Healtcare and social services reforms come into effect

30th December 5476

The two Acts of Parliament, the Luthorian Health Services Act and the Social Services Act of 5476, which were aimed at reforming the healthcare system and the social services respectively, came into effect after it passed from the Parliament in October of this year, with the new reforms starting to be implemented by the respective government departments after its passage. In accordance with the Luthorian Health Services Act of 5476, the Imperial Health Service (IHS) was formed earlier this month and started providing healthcare services nationwide, the Grand Ducal Health Services (GDHS) were also formed, and they also started to provide services in their respective grand duchies. The ownership of the all public clinics in Luthori are at the IHS and the GDHS from now on, and they are together responsible for operating and funding them.

The Social Services Act of 5476 also came into effect together with the Luthorian Health Services Act. In accordance with the Act, the Department of Social Services started to distribute the new subsistence income provided to the adults not supported by any other person and not employed. The integration aid for the refugees who are welcomed to Luthori has been also started to distributed, and the child benefit policies and their distribution has been devolved to the county municipalities. Supporters of these new policies argue that they will mitigate socio-economic inequality and help individuals who have been left behind for a long time, while critics cite concerns over the expenditure which will be required for the policies, arguing that they could lead to the government going overbudget to fund these new social programs. Either way, the two Acts which came into effect represent a significant realignment in the Luthorian economic policy from strict free-market principles towards a stronger focus on the welfare state.

How the Luthorian economy rebounced into growth and carefully shows signs of recovery

Fort William, Luthori - The economic forcast in Luthori hasn’t been the best the last two years. However with the gruelling war between Beiteynu and Lourenne finally over and our Empire not going to war with Kundrati we see the markets stabilising and the economy coming back on its feet, slowly but surely. Though we aren’t there yet we can see that the economic recession is officially over, with a fourth quarter of growth and a year national growth of 0,8% we can see Luthori is at least not shrinking anymore. But how did our economy manage that? Well dear readers, in this weeks issue we will take you through the various promising economic developments that have aided our economy.

Competitors break through
The first obvious solution to this is that the war between Luthori’s major partners was kept short. But that doesn’t awnser the question now does it? Its well known that Luthori’s open market is flexible and has become more flexible over the years. The market responded poorly to the war and some companies fell as others lost market share thanks to a loss in confidence or threatened trade from Dovani and Majatra, especially from Beiteynu and Lourenne. What we saw was that other companies both domestic and foreign from other nations took up the slack and were able to finally strongly penetrate the market. One huge example is that Blackwell industries, which is owned by a large Hutorian Tec giant, managed to grow despite the competitors struggling thanks to increased prices on some technical components from Beiteynu. We saw the same as Reynards clothing went up greatly in popularity as the Lourennian clothing became quite expensive. These companies couldn’t compete with the traditional buyers from Luthori and the tight relations and grip on marketing the companies from Luthori, Beiteynu and Lourenne had. But with the war these products became more unreliable, undesirable and less affordable, this gave the companies a greater opportunity to break through in the market. This compensated some of the loss and is the reason for the recovery now.

New trading partners
Trade has always been the bread and butter of the Luthorian economy. With the expansion announced by Hexlon Imperial to increase its mining division in Gaduridos has caused quite the recovery of the Hexlon Imperial stock, even though it was one of the hardest hit companies. The deal came in time for the annual stockholders meeting in which the plan was explained in further detail. The company will create a local division which will be managed from Luthori. Luthorians companies will be flown in alongside companies from Gaduridos to create the new mines, upgrade some ports and road connections to facilitate the mining operations. Various people from Luthori will be send to train and oversee Gaduri people’s working in the business. This partnership with the Seleyan nation not only creates economic opportunity and jobs for both, but also aids in the economic recovery of Luthori. This is however not the only place where trade has been increasing, the great relations with Narikenland and Darnussia has seen great growth. It is a reliable alternative road for trade when the other roads are threatened, like it was during the war.

And Commonwealth trade is a reliable and steadily increasing part of the Luthorian economy. The trade and economic relations with Baltusia, Lodamun and Hutori have aided in Luthori’s recovery. Through the Commonwealth treaty these nations have several easier entry points into the Luthorian market than foreign competitors. The growth of their unique products and services on the Luthorian market has created a growth in the number of goods and services available and has created jobs. Especially as the war has made Luthori wary of Lourenne and Beiteynu, the populous have sought out more goods from the growing economies in Seleya and Makon. The Lodamunese are especially becoming a vital economic partner, if they weren’t already.

The Imperial Government is willing to step in
It is a unique and new policy, not an unwelcome one. The Imperial Government has been willing to step in more, invest in key areas to make it easier to access goods, services and jobs than ever before. The government went on the investment spree, with proposals for healthcare reform, social security improvements. All aimed to increase health but also aid in the people's pockets, keeping more of their earned money. Secondly the parties are more united than ever, cooperatively discussing investments in the army, infrastructure, education and vital industries to get the economy back on the track. Both the Labour and Conservative parties have stated that the low government debt is a result that the government is able to take on such investments and risks without bringing the state finances into risk. This has already boosted consumer confidence and investors are more willing to put their money in investments, aiding the recovery of the economy.

Market confidence grows as Luthori passes recovery acts.
Three acts - three success. As the Imperial Senate just passed all three recovery laws project - it seems that the market has reacted positively to the news.
11th, March 5477 (backdated)

Fort William, Luthori - Recently - economic agenda was at the forefront of debates within the Imperial Parliament - three acts were up to vote in the Diet and Senate - the Military Recovery Act, the LuthoriRail Program Act and the Industrial and Economic Revitalization Act - all these laws had a purpose, a simple purpose, enshrine into law all Luthori's program for economic recovery. As of today, the Imperial Parliament, in its entierty, approved the set of recovery laws that were put to vote by the Opposition - which is likely to use that as a campaign theme for the next general elections. With these set of laws being passed - the first being the Military Recovery Act, the second being the Industrial and Economic Revilitalization Act and the last being the LuthoriRail Program Act - outlining details about the future "LuthoriRail" Program which would, sought to create more railway to foster intra-country and extra-country trade relationships. The Luthorian Prime Minister is stated to be "quite pleased" with the result of the end vote - the Labour Party only took a more "supporting" role into the drafting of the bills and their passage in Parliament, the real winner here isn't the Labour Party - but the Conservative Party, the Leader of the Opposition, Lord Derby, who is currently sitting in the Senate as Leader of the Imperial Senate since Lord Babington's resignation has been stated as being "enjoyed" by the passing of these three bills in the Imperial Diet and the Imperial Senate - where he personally led the votes towards assuring that all of these laws would see a victory in the second phase of the legislative process. Due to these laws, the Conservative Party saw an increase in the polls, with more people stating that they would "more likely" to vote Conservative over the apparent government's inaction towards the ailing economy - even though the Labour Government quickly answered to these claims by showing their record in favour of social justice.

The Fort William, Northminster and Alchester Stock Exchanges have all reacted positively to the news - as it is very likely to be some factors which will be fostering the difficult and slow recovery of the Luthorian economy from these terrible economic crisis. With the economic carefully recovering, it seems it's time for Parliament to less focus itself on the industrial aspect of the economy but more on the commercial aspect of the economy, as Luthori needs now to reflect on its trade network and its reliance on Lourennais and Yeudi trade for its commercial balance. The signing of a "Model Treaty" with Yingdala could be the answer to these questions, as it allows Luthori to diversify its trade network, which would also be helpful to the Luthorian economy - as it would allows Luthori to be less relient on Lourennais and Beiteynuese trade, something that turned out to be very beneficial for Luthori - as shown during the War. Ducal Governments are also excepted to create smaller-scale recovery actions, as this would help them at diversifying their respective economies, making it less reliant on the Imperial Government in Fort William and also expanding their already existing economic sectors. All works related to all three laws passed by the Diet have recently received imperial assent and their works begun recently, as the shipbuilding industry is working tirelessly to provide these ships for the Imperial Navy and the government will likely finance the private sector's industrial and commercial efforts.

As of now, the Alchester Economic Council reported that unemployment would be decreasing on the second trimester, thanks to the government and Parliament's recovery efforts in favor of economic recovery.

Orange Premier seeks to expand railway lines in the Principaity.
In light of the recent success of the LuthoriRail Program Act in the Imperial Parliament, the Minister-President of the Principality of Orange, Bonny Fletcher (OCA) stated a guideline for future railway (light or heavy) lines within his territory - with the aim of fostering more interconnection between the Principality's cities.

Sewallston, Principality of Orange - Lines of railways within the Principality of Orange has always been a great deal. Since the Industrial Revolution, the Principality of Orange is widely considered to be the 'Industrial Heartland' of the Luthorian Empire. In modern times, this title was repeatedly used by political personalities within the Principality to better their pawns in the Orange's chessboard. Yet today, with the passing of the Industrial and Economic Revitalization Act, Fort William gave the green light for further economic investments and projects by Ducal Governments. The Minister-President of the Principality, Mr. Bonny Fletcher, today announced to the devolved legislative house of the Principality, the Orange Assembly that the Ducal Government, under the supervision of the Imperial Government in Fort William would launch multiple projects to expand the railway network present in the duchy, currently the railway network in the Principality is about 2,700 km long, making it one of the largest railway network in all of the Empire. Yet, the Orange Government seeks to expand this number to 3,200 km, adding new lines at the local level. The Orange Government's spokeperson stated that this bill would "foster" intra-duchy capital displacements, as well as it would encourage to foster trade between the Principality of Orange and the neighboring nation of Narikaton & Darnussia, which has just constructed a line towards the Luthorian border on its end. The Government sees it as an program to decrease unemployment in the duchy by creating more links towards other duchy and nation and with the capital Fort William, with the aim of attracting industrial titans to establish more factories in the duchy.

The projects are multiples, as the Orange Government wants it to be a big achievement, yet a focus was put on suburbs and cities - with a big population, that is seen with Mr. Watbrug's project of the Sewallston's underground network being approuved by both the local authorities of the city and the wider ducal authority (Orange Assembly), this project would see the construction in 5 to 7 years of two, completely automatic subway lines, which would go in all 4 coners of the city, passing by its touristic sites, like the Sewallston Castle or the Sewallston Castle's Garden, the Old Parliament site, a destroyed location which, according to legends was where the First Medieval Parliament of Luthori, nicknamed "the Good Parliament" was assembled by the Utagian (ancient Luthorians) King. Alongside this projects, some major projects about the building of a full-blown network in Fort William was also approved, while the city already have a underground network, one of the oldest existing in the world, the City of Fort William's Council decided that in the metropolis' interest, it should have another "belt" network, to better connect the capital's suburbs between themselves and avoid that the City itself be overcrowded by suburbans wanting to change lines to go to another location located in the suburbs. This project called the "Fort William Belt Overground/Underground Network" is a project that would add 100 km in track in the Fort William area. In addition, the current underground network of Luthori's first city would be expanded to link up with this new network. 4 lines of subway are excepted to connect the suburbs between themselves. Of course, these are only the most "impressive" projects, as the Orange Government's aim is to ramp up investments into zones which were largely ignored by the investors, Sewallston is one of these zones, the west of the capital is one of these zones as well.

The Minister-President of Orange and the Orange Assembly jointly stated that it was merely the beginning of a new - better era for the Principality and economists all were unanimous in their forcasts, unemployment by these projects is likely to be decrease by over 2% in all the duchy (it currently lies at 9,27%).

AMC releases new car model - available next month.
The Alchester Motor Company released a new car model, which according to the company's CEO, will be available for sales next month - with that a new industrial program for the company has been approved by both the company and the Northriding and Orange Governments.
18th, February 5478

Northminster, Grand Duchy of Northridng, Luthori - The Imperial Car Exhibition of 5478 was one of the biggest automobile event in the world, with Luthori's market becoming more and more competitive, more automobile companies were present, whether or not there were nationals or international companies. His Majesty, the Emperor was also present were he praised the "competitive spirit of all companies present" and the "innovation spirit which was presented in the Car Exhibition", the Emperor Edward's Car Exhibition Cup was awarded to the Alchester Motor Company - which presented to the public for the first time - a new car model. This model of car is a hybrid car - more fitting in Luthori's usually diesel car models and international nations' more ecologist outlook. While this wouldn't go into the Lourennais market - this is more specialized for being saled into the Dundorfian Market - yet as of today - the company announced that the new car would have a diesel version and a fully electric version - although the fully electric version would only come by 5480. This new AMC's car model is called the AMC Kamaga (OOC: Ford Kuga) - and it's coming after a lot of public inquires in the AMC salers, knowing what would the public like in a new car. The answer were a nice looking car, with some more electronic possibilities and costing a lot less. While the two first calls were answered upon by the company, the company's Chief Executive Officer, William L. Balenking, an Hutorian-Luthorian former banker who is working for the company since his beginning in the work field. While he stated that the car was more up to the current technologies, he also stated that in no circumstances that the price of the cars from the AMC belonging to the Kamaga models would have been decreased by the Board of the Company.

While the decision was a little unsurprising, specialists stating that it would bankrupt the Alchester Motor Company to go towards a plan like it - just decreasing the prizes like this to answer the demands of the public. The Alchester Motor Company's Kamagas would be in the average prize of £45,000, with differences regarding ages, utilization, mileage by the car, the status of the car at X dates and other factors which may increase or decrease the price of the car. While this announcement was made, the AMC announced that a focus was made on Artanian markets by the company via this new announcement. The board stating that it was in the company's best economic interests to make its products widely known within the Luthorian and Artanian markets, while an expansion of products towards the Commonwealth was also planned. This comes after the Orange Government's plans were known to attract more corporate investments into the industrial heartland of the Empire and redynamise some areas left over by industrialisation and the Northriding Government's plans to diversify its economy by less relying on agriculture for being its main source of revenues. The offer received a good rating by the Alchester Economic Council - affilated with the periodical "Challenge" (OOC: Challenge). Both governments confirmed the rumors of an agreement to be true and one of the demands of the Orange Government was to offer economic investments by these factories into zones which weren't that highly industrialized - for fostering economic stimulus into these zones. The new "LuthoriRail" Program would pass by these new factories, the Orange Government assured.

Both the Northminster Stock Exchange (NSE) and the Fort William Stock Exchange reacted positively to the news - with report saying that the NSE took more than 1.97% boom in value.

It was also announced that in light of the Imperial Family's wide contribution to the event of the Imperial Car Exhibition, that the exhibition would be renamed to the current monarch's name and that an oath of loyalty to the Emperor/Empress-Regnant would be taken by anyone who would like it to celebrate the beginning of the Imperial Car Exhibition - now named Emperor Albert's Car Exhibition of Fort William.

A look into Erneshire's plan for economic recovery - tourism, finance and nature.
In this article - we'll take a little look at the Grand Duchy of Erneshire's plan for economic recovery - which is highly focused on social housing, tourism, the establishment of financial firms in Alchester and the protection of the wild landscape of the Grand Duchy.

Alchester, Grand Duchy of Erneshire, Luthori - The Grand Duchy of Erneshire - known as the rightest duchy in the land - well formerly - as its now known as a bastion of socialism and progressivism in Luthori, a torn in every Conservative governments spine. The Minister-President of the Grand Duchy, in agreement with both the Grand Duke's (Prince George's) Lord Protector (Regent - acting in place of the Grand Duke/Grand Duchess when there isn't any or he/she is too young to effecitvely rule the Duchy) - Lord Palmerston (Lincoln Kirhey) - and the Erneshire Assembly - the devolved legislature of the Duchy - proclaimed in 5475, before that the Palace of Darlington had even acted on salvaging the economy - a new plan on three points: (1) - social justice, (2) - environment and (3) - money. This plan was nicknamed the Dutchers' Three Points [named as the Dietrich Dutchers (Dundorfian-Luthorian) - the current Minister-President of Erneshire (LPE - Liberal Party of Erneshire)], as today, we are in 5478 - in an election year nationally, we've decided to look upon Mr. Dutchers' program and what has been already done by the Liberal Government of Erneshire and what remains to be done by this same government before the dissolution of the Assembly and the convocation of new elections by the Lord Protector in 2 years (the term in the Assembly being of 5 years). Mr. Dutchers's Liberal Party came into power in 5375, after a disastrous election performance by the Conservative Party-in-Erneshire. In theory, the Liberal Party is affilated nationally with the Conservative Party-in-Luthori, yet de facto, this split between Liberal and Conservatives is the only one that can be shown in the country, as normally, both the "Whigs", "Hardliner" and "Nationalist" Factions of the Tory Party are in the same party ducally, yet here, it's not the case, the "Whigs" and "Hardliner" Factions are competiting for power in the Grand Duchy. Something that may be up in the air as the Whigs and Hardliner faction remains united nationally but could likely split up due to ideological difference at the local level. This remains to be seen.

The three points of the Dutchers' Three Points was (1) - social justice, while the Liberal Government knew that power lied upon the conservative High Court of Erneshire and the Imperial Government - they did tried to pass a lot of social justice bills in the Grand Duchy - much of whom were successful, as the Chief Justice of the High Court puted it that the "High Court wasn't here for political motives, but for constitutional scrutiny" - these acts placed more allowances or increased the already existing ones for injured, disabled, the unemployed, students, single-parent families and families and people living below the poverty line. The Government of Erneshire also put money into more social housing construction projects, by contracting it with private firms for construction (Ethan Brothers...) and immediately boughting afterwards. The Ducal Government also put efforts into creating a more connected and greener Erneshire, by promoting infrastructure expansions - by the LuthoriRail Program, which would see more than 900 km (372 mil) of railway being constructed within the Duchy. These railway network would mostly be local railway network, participating in the dynamisation of some areas of the duchy, by developing tourism into some beautiful, yet inaccesible parts of Erneshire. Tourism in one of the greatest strength that has been developed in the duchy, while the duchy lacks the beaches of Middenriding and Shipleyriding, and lacks the Industrial output of Orange. It sure do not lacks the natural beauties offered by the terrain, when Martyn Luthori, founder of Luthoranism (OOC: Protestantism) called Luthori "This Green and Pleasent Land", he was reffering to the Erneshire in particular. With this strength, the Erneshire Government put a lot of money into developing this sector, while also, in the meantime, cutting taxes for corporations to foster economic investments into the duchy. Yet, all wasn't welcome, heavy industry wasn't welcomed in Erneshire in pahse of the Duchy's strict environmental regulations, the Grand Duchy mostly focused itself on attracting services and technological investors into the Duchy.

It seems that it has worked, with the relative calm of the Duchy, away from the trouble in Fort William, the Martwick-Alchester Banking Company, originally coming from Alchester, annoucing being peg to the Alchester Stock Exchange rather than the Fort William Stock Exchange and reolcating its bases of operations back into Erneshire, investments from banking megacorporations and promises of implementations from techs giants are helping the Duchy to recover economically from the Albertan Economic Crisis. Today, unemployment rests at 5,4 % but seems to be on the decrease - as it is in all the country.

Work begins on Fort William-Northminster high-speed line.
It has been announced by the Hughes Construction firm that the highway line that would - potentially - go up the Rutanian border - has begun its works on the morning, as constructions workers begun working on connections between the Fort William and Northriding networks.
11th, August 5478

Fort William, Luthori - The Hughes Construction firm was chosen after a call for tender organized conjointly by the Imperial, Orange and Northriding Governments. All governments concluded after the meeting behind closed doors - the project favoured by Hughes Construction Ltd. (Limited) was favoured over the one proposed by Ethan Brothers Construction. The call for tender was made in order to find good projects for the establishment of the new HSL (High-Speed Line) between Fort William (Luthori's capital and Capital of the Fort William Authority + de jure capital of the Principality of Orange) and the city of Northminster (capital of the Grand Duchy of Northriding). This journey would last around 3 hours now, with the classical lines being used - while with the new HSL - it would only last 2h15 (when the first phase of the plan would have been completed) and 1h59 (when the second phase would have been completed). With this plan - a HSL between the two cities would be built - the length of this line would be around 315 mil (506 km). The line - is yet to be exploited by any of the large private companies that exploit the whole Luthorian rail network, yet, Darlington didn't exclude the possibility of the nationalization of all railways (not rail companies) within the Empire, rather than leaving it to the private sector. Both the Conservative Party and the Labour Party have expressed their interest - if they are elected in the next General Elections - to foster federalization of most capital sectors of the economy (not socialism - the Tory Party stated that they would against most or any form of socialism within Luthori's land). The company announced today that the works begun today on this line, with the raccording of the lines of Fort William to Preswike (used today by the Overground and the national rail service) with the new HSL. While in the west, the line from Northriding to Ilburn (used by the "classical" line of Fort William to Northminster) is being connected to the future HSL.

Reactions to the project have been mostly positive, as it enteres into the plans of the Minister-President of Erneshire, Sir Timothy Kinholm, 1st Marquess of Rochebury, who is a member of the Rural Party of Northriding (RPN) - which is loosely affilated with the Labour Party but is the first ducal governmental party to be - officially - not affilated with any party at the Palace of Darlington. Its election in 5475 was a shcokwave through the political spectrum - and spell the defeat of both the Tories and Labour in the hands of that new party - and Mr. Kinholm's government signed off a recovery plan focused on (1) - agriculture and (2) trade and industry. The Grand Duchy of Northriding, while with its enormous size - as always been known as the "Breadbasket of Luthori", since all Luthori's agricultural production has been traditionnally focused around this area, while today, Erneshire and the center of both the Grand Duchies of Middenriding and Shipleyriding have begun to produce more agricultural crops themselves (their production will be looked upon during another article - focused around their recovery). Mr. Kinholm's government focused heavily on redynamising the agricultural industry of the Grand Duchy - by allowing more state subsidies to be given to the sector and increase its exportation towards the other Artanian and world nations to increase revenue for the Empire - and the Grand Duchy as a whole - by this trade. The Northriding Government also encouraged more heavy industry and services to go install themselves into the urban zones of the Grand Duchy. Invergn Industries - the main builder of semiconductors in the country - announced the same but with also Orange and Erneshire. The company also announced that the company would move from the Fort William Stock Exchange to the Northminster Stock Exchange - further weakening the FWSE's standing.

The Economic Inquirer is a newspaper detailing and dissecting all the economic and financial information of Luthori and the world. This media, independent by principle, tries at best to meet the expectations of its readers by remaining politically neutral.

Labour wins parliamentary elections in a landslide

14th September 5478

In the parliamentary elections held this month, the Labour Party, which was in government before the elections, won in a landslide victory, getting 384 seats in the Imperial Diet. The Conservative Party, on the other hand, got 209 seats, remaining at the main opposition. The Humperdinck Conservatives Group got 62 seats, performing a slight gain from the previous election. Voter turnout in the election was 45.14%. The new parties, the Democratic Socialists and the Maritime Party, failed to gain any seats. All 650 seats in the Imperial Diet, and 150 of the 300 elected seats in the Imperial Senate were contested.

It is also very likely that the economic policies of the previous government which were focused on the welfare state will continue and even possibly extend.

Prince George comes of age.
His Imperial Highness, Prince George, Duke of Adlerberg just came to his majority tonight, after a party thrown in the Orange Palace. The young prince is now looking to complete his schooling before heading towards the traditional path for the House of Orange-Villayn's members - military service.
21st, July 5478

Fort William, Principality of Orange, Luthori - The heir apparent to the Luthorian throne - Prince George has recently come of age after his eighteenth birthday - the Prince was born on July 14th, 5460 and was born out of the then-Prince Albert and the then-Princess Elizabeth (Ersézbet), the Prince was only 8 when his father ascended the Throne as Emperor. Recently - in view of the Prince's upcoming birthday, the Orange Palace organized mostly joyful festivities in order to bring the child into adulthood and prepares his inauguaration as Prince of Orange by his father, which should be done when he completes his military service and his academic studies in his new university. With this new milestone for such a young man, the Prince would have to now adapt to the life of a "working royal" now that he has reached this age. Beforehand, the Duke of Adlerberg had not to worry about the fate of his duties - as they were mostly token out by his parents before the Palace and the Monarchs were confident enough to leave under his under own wing - which happened today - as the Palace announced today that the Prince would now take on public engagements on his own - after his break from royal life during his military service and academic studies. The Orange Palace, the Palace of Darlington congratulated the Prince for turning 18.

While organizations such as the Luthori Employers' Association or the Farmers' Guild send a word of congratulations to the heir apparent. The Prince's popularity remains high within the population as he has always been known as the "darling of the nation", whether or not this popularity will remain remain to be seen. As for now, while the Emperor and Empress-Consort have a better polling due to their actions, the Prince's popularity lies at 80% of the population.
