DELTARIA AND DUAL REPUBLIC RATIFY TRADE AND DIPLOMACY TREATY

Bannerhafen: Deltaria and the Dual Republic are in the process of ratifying a agreement that both solidifies their friendly diplomatic relations and strikes a trade deal that allows for generally free trade between one another. The treaty was written during a four day state visit by Chairman Brozović, Foreign minister Brkić and Minister for Trade and Industry Sotirov. It was the second visit to the Artanian nation in a short time period, with the two acknowledging their growing bond. This visit was specifically arranged to discuss the merits of such a treaty, with both sides agreeing that by ratifying such a agreement both could be legally more bound to eachother while also opening up further economic opportunity for the two countries. Chairman Brozović called the visit and subsequent treaty "historic" and has indicated that he has "full confidence in congress ratifying this agreement."

This treaty will put on paper the thing we already knew, that the partnership between Deltaria and Narikaton-Darnussia is here to stay and flourish. With this treaty of Trade and Friendship we hope to open up possibilities for our bussinesses to thrive, ease the burden we have put on our imports and exports and back eachother up diplomatically. Worth to note is the cultural exchange to be facilitated with this treaty, which will allow us to show our cultural pride to the Dual Republic while we get to experience the rich and varied culture of both Narikaton and Darnussia. I thank State President Melichar for being so welcoming for a second time in a short period and we hope that this treaty and our continued committment to one another will bring more stability and prosperity to Artania and Majatra respectfully.

Vladislav Horvat Addresses Meeting of the PBO Narodno Vijeće Formally for the First Time

Leader of the newly-formed political party, Pokret Bijeli Orao, Vladislav Horvat, has addressed the party’s governing body, Narodno Vijeće - The National Council, for the first time in a speech at the party’s first Summer Convention, held in the city of Branovica. The leader spoke for a total of eighty minutes in front of the most influential party grandees, all appointed to the National Council by Horvat himself.

The speech placed a particular emphasis on the party’s goal to create Novo Društvo - The New Society. Horvat spoke about his own role in developing the concept, with the term first appearing in his historical and ideological book Naša Velika Deltarija, published in 5440. He went on to explain how this requires radical change to Deltarian institutions under the umbrella of an all-powerful, dominant state. Horvat then put particular emphasis on the threat to this vision by “a radical coalition of social communists, international capitalists and political cowards”, drawing an emphatic cheer from the small crowd of faithful party onlookers.

The speech also served as Horvat’s first opportunity to outline the party’s plan over the next four years, building up to the 5552 elections - the first national election that the party will contest. Horvat explained his aim to win over the average Delic voter through encouraging nationalism and pride. He claimed that the party would be holding large rallies in the coming years in major target cities in order to increase core voter turnout.

Opponents of the movement have criticised Horvat’s speech for taking a nationalist rhetoric and for attempting to stir up division within society. Supporters of the party have claimed that Horvat needed to make a strong statement to mark an entry into politics.

Other speakers at the Summer Convention included fellow founders of the Movement: Timotei Winter who gave a speech on isolationist foreign policy, Mirko Novak who spoke about the importance of traditional values, and Sofija Brankovic, the leader of the PBO women’s wing, Žensko Krilo Bijeli Orao (ZKBO), who discussed the role of women in creating a strong workforce through repopulation.

DNS POLICY INTERESTS

Congress of Deputies, August 9, 5448: ZLATENICO OKO asked former Finance Minister Toislav Brnetic what Dundorfische Narodna Strana (DNS ) saw as its most important policy positions and he replied:

Now that DNS is out of the governing coalition, we have several factions. I am among those wanting to insure economic growth is not sacrificed to the ongoing military buildup . We have two projects we consider it essential to promote to that end. One is completion of our oil reserve program and the other involves the communications industry reformation.

Our position is not against the military buildup begun by DNS and continued by the Union but to insure its sustainability.

Within DNS there is also a lot discussion over whether it is time to forego our Majatracentric focus and think Terra wide. At least on an economic front there seems to be a con census developing in that direction.

Obviously, national security is being discussed but many practical considerations limit changes. I can tell you there are discussions between DNS and the Union even though we are in opposition.

Asked by ZLATENICO OKO if DNS was disappointed with the last election, Brnetic responded:

Think you mean we came very close to a majority and did not make it.. True enough but we were expecting a third so we were celebrating. Even though the ruling coalition kept a majority. Next election there will likely be four parties, a different contest entirely.

Asked what he thought of the new head of state / head of government system give it a try., Brnetic answered:

We are happy to give it a try. A feature is legislative supremacy which will protect democracy.

REPRESENTED PARTIES FORM "UNITED DELTARIA" COALITION

The building of Congress

Čahtica: The Conservative Democratic Union, Deltarian National Party and the Communist Party of Deltaria have formed the "United Deltaria" electoral coalition, centered around Chairman of the Federal Cabinet Brozović. The new coalition, brainchild of Brozović himself, seeks to unite all parties currently represented in congress and create a "stable, moderated landscape from which to rule Deltaria." While Brozović was satisfied with the Union-KPD coalition, he was worried that the rise of the far-right, coupled with more crisis abroad, could end up hurting Deltaria in the long run. United Deltaria seeks to create a stable brand of politics where parties are allowed to propose their own legislation on a wide variety of issues but will agree to unite on foreign policy, security and economy. The new coalition forces all parties involved to moderate their town and move to the center, further stabilizing the Deltarian political landscape. Under the agreement Brozović will become chairman while the DNS will gain the ministerial posts on finance, health and internal affairs. The foreign ministry will be granted to the Union but will be rotated between parties each election while the Union gains the defense and trade ministries by standard. The KPD has been awarded the ministry of justice by standard, while gaining other ministries in roulation.

The oppossition Pokret Bijeli Orao declined an offer to join the coalition, citing its lack of representation in congress. As of now however, political commentators are calling the coalition a "war cabinet" as it unites all represented parties under one banner and looks as if the country is in crisis, even if it may not be. Others fear that the consolidation of political power around Chairman Brozović might hurt Deltarian democracy. Either way, United Deltaria stands to govern the country.

DROD TO BE REORGANIZED AND GAIN ADDITIONAL FUNDING

Gradnica: The State Directorate for Intelligence is to be reorganized, with personell cut by 20% and a new system of "regional directors" to be introduced. Its current overall director, Costel Vasile, will be replaced by Mazonn Alexandrescu by a chairman appointment. Besides these changes, the DROD(Državno Ravnateljstvo za Obavještajnu Djelatnost) will also receive a increase in funding equall to 15% its current budget in order to "accelerate the desire for a more modern, cyber oriented intelligence agency." The decision was reportedly made by Chairman Brozović himself in consultation with Teodor Andreescu, minister of defense. The changes are meant to prepare the agency for the future, with the realm of cyber security and espionage being a priority. According to the document describing the internal reforms the DROD will also start working on a computer algorithm that will allow it to better conduct its mission, what this exactly entails hasnt been clarified. The new director, Alexandrescu, is also expected to immediately begin implementing the regional directors system, in which deputy directors will also serve as "regional directors" with a director focussed on each individual continent and reporting to the DROD director directly. Through this system, more independent intelligence operations can be conducted, thus increasing agency decentralization.

The changes are set to be implemented next year, with Alexandrescu to be officially appointed director next week in a official ceremony with Chairman Brozović.

CHAIRMAN CRITICIZES JASA FORMATION

Černovar: During the annual Conference on Foreign Policy and Geopolitics (CFPG) in the city of Černovar current Chairman of the Federation, Renato Brozović, in his speech to the conference, warned about the ongoing formation of JASA (Joint Artanian Security Agreement), stating that its formation could lead to unintended consequences. The chairman reffered to the desire from Luthori to make its mark as one of the underlying worries of the Deltarian Federation.

While we always encourage the strengthening of regional security, whether that be within Majatra or on another continent, we do feel uneasy about the formation of this organization. It seems that it was initiated by Luthori and Kundrati, but especially the former has a history of imperialism under its belt. Besides this we also fear that a rivalry between the MSCO and this new JASA could spark, which would actually be a destabilizing factor while the intention of JASA is, as we assume, to be create a more stable security situation in Artania. All in all we have our worries, and look on its creation with some unease i must admit.

The chairman responded to a question of the Foreign Reporter on whether JASA could pose a danger to Majatran interests. The Foreign ministry has also indicated its unease about the JASA treaty to its allies and the representative to the MSCC has also indicated this worry towards regional allies in a recent discussion within the council. But as the unease and worry is expressed, it is likely that the creation of this new security pact will continue and be unhindered by concerns from Majatra.

DELTARIA, SELUCIA, SARIDAN AND KUNDRATI SIGN HISTORIC COOPERATION AGREEMENT

Skatbaai: Deltarian foreign minister Vladimir Brkić and his Selucian, Saridanese and Kundratian counterparts have signed the intention to ratify a historic cooperation agreement months in the making. The agreement, which has been discussed for months behind closed doors, cancels the plans of Kundrati to open a joint naval base in Selucia. Deltaria had long been a opponnent of foreign troops on Majatran soil, with the naval base posing a geopolitical threat in the protection of entry to the Majatran Sea. Deltaria had thus lobbied for another deal, one where Kundrati forces would not be stationed in Selucia. But the concern of Selucia was deemed valid, with insiders stating that Selucia feared an end of its diplomatic neutrality if it agreed to work with Deltaria on a different solution.

Through this deal, officially titled "The Transnational Agreement on Maritime Security" or TAMS, Deltaria officially recognizes Selucian diplomatic neutrality and pledges to actively work towards the protection of said neutrality. The deal stipulates that Kundrati will continue construction on the base in Selucia, but will not station its own forces there, instead handing total control to Selucia when construction is complete. In exchange for this decision, Deltaria will provide both Kundrati and Selucia with economic investments and aid amounting to a total of 2 to 4 billion per country over the course of the next few years. To satisfy Kundrati concerns on maritime security, the three countries approached the Saridan government in an effort to open a joint naval base that the countries could operate from to patrol the surrounding ocean. Saridan agreed, with Deltaria to cover the 37 million needed for the construction of the base in Skatbaai while also pledging around 500 million in annual grants to the Saridani government. Foreign minister Brkić stated that while this grant was also meant to pay for the lease to operate on the base, it is also seen as a "annual incentive for our countries to continue working together and allows Saridan to also use the funds for their own economic development."

Saridan will gain full jurisdiction over the to be constructed base, while Kundrati, Deltaria and Selucia will all gain a lease to station their ships and personell at the base and operate from it, securing maritime security in the region. The agreement is seen as a major milestone for Deltarian diplomacy, with the primary objective to prevent foreign troops in Majatra achieved and at the same time relations with three nations significantly improved. With the signature from foreign minister Brkić the TAMS agreement will be send to congress for official ratification.

INTERIOR REASSIGNS AND BUYS HELICOPTERS

Interior Ministry, August 15, 5449: ZLATENICO OKO sources at the Interior Ministry report that Interior Minister Kresimir Metijevic and his immediate staff met with the heads of the Federal Gendarmerie (FZ), Federal Police and
Federal Security Service (FBS), the primary components of the Ministry, to discuss helicopter assignment.

The 35 RH – 24 rotary craft of the Interior Ministry are currently assigned to the Federal Police. They were originally purchased in anticipation of threatened rioting by proponents of an ousted regime unhappy with election results. Three factors have triggered another look at where they should be assigned.

Local police now exist which would first be involved in crowd control, only special units of the Federal Police will have military grade equipment now and patrolling the border efficiently may well be as much a priority as any possible crowd control.

It was generally agreed the counter espionage and internal security intelligence gathering functions of the FBS did not really need helicopters. Further, although no threats from our neighbors or their populations were identified or anticipated, that helicopter patrolling would greatly enhance control of our borders so we would know who had crossed them.

Accordingly, 25 of our 35 RH – 24’s are to be transferred to the FZ from the Federal Police. Since the special units of the Federal Police have had great success using helicopters in disrupting poachers threatening our Artanian Brown Bear population, and since the police need to be ready to assist in riot control, 15 more are to be purchased from SATURN to be delivered over the next 21 months. It was also felt both the FZ and Federal Police should be looking into drones.

Metijevic also directed te head of the FBS to prepare a report on its handling of cybersecurity andwhat improvements could be made. He noted that the State Directorate of Intelligence (DROD), which under a 5033 law reports to the Chairman of the Federation, is modernizing its cyber security and that might well be a model to follow.

The RH -24 is a large helicopter gunship, attack helicopter or eight passenger troop transport. It has two turboshaft engines driving a main rotor which is 17.3 meters in diameter. It has a length of 19.79 meters including the rotors and a maximum takeoff weight of 12000 kilograms.

The RH - 24 has a maximum speed of 355 kilometers per hour, a maximum range of 450 kilometers and a ceiling of 4900 meters.

The RH – 24 is armed with a 12.7 mm Gatling gun, a flexible dual feed 20 mm auto cannon, and passenger window mounted machine guns. Additionally, it has inner and outer hardpoints and wingtip pylons which can be used for bombs, rockets and gun pods.
