the effect on world trade generally is serious. One wishes the World Congress was up to looking at it. Our own view is the problems in Aldegar itself are an internal matter and certainly not one where we can see abuses warranting intervention.

First Minister Iacobescu

ECONOMIC COOPERATION WITH NEW ENGLIA

First Minister’s Office, January 21, 5434: First Minister Dragoslav Iacobescu and Prime Minister Zach Ellis of the Commonwealth of New Englia have been discussing common economic objectives and what concrete steps could be taken to achieve them.

Today they announced two such initiatives. First, the New Englia Commonwealth Investment Fund is a mutual fund established by Darali Investment Bank and Union Bank of Deltaria for the purpose of capital investment in industrial enterprises in the Commonwealth of New Englia which will be proposed by the Office of Prime Minister Ellis which will be looking for applicants in key economic sectors. Financial activity in Deltarska Republika has been brisk around this new fund which raised 3/4 billion LOD very quickly and expects enthusiasm to continue.

The second is that the Federal Import Export Corporation, a government corporation, will be purchasing bauxite ore from bauxite mining operations in the Commonwealth of New Englia for resale to aluminum making manufacturers in Deltarska Republika that will be extracting aluminum from the ore and rendering it ready for commercial and industrial use.

First Minister Iacobescu and Prime Minister Ellis issued a joint statement expressing confidence in the prospects of these two initiatives benefitting both economies.
